For nearly a century the efforts of successive administrations have been directed to the maintenance of the puvilc credit, not merely by the gradual extinguishment of all loans, but by the cancellation of all obligations made for tempo- rary, permanent or special purposes. It has been | reserved for tle stock jobbers of the Forty-third | Congress to set at naught these teacnings of his- | tory, to walk backward in their reach for honora- bie results, a © demand @ policy that is written | all over with repudiation and disaster. The nation fs in the nands of poiltical charlatans, The specu- lator has taken the place of the patriot and the demayogue occupies the seat Of the statesman. As a consequence the country is on the edge of a Jearful financial crisis. CHERISH PUBLIC CREDIT. Use it as sparingly as possibie, and by vigorons ex- ertions in time of peace discharge the debts which Bnavoidable wars have occasioned.” President Adams, in 1797, wrote to Congres: “The consequences arising from the continued ac- cumulation of public debts in other countries ought to admonish us to be careful of their growth du our own case.” President Jobn Quincy Adams, in 1827, says “Ideem it my duty to urge this topic upon the consideration of Congress—o! recommending to them the observance of the strictest economy in ‘the public funds,”’ It was only in 1834 and 1835 that the country was entirely out of debt, and at a celebratien in nouor » @f the event President Jackson offered the follow. ing sentiment :—“The payment of the public debt: Let us commemorate it as an event which gives us increased power as @ nation and réfects lustre on our Federal Union, of whose justice, fidelity and wisdom it is a glorious fllustration.” Later, in | 1969, our own PRESIDENT GRANT said, in relation to the financial question:— “Tne return to a specie basis as soon as it can be accom. plished without material detriment to the debtor clase or to the country at large must be provided for. The London advices that the Governors of the Bank of England, at their meeting to-day, did not advance the Bank rate of discount, and that the latter still stands at 54 per cent, were not unan- licipated, the reports yesterday having removed all question with reference to the rumored dis- | | bo quiet on the English Exchange. THE MONEY MARKET. Legal tenders are to-day worth 88 cents on the dollar, a discount of 12 per cent as compared with gold, Money continues abundant and easy, and closed on call loans at 3ana4 percent.
