FINANCIAL AND COMMERCIAL Increasing Anxiety of the Street for the Final Disposition of the Financial Question, The House Four Hundred Million Bill Doubtfully Regarded. CURRENT VALUES. WALL STREET, } TUESDAY, March 24—4 P. M, ‘The gusbing declaration of Congress yesterday ‘that the limit of the legal tender circulation should ‘be $400,000,000 was received on the street to-day et first as indicating “‘a new era of prosperity.” But subsequently came the sober second thought, and the same men who had been enthusiastic in the morning, after exhausting their matutiual cocktails, came to the conclusion—‘Well, you can’t strengthen whiskey by putting water into it,’? and after lunch they began to realize the ex nihito ninit At syllogism, which would leave. them nothing in the result, It is going back a long way for a gure; but, then, age has respect, and if we but remember THE SIMILE IN THE SCRIPTURES ofthe starving man who asked for bread and was given @ stone, and if we look at the suffering industries of this nation to-day, who only ask for @ settled basis of exchange and are given a forced loan, we find a comparison; for this Four Hundred Million bill is nothing more or less, Disguise it as we may, this addition of $44,000,000 is simply an additional tax upon the country, and will be paid for in an enhanced gold premium, not now, perhaps, but whenever the im- porting interests call for the use of coin. And such is unfortuuately the character of nearly all of our financial legislation, and, largety, of newspaper dis- cussion of it—not always through deliberate pur- pose subsidized to a certain end, although there is too much of that, but mostly through an imperfect understanding of the subject. {t 1s patent to the world and a scandal to this country, made public by the very act itself from this late vote in the House of Representatives, that there is not a sound financier there, or, if there is, he has no- body to understand him. The Senate happily gives SOME PROMISE OF DOING BETTER. Mr. Sherman culled up his new bill to-day, which he introduced as a substitute to the bill to equalize the distribution of the currency, previously ttro- duced by him, Itisa bold compromise measure, giving infiationists, cortractionists, builionists and anti-bullionists, free bankers and national bank monopolists all equally their sop. it is really daring in its effort to harmonize the conMicting in- terests that have assailed Congress this session, eachi n its own Way seeking the preference, and is certain to stand in the Senate as ahuge breaker against the $400,000,000 deluge which the House would precipitate upon the country. And soit was regarded in the closing figures on the street to-day. The bill itsell is 4 REMARKABLE EXHIBITION OF CONCENTRATION AND ASSIMILATION, Section 1 fixes the limit of legal tenders at $382,000,000, the present outstanding figure, Sec- emable aiter January 1, 1876, in coin or ponds, on presen- tation, said bonds to bear five per cent interest; but authorizes the reissue of such notes so redeemed if the necessities of the government require it. This, although of doubtful recommendation, is better than the late $44,000,000 scandal. Sectton 3 proposes tree banking, with a currency proportionate througt- out the country to that now existing in the State of New York; banks to be governed by the provisions of existing laws. Section 4 provides that after the issae of $1,000,000 new bank notes seventy per cent of greenbacks be retired upon ail further issues until the greenback circulation is re- duced to $300,000,000, and authorizes, if necessary, the retirement of greenbacks until that amount is reached by the substitution of bonds, as mentioned fa the second section. Section 5 provides for lion 2 makes such legal tenders rede AN APPROACH TO SPECIE RESUMPSTON in requiring banks to keep on hand one-fourth of the coin received by them as interest on their bonds deposited as a security for their circulation. Also requiring that only one-fourth of their re- serve shall be balances due to redemption agencies, and stopping the interest on the same. Section 6 and last is interesting to remember in view of the Treasury exhibit in its last statement, and reads, “That nothing in this act shall be con- strued to authorize any increase in the public depot of the United States.” This is the most compre- hensive bill that has yet been introduced, and is likely to make a sharp fight with the House Four Hundred Million bill. Mr. Sherman oc- cupied the Moor of the Senate all day in support of it, and although, to use his own admissions, it has its faults, it has large merit as a compromise measure and appears to be the best meeting | ground that could be agreed upon. The great | meeting to-night, as appears by the proposed resoiutions, woulda seem to have drifted somewhat | 1300 Out of its original intent, ana is likely to lose in- fluence therevy. The resolutions simpiy announce | theoretical opinions on the subject of currency ex- pansion and specie payments. This is not the original object.
