aa CUSTOM HOUSE AFFAIRS. The Duty on Fruit Re-enacted—Em- barrassing Controversies. Whenever the national lawmakers wish to create confusion in trade they enact a law to in- crease or levy some particular tax on some specific article, and by this means the largest amount of trouble is entailed upon the Custom House offi. cialis. This theory was amply verified yesterday, in the new tarif of twenty-five per cent ad valorem on green fruits, tropical and semi- tropical—viz., lemons, oranges, pineapples, ban- anas, &c., which heretofore were admitted In Cus- tom House parlance “constructively free.” Ac cording to rulings of the Treasury Department the duties on cargoes accrue at the rate in operation, “at the time of arrival of the vessel within the collection district, with intent to unlade her cargo." Acase in point arose yesterday. The steamship Spain, from Liverpoo!, arrived at this port on Tuesday evening. By six o’clock the captain reached the Custom House to enter his ship, but it was too late, General Arthur. the Collector, had ordered his deputies to remain at their posts three hours after three o’clock to facilitate entries, but this captain arrived too late, The amount in- Volved in his cargo 18 $20,000 and upwards. The statement was made that the Mayor or New York was not only inimical, but that he was totally oppose’ to the enterprize; that this | city still owed the amount of $1,500,000, the quota | subscribed, &¢.
