THE FUREIGN MARKET, London advices report a further decrease of bullion in the Bank of England to-day of £23,000 and of £384,000 during the past week. It is but natural that, under such a condition, at the regular weekly meeting of the Governors this morning the Fate of discount should have been ad- vanced to 4 per cent. Yesterday the rate for prime three months’ discount at the London banks ‘was 344 percent. To-day the supply at this rate is abundant and securities are firm. United States bonds are and % higher,and the market for consols is more than steady.
