8 FINANCIAL AND COMMERCIAL. A Proposed Convention of Cot- ton Exchanges. THE MONEY MARKET. Gold a Shade Firmer—Shipments To-Day— Sales by the United States Treasury. STOCKS BARELY STEADY. | Wan, Stneer, | Tuvgspay, May 21—6 P. ‘M. There is now under discussion a question as to | the propriety of calling a convention of the cotton | Stl. exchanges of the country with the view of attain: | ing more certain and definive results and acquir- | hia ing More in/orimation than can be had at present | concerning tis crop. The idea is a good one. Cot- ton (orms such an important part of our commer. | Mit « ctal machinery, and ts 80 largely identified with the movemedt of large sums oi money at home and | abroad, that it sbould be the aim of all who are connected with its production and sale to supply | the most trustworthy statistics. For imstance, a | more efficient system ts needed for obtaining re- ceipts at delivery ports, not yearly or monthly, | but daily. 1tis aiso desirable to have more com- | plete reports of the interior movement; a more perfect estimate of what might be called the in- Visible supply, and a method of scrutiny that will prevent errors from connting | gnd recounting stock in process of ship- ment {rom one locality to another, There should flso be a statement of the overland movement, the consumption North and South, and, m short, such a division of jabor in Making up these re- ports as that absolute. correctness would be se- | cured on the part of those doing cotton business | im the various sections of the country. There is | scarcely a Southero city in which the existence ot | A COTTON EXCHANGE i would not prove of incalculable benefit, for it | would be but a little time before the united labors of such a system of organizations would become of nationai importance from an arithmetical, com- mercial and meteorotogical point of view. Ia network of these exchanges existed to-day in Lawisians @ week woula sufice to collate vaiu: able and ttustworthy facts concerning the cotron lessées And prospects inevery county of the inun- dated region. The information would go torward to New Orleans and we should derive Knowledge that has no jittie bearing upou the furure of the trade. The illustration likewise appiies to other | portions of the South, and there ts no good rea- son why a Well concerted effort should not be made, baving for its object the collection and pub- cation of this kind of reports, | FOREIGN INFORMATION, | We onserve from our London exchanges that a movement is on foot to enable the working classes of England to purchase consols in sinail sums through tne agency of the Post office, even to in- Vest so small an amount a3 £1 lus, 44., yielding in- terest at the rate of 1s, a year. A committee of geutiemen recently walted upon the Chancellor of \We Exenequer for tne purpose of presenting the subject to his consideration, and that ollicial now nas it under advisement. The chief objection urgedas that {t would overload the Post office de- pattment with additional business. The CHancel- lor states that he has.a similar scheme, which may possibly be more advantageously operated than in the manner above proposed. The Bank of Eng- land made a gain of £398,000 im bullion during the week. The London markets Closed op quiet and firm at the follow- ing quotations:—Consois for money, 93% a 9354; Ao. account, 9334 a #344; five-twenty boads of 1865, Old, 10754; do. ao. 1857, 10994 a109};; ten-torty bonds, 10434; new fives, 104% a 104%; Erie, cza 8234; New York Central, 8844. The bank directors ®t thelr regular meeting to-day did not change the rate of discount and it remains at 4 per cent. Ths proportion of the bank reserve to lanilities is nowy 414 per cent. against 3744 per cent this day last week, The specie in the Bank of France has tmereased during the week 9,644,000 francs, In Frankfort, United States vonds aré strong and | bigher, 1862's being quoted at 99%, and 1885's, ola, atl@i44. Operators in stocks were not to-day encouraged by any material advance, dectine or activity in the market. The bulk of business was contined to brokers, sufficient temptation not yet offermg itseif to outsiders to take advantaze o! the situa- tion, The changes were comparatively triding, a few stocks showing a {fractional improvement Og | upon the lowest prices of the day, and the majority barely holding their own, as compared with the opening Ogures, Itis.@ condition that cannot be | measured by past experience and equally forbids the prognostications of the most hopeiul. A lew thousand shares used on either side serves to tipthe seaie from aay today and it ts only the purchasers and sellers of large blocks of stock who operate with anything like saiety. As we have betore intimated the natural tendency of the market is drooping. This is shown by com. paring Mgures now and thirty days azo, norcan a | 60) healthy rea*tion occur and a strong basis be re- established until confidence returns, trade revives, the money problem is settled and currency becomes more valuable. Temporary fluctuations are not, therefore, sure signs to be followed. The Episcopal Council at Charlottesville, Va Forcible Address by Bishop Jotns, of Virginia—Intemperance and Church Membership. * °» OHABEOTTESVILLE, Va., May 21, 1874, In the Episcopal Council this morning Rev. Dr, Poterkin offered a resolution to appoint a commit- tee to.congider and report to the Council the best manner for removing irom the Prayer Book any office or service now bound up therewith without compliance with the provisions of the constitution that apply to the case. The resolution was adopted nen con. Rev. Mb. Mason introduced a resolution to the effect that, in the opinion of this Council, any par- ticipation in lotteries, gift enterprises and gift concerts is inconsistent witn the professions of a Christian, and that it is improper for a church or achurch institution to be aided by money. made by such means. It was adopted with only one dis- senting voice. The anoual reports of sishops Johns and Whittle showed that 1,141 persons had been confirmed members of the Church since Iast year. Bishop Johns, the Senior Bishep of the Diocese, in his annual ad.ress to the Council, rejoices over the large accessions to the Church in the last yea advises care in tie adiissivn of members, allud: to the great feciing aroused on the suoject o1 in- temperance and speaks O! the position of the dio- cese Oo! No other Church gives more unrestrained access to tne Gospel than does the diocese of Virginia. Une der its government the Church had grown irom a iveble band to a vast aud powerlul army, and to be graited on such a body was a priviiege not easily over-estimated, Few things lad veen more en- cuuraging to him than the ery of loyalty whicn had come Up Irom every quarter of the diocese in con. sequence o/ the leaving of some dissatisied brethren, ‘The possession o: sucn privileges in- creases our responsibility to guard them. The Bishop gave an account of the beginning of Ritual- ism at Oxford, forty years ago. uuder the plausivie pretence of superior churchinanship, a garb it has always worn, and under which iat nas introduced medigval rites, ceremonies, perfumes and atti- tudes Unknown to the Rubric. "01 the action of the Episcopal General Convention he said that its resolutions adopted were one of them too vague and tue other embold. ened the innovators, who had introdaced services not to be distinguished from the Church of Rome, and in some instances they had out Romanized the Romans and brought ridicuie On themselves irom those errorists. He thought the time had come for action, and this diocese shouid send delegates to the General Coniereuce prepared to breast an evil which had become Scandalous. In all his ministry oi half a century ne had never seen a person pervecsen by the words in the Prayer Book, but he had a tender compassion for many intellugeut persons who thought the tendency different. Prepared for any lawrol expedient which might relieve the con. science, lis mind was not made up us to the exact instruction to be given, but that the Council could decide. ‘At the conclusion of his address, Bishop Jonns | was warmiy congratulated by both clerical and a tatcen of the Bishop’s address as relates to ritualism was referred to # committee Oo! thirteen, to be appointed by the Bishop.
