AN INVENTOR MADE HAPPY. A gentleman named Speer, who has haunted the capital for several years with an invention for rapid transit, was made fearfully happy to-day by the passage of his bill in the Assembly alter being apparently killed two several times, He keeps his model on exhibition over the Post Oflce, where every member has been hauled to see it at one ‘me or another. It is a travelling sidewalk Made of wood, elevated in the air and racing end- lessly up one side Of 4 street and down the other. He insisted Comptroller Green was foisted on the city by the Tammany Ring, and would never have bean elected by the people if they had a choice tn the matter, ‘The committee took a vote and decided | to report the bill adversely, Belore the same committee, which appears ae- votedly aitached to the fortupes of Comptroller Green, Simon Stern, who has usurped the func- ons Of Dexter Hawkins, handed in a bili as a sub- stitute for one of Mr. Cauldwell’s, for the govern- ment of Westchester’ according to the plan laid down by the Finance Department, and it was adopted. THE DEPARTMENT OF PARKS, In the Senate this evening Mr. Woodin, from the committee, reported adversely to the bill intro- duced by Mr. Fox a few days ago, defining the powers and duties of the Department of Public Parks in New York city. The report was agreed to. j THE BROADWAY UNDERGROUND RAILROAD. The bill to chauge the name oi the “Beach Pneu- matic Transit Company” to the ‘Broadway Under- ground Railway,” and extending its powers, was considered aud amended by giving the company au additional foot in width for its tunnel and re- quiring an iademuity bond conditioned for the | payMent of $100,000 to the city for the completion | of one section of the road within a year. As amended it was ordered to a third reading. LECTURE BY MARTIN T. M'MAHON. A lecture was delivered at Irving Hall last even- ing, under the auspices of the Young Men's Relief | Association of the Thirteenth ward, by Martin T. | MeMahon. The subject chosen was “Three Monu- | ments in Broadway,” and the object the benefit of | the poor of the Thirteenth ward. The andience Was not very crowded, not more than 200 being present. The lecturer began by a reference to the appearance and character York’s noblest thoroughiare, ius build- ings, wealth and immense trafic, and then describea the three monuments which formed the subject of tae lecture—that of Montgomery, of Lawrence and,of Emmett. He then pro- ceeded to give & graphic sketch of the itfe, career and Character of the three distinguished men in Whose memory the monuments are erected, | Beginning with Lawrence, te gave a thrilling account of lus exploits, from the barning of the Viulavelphia under toe very guns of the enemy, in whose possession she was, to his heroic deat on buard tne Chesapeake, after the verribie figut with the English sbip Shannon outside Boston Harbor. His reference to the hero’s dying words, .“Don't strike tne fag, boys; don’t give up the ship,” was heartily | applauded. Next he sketched the lile and charace ter ot Montgomery.
