A curious affair bas transpired in the Legislature here, The House passed a bill and sent it to the Senate to restrain the Treas- urer from paying out any of the sinking fond or interest fund for one year unless by order of the Legislature, and the Senate intro- duced a bill to appropriate of the sinking fund | $60,000 tor the payment of the army, $40,000 for the Legislature and $20,000 to reimburse the Gov- ernor’scontingent fund. Both bills are in the same handwriting and both will pass. THR CONSTITUTIONAL CONVENTION. ‘The Senate and House in joint session have elected Dudiey E. Jones, A. H. Garland and Gordon NN. Elisha Baxter is Governor of Arkansas and the people of the State have now the upper Dand in the politics of the State, something which has not happened to them for thirteen long years, and many await anxiously to see whether they will wield their sceptre ior good or for evi) in 80 far a3 concerns the future of this State. Whatever fight Mr. Brooks may make to regam the position of Governor, which he | seized for one month, will now have to be made by peaceable means. His supporters have much hope in the action of Congress if the more law- less of Governor Baxter’s supporters begin &@ persecution of prominent Northern republican officials throughout the State who would go out of office under the action of the Convention. Their hopes may be well grounded. It is to be hoped that such a state of things will not occur, ‘thongh it would undoubtedly be safer for some of the more prominent “oppressors of the people,’’ as they are termed by Southern citizens, to leave ‘the State. THE AMNESTY CARTEL ‘The cartel agreed upon yesterday by Secretary Johnson, Generals Churchill, Newton, Blocher, Deputy Secretary Strong and Colonel Rottaken on the’ part of Governor Baxter, and by Generals Fagan, Uatterson, Brooks, Colonel Dunn and Mr. | Benjamin on the part of Mr. Brooks, seems fair to both parties. ‘ihe main points are as follows:— Tn obedience to the proclamation of the Presi- dept General "se COMMaund is to be disbanded, retaining their private arms sud property. | That the forces of ee.
