FINANCIAL AND COMMERCIAL Wall Street Thought Directed to the Four Hundred Million Legal Tender Bill, CURRENT VALUES. Watt Lotsa WEDNESDAY, March 25—4 B, M. ‘The discussion in the Sevate to-day on the financial question developed even more opposition to the $400,000,000 deluge of greenbacks proposed by the House than was at first anticipated. Mr. Sherman’s compromise measure of course met with severe handling trom both sides, as is the peculiar heritage of compromise measures. Sena- tor Schurz proposed an amendment to it reducing the Itmit of the legal tender circulation from $382,000,000, as proposed in the bill, to $356,000,000, vis worth while to examine in this connection the status of this ANTICIPATED LEGISLATION in regard to legal tenders and see what is its value. It will be recollected thas when the ques- tion of the legality of the legal tender issue came before the Supreme Court of tne United States it nearly failed of the endorsement of the Court, and that even after the Court’s reconstruction looking to an agreeable result, such decision in favor of the legal tender quality of issue was only given upon the assumption that such issue was made under the ‘war power” of the government, or, in other words, as a revolu- tionary expedient to preserve the Union, Chief Justice Chase, who, as Secretary of the Treasury, had been the author of these issues, going furthest im ibus defining their limitation and birthright. ‘The question now comes up whether this reissue may not open the way jor some future sharp stock operator to raise A NEW CONSTITUTIONAL QUESTION as te its legality, there being no war row, and, consequeutly, 90 war power to justify it. Yet it will be remembered that the $44,000,000 was never formally retired, Congress in its hurry to stop the contraction policy of Mr. McCulloch, which was producing a scare, never authorizing the cancelia- tion of the amount already withdrawn, which thus passed into history as this very question- able reserve. It would be much better to avoid all possibility of argument upon the matter by getting back to the lowest limit, or even behind that under the provisions of Senator Sherman's bill, which suggests a reduction of the greenback circulation to $300,000,00u, It is equally painful to the Wall street reader to find the same reckless spirit of miscomprehension pre- vail in the discussion of free banking, as with | respect to legitimate authority, has permitted this mconsiderate action of the House in regard to the iegal tenders, FREE BANKING I8 NOT INFLATION in any correct sense of the term. The opponents of iree’ banking say, suppose we permit every man who owns a government bond to issue currency upon it, we make our currency at once over two thousand millions, Free banking does not propose anything of the kind, and even if it did, it is saie to assume that when the industrial and commer- cial activities of tms nation reach that point of | productiveness that we can afford to buy back the one thousand and odd millions of our bonds now | & held in Europe, we shall be able to find employ- | ment for all the currency we can tssne upon them. Bestdes the advocates of tree banking as a prac- ticable system, not indescribable germ which 1s the offspring of Con- gressional incubation, claim that currency will be | regulated to suit the requirements of trade for its employmeat, and are willing to relinquish | §1) to the government the interest of bonds pledged | ti for its redemption, provided they have the option | of retiring such currency when it ceases to pay an average yearly return equal to the interest on | 2 ae: | woos 30 such bonds—not an introconvertible process, but simply a yearly settlement for the regulation of the volume of currency issues. IN THE STOCK MARKET the interest to-day was almost wholly speculative, and directed principally to the two stocks concern- ing Which the least 1s Known as to their actual value—viz., Western Union and Pacific Mail. The first named was rendered buoyant by the anticipa- tion of a 15 per cent scrip dividend, which, how- ever, was not declared, the directors’ meeting ad- Jjourning without taking action oo this master. In the case of the latter there was the familiar story of an overdue steamer heard from. The rest of the market was at frst buoyant, following the ead uf these and being stimulated by the action of the House in favor of inflation; but alterwards went off and closed heavy. The Sub-Treasurer paid out to- cay on account of five-twenty bonds redeemed 000, and on account of interest $31,000. The customs receipts to-day were $294,000, MONEY RANGED three to four per cent on call loans and five and a halt to seven per cent for prime mercantile paper. The demand for currency to meet April settle- | Tents in the interior continues; but so great is | 5 tue plethora here, occasioned by the recent stag- nation in trade, that money at this centre is not likely to be affected thereby. FOREIGN EXCHANGE is firmer, prime bankers having advanced their rates to 4.8534 and 4.533, prime sterling, with business within 1-16 of these nominal figures. Money was more active in London to-day, although securities were firm. The amount of bullion with. drawn from the Bank of England on balance to- day was £156,000.
