M, The President may or may not sign the Currency ‘bit pow before him providing for an issue of trre- deemable paper money to the amotnt of $100,000,000, The fact will always remain un- challenged, however, that Congress has no right under the constitution to declare any money legal tender, especially in time of peace, save silver and gold, The publication of paper promises to pay, even in time of war, was @ lame and doubtful expedient, and defensible only on the plea of necessity; but especially now honor and policy, principle and interest, experience, PHILOSOPHY AND FACT, all are arrayed against this monstrous usurpation of power. Inflation, instead of being a remedy, is only an aggravation of evil, It has already un- | settied values, put an embargo on legitimate trade and is silently but surely paragyzing indus- tries. When the market price of gold is above its | mint price it means redundancy of paper | money. It means also that a fluctuaung currency increases the price of everything that enters into consumption, and that the workingman, as the great national creditor, finally pays the difference, receiving as an equiva- lent for nis own production a price that is regu- Jated by the price of gold. Until the panic nobody dreamed that we wanted more money. Even now, who fails to 9b- tain loans on sufficient security ? THE MONEY MARKET. Money closed very easy at 3 and 4 percent on call. Discounts are unchanged. Foreign exchange Was quiet and firm at 4.85 for prime bankers’ sixty days sterling and 4.88 for demand. THE UNITED STATES TREASURY. The customs receipts to-day were $247,000, The Assistant Treasurer paid out $14,000 on account of interest and $15,000 im redemption of five-twenty bonds. The imports of foreign dry goods ‘at this port for the week ending to-day were $1,728,635, and the amount marketed $1,963,297. The imports for the corresponding period of last year were $3,300,999, and for 1872 $3,063,711. In this department we may confidently look for a decline or business. The people are learning lessons of economy. The mer- chants complain of dulness of demand and inability to dispose of goods, and at the present moment our largest dealers are moving with the utmost caution in adapting their business to the commer- cial changes which loom up in the not distant fatare. Nearly all of the active speculative stocks experienced a decline ranging trom 1 to 3 per cent; but later in the day @ reaction set in and recovery was marked at from 3g to 2% percent, The usual assortment of rumors Were distributed, and these, in addition to the un- certainty attaching to the action of the President with reierence to the Currency bill, served their purpose in promoting A FEVERISH SPIRIT OF SPECULATION. The evidence that stocks were being unloaded which were bought and held for a rise, heretoiore alluded to in this column, was again apparent, although the rally of the afternoon materially checked the pressure to sell. The judgment of the street with reference to the situation has rarely been more unsettled than it is at the present ume; bat the downward course of prices, stimulated by such natural causes as diminished railroad earn- ings, the Granger legislation and the yet unsolved money prodlem, has tendea to increase the bear feeling and create a strong following.
