Trade in the West, viewed from a financial point of view, does not appear to be more encouraging than it is at the East. The banks are reported as doing only a moderate business, and universal de- pression exists. From Chicago comes the ini tion that purchasers in that market who in good times easily obtained credit now find it dificult to do so, General retrenchment is observable both in business and living. Great numbers of persons have been forced out of clerksnips and @riven to seek remunerative work elsewhere. The middle men sre fewer and less well paid, while retailers in the city have, it is reported, not only lost a good deal of their custom, but suffered an unusually large amount of paper to go to pro- test, These are UNPLEASANT FACTS to record, but it is not diMicuit to desery the source of the evil. The panic produced its natural vonsequences, such as loss of confidence and con- traction in trade; but Congress, by the stupidity and uncertainty of its legisiation, has done a thou- sand times more evil in disturbing values, throw- ing business off its balance, and unsettling the judgment of the merchants, manufacturers and producers of the country. Thirty-five millions of people are to-day practising economy more rigidly than at any time since 1861, while the GOVERNMENT IS A GREATER SPENDTHRIFT than kt any other period of peace in its history. ‘The decline in our imports shows less extravagance on the part of the misses; and everywhere, from the household to the grandest bazaar, may be wit- nessed a curtailment of expenditure and adapta- tion to the peculiar circumstances of the nation, Even the railroads have been forced to reduce rates, and some of them—as, for instance, those of ‘Wisconsin—are compelled to conform to State laws that forbid a profit, if they do not entail actual loss, We observe that the Chicago, Rock Island and Pacific Railroad has issued a@ new local tarif! ‘which shows 4 REDUCTION OF TWENTY-FIVE PER CENT onthe old rates. The Milwaukee and St. Paul | Railroad has iikewise adopted a lower scale of prices, although one not in accordance with the new Wisconsin law, the reason given for the dis- obedience being that no State has a right to oblige | common carriers to do what in the nature of | things cannot be safely done, and that the com- pany might as well carry for nothing as at the rates prescribed. These facts all point in one | direction—retrenchment—and Congress owes it to | the country to so shape its legislation as that at | the earliest day possible the people may recover | from their depression, and in reviving establish themselves upon a commercial basis that has for ate “bed-rock” a currency that is worth 100 cents to tle dollar. THE UNITED STATES TREASURY. ‘The total payments by the Treasury on account | ‘of May interest, to date, amount to $2,571,000. THE STOCK MARKET. The stock market to-day was strongly exercised by the now welldefined contention between the leaders of the antagonistic forces who, for tue first time in many weeks, permit themselves to be publicly recognized as “bulls” and “pears.’? The business done under their re- spective auspices, however, was not large, amounting only to 115,209 shares, or more than 100,000 shares less than yesterday and the day before. Tne prevailing impression of the street is that prices may temporarily advance, the reason given being that the great plethora or money incident to May settiements will necessarily compel investments in speculative securities and lend them strength. The jorce of the thought may not be immediately rebutted, because the market is under the control of combinations of capitalists, who exert more or less influence on the prices of the street, in fact, who make them what they please; therefore natural causes may not find an opportunity to work out legitimate results for sev- eral days to come.
