Ne Conclasion Arrived at on the Cur. rency Question—Prospect of Com- promise Waning—Democrats in an Unenviable Position. One who speaks with authority says thus far vhe Senate Finance Committee have not come to any conclusion nor agreed upon any proposition which the dissentient forces can unite upon. The intimation of 8 compromise or acceptable measure given out in the last debate on the finances, instant upon the reaffirming the vote on the bill which the President vetoed has not been followed by any hope of realization. He further adds:—‘If the commitrvee dO not mature some reasonable and satisfactory decision by-yhe middie of this week the Senators favoring @p increase of the currency will go ahead atonce and frame a bill promptly whieh will meet their views, and which they will carry, too.” This was said with an air of positiveness which was unmistakable and betokened considerable impatience at the course which the majority of the Senate Finance Committee had pursued, and espectally atthe persistency of Senator Sherman tn urging the adoption of his five per cent gold bond as the vessel of resumption and convertibility which the so-called inflationists, as well as some of the contrac- onista, do not approve. In the uucertain phases of the contest, as they now present themselves, the democrats, who have co-operated with the Mor- ‘tonites up to this are in an unenviable position on the-finance question, and they are beset by dim- culties which meet them on both sides, since the republicans favoring expansion have been in council upon the plan of battle they are going to adopt when they renew the conflict, if, as geems probable, they are forced to it. The democrats who formerly co-operated with them are not consulted, and this is to some measure felt \-registered bonds of denominations of $50 or some | ently, which have called for expensive and un- | necessary investigations. So far Governor | Shepherd cannot be said to have been directly authorized by law, from issuing paper as 8 circulating mediam. A bill was introduced by Representative Dawes to-day, and referred to the Committee of Ways and whtoh authorizes the Secretary of the Treas- the United States an equal amount of coupon or multiple of the sum, redeemable in coin, at the pleasure of the United States, after thirty years from date of issue, and bearing interest, payable quarterly, in such coin at the rate of four and one-half per centum per an- num. The Secretary of the Treasury may rewsue | ‘the United States notes so secured, or, if they are cancelled, may issue United States notes to the same amount, either to purobase or redeem the | public debé or to meet the current expenses of the public service; and the said bonds and the interest thereon shall be exempt from the payment of all taxes or duties of the United States, as well as from taxation im any form by or under State, municipal or local authority, the bonds to be payable at the United States Treasury. ‘the National Banking act 1s proposed to be amended, 80 that the amount required to be kept on hand at all times, by every banking association, shall be an average equal to the same amount for and dur- ing any one fiscal year. And all persons are at liberty to organize banking associations at such places as they shall judge proper, in accordance | with the provisions of the acts relative to national | banking associations. This act is to take effect | on and after the 1st of January, 1875, Proposed Resumption by Congress of Legislative Control of the District of Columbia. Senator Stewart to-day introduced a bill pro- | viding for the resumption of legislative control of | the district of Columbia, This is tne result of | @ conviction in the minds of a majority of | the members that the affairs of the Dtstrict should be entirely in the hands of Cougress, and, Irrespective of any charges or suspicions, well or ill founded, which are now made, they are of the opinion that a change as contemplated by this bill will be for the benefit of the District | and promote the satisiaction of Congress, which | of late years has been banished by competing | | } | political factions and accusations made persist- by them. Hence it is figured that this is not very conducive to the continuance of that adherence which they have so unswervingly given up to this time, and there must natarally arise with them an aversion to subordinating themselves to the ex- pedtency of swelling the numbers of those who, it quasi republican fight. On the other hand, they are confronted mean- ingly by their democratic brethren, with whom, on almost every other subject, they are a unit. Now ths déte now of finance and the unpromusing result of holding their ground unflinchingly as heretofore signified by their votes, has left them in a perfect quandary. But, conscious of their strength, they | maintain a decorous sang Jroid, and are, to some extent, easy, though slightly concerned. Natur- ily, they do not want to be reduced to the un- measured importance of an “unknown guantity ;”” yet they hold the balance of power either way, for without them, the inflationista cannot carry the Senate, but the contractionists can by an acces- sion of two or three votes carry the bill which the Senate Finance Committee will report, provided they should be silent or absent. In the latter | event that result would ve doubly assured. | Furthermore, some of the Senatorial friends of the administration have been adroitly at work to win over by a signiticant kindness and an implied sug- gestiveness of benefit to be derived, the support of some of the previously opposed democrats, and their own political colleagues have mot been idle m working for this end.
