An analysis of the Banking bill just passed by the Benate presents the following features:—First, Rt relieves all national banks holding any reserve wn account of tneir circulation, and instead thereof ‘equires that they keep on deposit in the Treasury { the United States an amount of legal tenders equal to five per cent of their respective circulations €8 a fund for the redemption of such of their notes m8 may be presented at the Treasury, and abolishes ‘all other redemption except at the counter ! the tesuing bank, This will, probably, prove to ‘De astep in advance towards a practical redemp- tion of bank notes, but it is not the proper way. The bill, theretore, is fauity in construction, objectionable in all its fea- tures, and would not subserve any purpose except ‘to swell the currency of the country, unsettle walues, and, if tt became law, call for corrective fegislation by some future Congress. THE MONEY MARKET. Money was in moderate demand at 4 per cent 1or fall loans, but subsequently, when the market was pupplied, declined to2a3 percent. Not all tue capital offering could find employment. There was 4ittle done in sterling to-day. The nominal quota- tions tor bankers’ pills on London of all grades are 4.87% @ 4.88 for 60 days, and 4.9044 a 4.91 for demand, Continental exchange is quoted at 96 for bankers Reichmarks long, and 9674 for short, and 6.13% a 6.15 for long bankers’ irancs on Paris, and 5,10 a §.11 for sort. THE FOREIGN MARKET. The customs receipts to-day were $108,000. ‘rhe internal revenue receipts were $430,000; total for the month to date, $7,460,000. The Treasury bal- ances reported to-day are:—Currency, $9,583,126; special deposit of legal tenders for redemption of certificates of deposit, $55,000,000; coin, $88,611,729; including coin certificates, $35,856,600; outstanding legal tenders, $382,000,000, Legal tender ship- ments from Treasury for week ending to-day amounted to $816,500; fractional currency, $942,200; bonds held to secure circulation, $392,980.000; to secure public deposits, $16,535,000 ; National bank circulation outstanding, $349,039,870, The Assistant Treasurer to-day paid out $229,000 on account of interest and $41,000 in redemption of Five-twenty bonds. The total payments by the Treasury on account of May interest to date amount to $8,354,000. The Treasury operations at the New York office during the week included the disbursement of $1,795,700 on account of interest, $485,000 1n redemption o! Five-twenty bonds, and the receipt of $2,072,000 for customs, SOUTHERN SECURITIES. These were generally dull, but it is pleasant to observe the favorable undertone resulting from the announcement that interest on Tennessee bonds would be promptly paid as heretofore an- nounced in the HERALD. The Comptroller and ‘Treasurer of the State have been in the city during the past week making arrangements for the estab- lishment of an agency through which the payments may be made. Hence an indisposition to speculate upon & perpetually shifting basis and a market that is made chietly by those upon the floor of the Stock Exchange, who, guided by the events of the moment, buy or sell for a quick turn. Prices all close lower than they dida week ago, the principal decline being in Western Union, Wabash, Pacific Mall, Union Pacific, Panama and Canton, which broke from 71 to 58, The decline of the day ranged from 34 to 134 per cent and was was not attended by material recovery. The transactions were comparatively light. Western Union deciined from 71% to 70%; Pacific Mail from 43% to 41%; Panama from 105% to 104%; Lake Shore from 7634 to 75%; Northwest common from 434 to 425; Rock Island, % per cent; St. Paul from 345, to 33%; Union Pacific from 283g to 27%. Among the employing boss coopers the feeling against society men or all men who belong to the Coopers’ International Unien is daily on the tne crease. The employers, many of whom are wealthy men, declare that, sooner than give in to a secret society which permits of no rights for those who feed and employ the working- men, they will sacrifice any reasonable amount of money to compel the men to leave the Union.
