@OMGs OF THE EMIGRATION COMMIS- | SIONERS. —_-—_— Am Unmimportant Meeting Yesterday— 'Fhe Alarming Decrease of Emigration. ‘The Commissioners ‘of Emigration held their y meeting yesterday, Mr. Starr in the chair, ‘The Secretary read the reports of the various ‘Qommuttees. ‘The Treasurer, Mr. Bergen, presented the report Of the Finance Committee, showing that bills to the amount of $5,918 83 had been audited since the last meoting, and that the payrolls tor Castie Gar- den and Ward's Island amounted to $6,619 53, Mr, Stephenson moved to appoint Mr. William McPherson interpreter, at a salary of $800 a year. Adopted. Mr. Charles Perley was appointea cierk in the Labor Bureau at @ compensation of $700 a year. Some of the members attempted to curtail che extremely exorbitant salaries, but in vain, Mr. Schack, the German member, moved to re- quest the counsel of the Board to report forthwith on the legality of the wholesale removals made ast ap ering. ‘The motion being amended by Mr. Lynch, it was resolved to request the counsel to report within ata days. PURCHASE OF COAl. » Lynch moved that Mr. Forrest be anthor- ther to purchase 2,000 tons of coal at the cheapest price for the use of the department. Mr. Starr said it Would be very advisable to buy the coal for next winter as early as possible, as by ry fe they could get it cheaper. Mr. heuson moved to reter the matter to Messrs. Starr and Forrest, with power to award Me cenemenk bed the lomeat bidder, oa oe 4 uggested that 3,000 tons er purchased a unoe. Mahe le resolution was amended in conformity with 6 Suggestion, and the Board then adjourned to meet onthe Tsthinst., on Ward’s Island. Mr. Schack stated to areporter of the HERALD that his Teso- Jution related to the dismissal ot Messrs. Can- tador, Von Poser, and others who ae that a Month's salary was due to them. Mr, William H. Scott, the counsel for the Commission oY Emigra- pi 18 required to report at once, in order to le the matter. Two of the members of the 5 stone, Hurlout and Kauimann, are now tn Ei THE DECREASE OF EMIGRATION. The ope gl entertain various opinions in the remarkable decrease of emigration. Mr, ‘Starr thinks that as s00n as the effects of the panic shall be overcome the flow of emigration will Fesume its former volume, but other members dil- for with this view of the matter. The decrease in just, a8 stated by tne efficient Secretary, Mr. ie 1D, Leo Rot nearly so great asit was in the mths. The number of persons landed ae Castie ‘carden in August was 15,041, while it was pitas tm August oflast year. The ‘falling off is par- ticularly great in the emigration from Germany, ‘Which is Owing to the anti-emigration policy of tie German government and the fact that the emi- fie de are now compelled to Pay the full rates on ie, German railroads. In Mr. Jackgon’s opinion tion will not revive for two years yet, and saul the memory of the pauic is completely ele THE MENNONITES, eT BOC Our Guests from the Black Sea—How ‘They Look and What They Bring.
