TPINANGIAL AND COMMERCIAL Reasons Why We Should Resume Specie Payment. The Stock Market Quiet and Prices a Shade Better. EXCITEMENT SUBSIDING. Gold, {14 a 114 $-4; Money, 7 Per Cen backs, 87 Cents and 7 Mills, Green- WALL STREET, TUESDAY, April 21—6 P, M, It may require courage and self-denial for the people of the Unived States to face the question of | specie payments, but, sooner or later, if this | country is to continue its great career and pre- gerve untarnished credit, a gold basis must be established. It does not necessarily follow that the work of resumption involves the displacement of paper. On the contrary the inconvenience of handing coin will forbid its general use, But it does necessarily follow that beiore we can resume we must restore nfiidence. To restore con- fidence we must accumulate gold. And there is no nobler work for patriotism to perform; there is no Congressional legisiation for which the people of ‘this country will be more grateful, now and in the Tuture, than that which will establish their pro- ucts, their earnings, indeed ail values, upon that UNCHANGEABLE BASE which is recognized and respected throughout the world, As a gold-producing nation we can | speedily place ourselves in such # position. since the war closed over $600,000,000 have been drawn from our mines, all of which we miserably fatied to utilize, Had it been done our currency wonld now be convertible into coin and we should have at- tained by natural means the elasticity which is | sought alter as the governor of a well regulated ommerce. THE STOCK MARKET. The stock market showed no well defined and trustworthy symptoms of recovery. While the excitement of yesterday has subsided distrust re- mains, and money, during the greater part of the day, was quoted at 7 per cent—tuils, too, in the face of the fact that the banks have ad unusual abun- dance of money to lend, Prices were somewhat better dian those at which the close was made last might; but fuctuations were so rapid and the changes upward and downward so Inexplicabie that operators on either side are still unable to agree on agiven line of polity. This alternation | of comparative strength and weakness js, in a meusure, due to the VARIANCE OF OPINION concerning the Senate bill'and its effect on the market if it should become alaw. It is also the result of the grave uncertainty that attaches to the course of thé market irrespective of other than Matural causes of decline. The lessons of the past have not been forgotten. The steady fall of the | jast thirty days, notwithstanding the endeavors made to hold vrices, the absence of outside buy- ers, the upencouraging spectacie of a mere brokers’ market from day to day, a daily Increase of stocks from outside holders for the street to re ceive and carry, the stiil more unencouraging re> ports {rom raiiways—all these things seem to have prepared the speculative mind for just what is tak- mg _osopiace, and somewhat explain the suspicion with which the events of the hour | are scrutinized and the celerity with which speculators so often “change their base.” THE OPENING of the market was weak, after which it became for @ time steauy. Lake Shore sold at 73% a745 a 4%. Wabash advanced from 41% to 42%, closing at 424%. Northwest common, alter receding to 47%, advanced to 49% and Closed at 48%. The preferred moved from 63% to 663;, closing at 85%. St. Paul advanced from 38 to 30% @ 394. Ohio and Mississippi sold from 27}3,up to 2834 and down to 24, closing at 26%. New Jer- sey Central moved up to 105%. Delaware, Lack- wanna and Western sold at 105 a 106; Panama at 101 a 102 a 104.a 103; Union Pacific at 3, 38, 33% a 33%. C., C. and I.
