INDEPENDENCE DAY. | FINANGIML AND COMMERCIAL, CONTINUED FROM EIGHTH PAGE. “Charles Carroll, of Carroliton,’’ to point ee jams said that the time would come wien the signing Exchange. Of {his declaration would be celebrated oy bontires and chareh vells and cannon, but we ma: that there was only the minimum of these arti- cles in '77, and, indeed, on the Fourth of the year following, and of the next, and soon, all alon through the time when even tae pin ieatuers oI the great American eagie were only jnst coming through, But at last Cornwallis laid down his sword and ube Fourth began to get lively. We were at last a nation—a young, green, gos Ung like, but buoyant and hopeiul nation. We had done great things. We had tired out John Bull what with the aid of France, what with the tact *bat John was so far from his base of supplies and swith the fact taat be had “so many trons in the ure’’ of the European forge. We were like a boy with his first pair of trowsers, About this time ‘was born the spread-eagie oration, a thing in which the vrator was not only expected to bump bis head against the stars, but actually did it. Then came the Chinese cracker, likewise the Wrocket aud the torpedo, We celebrated the Fourth in pretty much this badet up to the time of the agony of the great re- vellion, When some of the Southerners claimed shat the Jeffersonian document, “Waen in the course of human events tt becomes iecessary for one people to dissolve the political vands waich have connected them with anotner,” &¢., bad & special meaning for them. ‘Iuey read between the dines, or thought tuey did; they eveu claimed to have heir Own particular Wastington wud Jefterson and Ous. Need even the boys be toid of the stern, serious way in which we celebrated tie Fourth during the years of the rebellion: ‘The whole day ‘Was cllanged. It Came to have a meaning at last quite too deep for full expression in the Chinese cracker or in the crash oi the new brass band or ‘dm the toam-washed periods oj spread eagle ora- tory. The rebellion wad crammed into our skall & larger, more cosmopolitan idea of our Iudepen- dence Day and of the possible independence days coming to the nations, We had grown more serious and more sensible. OITY HALL GOSSIP, itis arefreshing sight to see with what affec- tionate* adulations politicians {awn upon the Mayor when itis known that he has an appoint. ment at his disposal. If every one desirous of be- «coming a Police Commissioner who has called at the Oity Hall for the past three days were a patriot and willing to serve in the field, the Mayor might have raised a brigade more numerous than the Irish legion, Among the namerous “statesmen” who honored the Mayor with their presenve yesterday was the great “reformer,” John Foiey. Having tailed to Hecome Chamberlain of the city, he bad his eye -apon becoming Treasurer of the Police Board. ‘Alderman Joun J. Morris has uot been a steady visitor at the City Hallgince the last meeting of the Common Council. This jolly City Fatner is eminently satisied with the working of the Dog jaw, and devotes his attention to the eniorcement 01 this ordinance, The Park iountain, jocularly calied the ‘Way Side Crows,’ made another atrempt at spouting last evening, but fizzied outin merely dripping & ttle. Towards dark there was not water enough in the basin to reflect the beams trom the beautitul rainbow in the sky, The background for the Fourth of July jubilee, upon Which the pyrotechnics are to be displayed to-morrow evening, has been pat in position. It is hoped that no speculative billposter wil plaster tne irame with any show cards beiore the fire- works are exploded, Keeper Sutton, in anticipation of the ninety- eighth anniversary of American independence, has made Ampie preparation jora gala duy and even- tng. He has the lanyards of the flagstat’s greased eo as toshoot the Stars and Stripes to the masthead at “peep 0’ day.” All the employés of the city government hail to- morrow with jolly joy, because tuey Wiil enjoy a respite trom labor for two entire duys.
