WASHINGTON. Aid in Constructing the Northern ‘Pacific Railroad. THE GENEVA AWARD. Waseage of the River and Harbor Appropriation. WaAsHINGToN, May 11, 1874, Webstoron the Geneva Award Bill—The Provision Excluding the Insurance + Companies. Im the ‘Senate the Geneva Award bill was argued Nat great length, and an unsuccessful attempt was amade'to sit the bill out; but the Senate, favoring enrestrained and unlmited action, kicked against thie, as it always does, and the bill went over, It és believed by Senator Edmunds, who has the bill 4n charge, as well as Senator Thurman, that it will pase to-morrow without other ameadment tnan $hat offered by Senator Thurman, except, perhaps, as Senator Edmunds says, some few small amend- ments to protect certain classes. The bill is | the same as passed by the Senate at its last session. In its main features it seems unobjec- tionable. The point of controversy in it 1s the provision excluding insurance companies, except “for the excess of war losses paid over war pre- miums received. A better understanding prevails this year than last, and there is @ strong feeling that this provision works injustice, especially in the case of mutual tusurance companies. Passage of the River and Harbor Ap- propriation Bill. In \‘he House, Mr. Wheeler, of New York, from Whe Committee on Appropriations, moved to sus- ead the rules and pass the River and Harbor Ap- propriation bul, He stated that the bill had been carefully prepared by the Committee on Commerce and carefully revised by the Committee on Appro- priations. It appropriated $4,500,000 as againss $6,000,000 last year, and made no provision for any new work. He defended the propriety of his mo- tion, unusual as to an appropriation bill, alleging | that Congress had been in session six months and that only one of the regular appropriation bills— viz., the Fortification bill—had become law. The army and Navy Appropriation bills were still | banging between the two houses. He then cited numerous other bills, Post Office, Diplomatic, &c. Mr. O'Neill, of Pennsylvania, another member vf fae Appropriation Committee, opposed the mo- aon, and argued that the House had time enouga to go over the bill, item by item. It should not be done under the speed of Lurry and warm weather. ‘Tue bill was tnen read in full, and on the motion to suspend the rules and pass the bill the question was taken by yeas and nays. The motion was agreed to, and the bill was passed—yeas, 169 nays, 58. propriation:—Improvements at Dunkirk, N. Y., $36,000; at Buffaio, $75,000; at Alcott, Meeg drenar: 4 Puimeyville and Waddington, N. Y., $10,000; jor the removal of obstructions at Hel Gate, $225,000; examination and surveys and incidental repuirs, "$75,000. Appropriations for a large num- ber of rivers and harbors were also made, ‘The Bill to Aid the Construction of the Northern Pacific Railroads—Holders of the Northern Pacific Seven-Thirties. ‘The bill to aid the construction of the Northern Pacific Railroad, introduced in the Senate to-day by Mr. Ramsay, authorizes the company to issue five per cent tuirty year gold bonds to the extent of $50,000 a mile for the length of the road built and tobe built. These bonds are to be delivered w the Secretary of the Treasury and to remain in his possession. Whenever twenty additional miles of road and telegraph line are built and equipped and certified to by the government commissioners as being complete and ready for occupation the Secretary of the Treasury shail, in the name of the United States, make this mdorsement on the five per cent bonds:—“The United States | of America hereby guarantee to the holder | of this bond the payment of the interest thereon in gold coin at the rate of five per centum per annum semi-annually—namely, on the 1st day 0i January and on the Ist day of July in each year— | and to secure tne payment of the fn ge of this bond at maturity. The Northern Pacitic Rail- road Company has delivered to the Secretary of the Treasury, a8 collateral security, a bond of like amount, bearing interest at seven and three- tenths per centum per annum, secured by the first mortgage of the said company on its entire road, franchise, lands and other property, to be availa- bie to the holder thereof. When the prior lien of the government of the United States shall have been extinguished by the payment by said com- pany of the interest on all the bonds so guaran- teed the Secretary of the Treasury shail pay | @ut these guaranteed five per cent bonds | to the railroad company as follows:— Whenever twenty or more continuous miies of road are constructed, equipped and ready lor operation $40,000 of bonds pe: mile are to be handed over to the company, and at the same time $10,000 worth in amount per mile are to be put away in the Treasury as security to ine government for prompt payment by the company of the guaranteed interest. As lurther security | to the government simultaneously with the de- | livery Lo the company of the $40,000 per mile of the five per cent guaranteed the company shall de- | liver to the Secretary of the Treasury its seven and three-tenths first mortgage vonds in the propor- tion of $50,000 of the latter to $40,000 of the former. For further security and for additional means to provide for the guaranteed interest the railroad company turns over to the government Ite entire land grant, acquired and to be acquired, te be administered by the government, and by ie gold in limited quantities to actual set- ters only at $250 an acre, subject, how- ever, to the vested rights and equities of third parties. For further security, twice every year, and fiteen days before ihe guaranteed interest ghali tail due, the raiiroad company shall pay iuto the United States Treasury the net earnings of the rodd jor the preceding six months and any sum besides necessary to make up the interest. Lovell’s oay geia- ing Barney Kelly and Robert Anderson’s black gelding Winfleid, the former to wagon the latter to harmess, was advertised to come off at Prospect Park Fair Grounds yesterday afternoon; but when ‘the time aretved for the horses to start it was announced that Mr. Anderson had paid forteit and that anotwer match bad been made between Barney Kelly to wagon and Senator Mitchell in harness, mile heats, best three in five, for $109 aside, This race came of im @ strong easter.y gale and was well contested, good time being made in the face of the hurricane. | Barney Kelly won the race tn three straight heats, Barney looks remarkably well this season, giving unmistakable evidence that he has had a good wintering, as he is very stout and robust, in | prime condition to begin a campaign. A large number of trotters are now at the Fair Grounds, more than ever belore, undergoing the necessary preparation for the coming contests, This track is the very best for training x purpose, as it 18 one of the fastest full miles ip country. Nearly 200 horses are being worked there at the poet ume, ranging in speed from 2:40 down to 2:20 or less. American Girl trotted a mile in 2:24 on Sunday in her exercise. The attendance was small, and those who were there were compelled to keep tudoors on account of the weather, except when the horses were trotting.
