George Browa was arraigned before Judge Sher- wood for betng tmplitcated, with another man, in the robbery Of $200 from Michael Donohoe, of No. 205 West Fortpaifth street, Donohoe met the ac- cused and the othey man on Lexington avenue, and invited them to Sixth avenue to have a drink. While on Sixth avenue the other man put his hand in Donohoe’s pooket, and took out of it a pocket- book in witich the money was and ran off with it, Brown was remanded for exammation. An Old Shooting Case. Thomas Coyie, of No. 326 East ¥orty-sixth street, who was shot by Patrick Traynor on the 7th of June last in the beg, left Bellevue Hospital yester- day, and at this Court preferred a complaint against his assailant, The accused was held tor ‘rial LD $1,500 bau at the General Sessions, FINANCIAL AND COMMERCIAL. Continued Bear Movements in Stocks. : ‘THE MARKET HEAVY ‘Gold Quiet and Steady—Foreign Exchange Weak. Money Easy and Investment Se- s curities Firm. LL STREET, Fripay, way vino P.M. } A good deal of discussion is still going on in re gard to the value of the recent Wisconsin decision, The effort ts apparently to influence the foreign markets with tt adversely. In the ordinary dis- cussion the fact is lost sight of, in this preliminary | decision, which hasonly the same effect as an in- terlocutory decision, that the action of the Court turned upon the fact that the equity rights respect- ing the road ibefled were not affected by this legis- lation, They simply ruled the equity case (made up om the part of the mortgage Dondholders), out of vourt, and suggested ‘that a legal case should be made up for the Su- preme Court of the United States. Here the point will turn upon the right of the Legislature to limit the rent (freight charges) of property legally ac- * quired, and the provision of the constitution guarding THE INVIOLABILITY OF CONTRACTS will be cited in support ofthe claim of the stock- holders against legislative interference. It must ‘be borne in mind that Western railway building has been largety an investment in the future growth of the country. The market closed quiet. MONEY continued easy at 2 gnd 3 per cent for call loans and 5% to? per cent for prime mercantile paper. ‘The internal revenue receipts to-day were $351,060. GOVERNMENTS were firm in tone upon @ moderate business and closed steady. Much interest was felt in anew inspiration supplied in the street through a lead- ing foreign banker respecting the meaning of Mr. Bristow’s circular. 1t appears in answer to an inquiry made by said German banker that Mr. Bristow expects proposals for new fives, to include. interest until the expiration of the call, upon a corresponding amount of 5-20's, 90 days. In other words, Mr. Bristow proposes to avoid the payment of double interest upon 6s and 6's during the progress of exchange, which was com- pounded by Congress in the case of Messrs. Bout- | well, Richardson and the Syndicate. This isa strong point in favor of Mr. Bristow’s honest aa- ministration of his department, the only question being, Can it be successfully carried out? Taking vo-lay a3 an average day, with gold at 110, the higher figure ruling the market, we have, under Mr. Bristow’s proposition of subscription to a now five bond, the following sum:— Par and interest to July 23.......... Ninety days’ interest to cover cail for 6-20 Teepe on gold ‘at lio. Grand total... The amount of bullion withdrawn from the Bank of England on balance to-day was £101,000. Paris despatches quote rentes, half-past three P. M., 601. 57g. The business in RAILWAY MORTGAGES was well distributed, the tene of the market having been steady. New York Central frst, coupon, sold at 104%, and registered at 105; Ucn- tral Pacifics brought 89%, Western Union 81 and Union Pacific firsts 82%; Union Pacific incomes sold at-78 a 77%. A sale of Chicago and North- western consolidated gold bonds was made at 11%. The following were the latest bids on the wailway, the former being at first the objective | regular call:— point of the latter; but when the railway became @ necessity of the population then population, be- coming strong in its own conceit, wanted to make 4t subservient, irrespective of profit, There may be many sound complaints on the part of Western shippers why Eastern bound freights are too high; ‘Dut, looking at it in @ purely financial sense, there as A TAINT OF COMMUNISM in this effort on the part of the farmers (80 stated), it really means the middlemen, to coerce legisla tion upon the rights of railway property, that serl- ously impairs holders and threatens a serious interruption of railway enterprise in this country so essential to its fature growth and progress. THE GENEBAL COURSE OF THE MARKETS to-day was in sympathy witn that of the past few days. The “bears” still hold the control and the “pulls” are without a leader or organization. The failure of a “goat,” otherwise a curb stone broker, as sufficient to create an alarm, so great is the respect felt for the great bear leader. He seems to fill the atmosphere of the street, and unfor- tunately not atone that, but atmospheres that ought to be more highly rarified. SPOOKS OPBNED WEAK ana declined 4 a 1 per cent as compared with last evening’s clostng figures. Early in tbe day there -was a strong pressure to ell, but about noon and suosequently @ firmer feeling was experienced, and prices advanced 1 to 3 per cent on the entire list. The principal features were Lake Shore, Northwest and St. Paut common, Rock Island, ‘Wabash and Western Union. Lake Shore was ‘weak at the opening and touched 70}, recover- ing, later, to 74 Alter the second call the market ushowed a decline of 44 to 1 per cent, with @ later recovery of % to % per cent, which was after- wards lost in the closing hour of business to the extent of 4 to L per cent from the highest point of the day, and which when the market left of ‘was requced to % wo % percent. The leading shares in the current dey’s business were Lake Shore, Northweet, St Pau! common, Rock Island, Wabash and Western Union. The suggestions ‘tamine in the Northwest, with Governor Davis, of | e * partment, and the various rumors respecting the declaration of a dividend in Lake Shore. At first it was rumored that a quarterly dividend of 2 per cent had been dectared, which was supplemented ‘with the inteiligence of a semi-annual dividend of | 3% per cent in October. Later both reports were contradicted, and thus the matter stands, THE STOCK DEALINGS TO-DAY show a business aggregating only 195,600 shares, distributed as in the following table, which aiso whows the extreme figures of the day’s opera- tions :— No. of Highest.
