8 FINANGHAL AND COMMERCIAL Another Day of Disappointment in Mone- tary and Trade Circles. The Pressing Need of Con- gressional Action. —_—-——— THE WALL STREET MARKETS. Gold Lower, Stocks Off, Governments Strong, Money Easy and For- eign Exchange Steady. FOREIGN ADVIC | WALL STREET, } Tvespay, March 17- 4 P, M. Tue jess encouraging indications to-day of prompt action by Congress upon the financial question, concerning which so much expectation was felt as to the likely results of the recent recess, disappointed the street. Something of this fresh postponement of any decisive consequence of the debate is perhaps due to the peculiar attitude of Mr. Dawes, who has taken a leading part in the | discussion, in reference to the vacancy in the Sen- | ate createa by the death of Mr. Sumner, A fellow feeling is said to make us wondrous Kind, and ONE LOOKS IN VAIN for anything much higher bap that feeling i the | 97, a’y74/ Congressman of to-day. There is enough, | hown in the Orédit Mobilier scandal, of | that questionable quality of honor which is lauded as the peculiar property of a very doubtiul class of our fellow citizens, who have somewhat confused ideas on the Subject Of aii other desemptions of property. Itis not surprising, then, to find politi- claus developing @ similar virtue, and this m perhaps, Jurnisu an explanation of Uus new exhi- bition of Co sional indiference to the pressing business needs of the nation. It may not, pernaps, be prudent that @ decision should be reached on this financial question, so that Mr. Dawes should stand before the people of Massachusetts under the weight of a@ responsibility that bas not their sympathies, perhaps, or HISITING A LACK OF INFLUENCE in contributing to the result vastly in céntrast With the weight which the dead or used to earry with him on behalf of Massachusetts into every au ion, Itis a critical moment in Mr. Dawes! career, and bis colleagues and associates are doubtless willing to help to lessen the dangers Ofrejection by avoiding the creation of new is- snes upon Which to found controversy. But must the public weal wait upon private ambition? This is trifing with one of the gravest subjects that | ever came before any Congress of the United States, and they who trifle with it only show their utter incapacity to deal with it broadly and com- prehensively, In that, if they had that under- standing necessary, they would know the danger | of such trifling too well to continue it, THE SPRING IS BAPIDLY SLIPPING AWAY, and as yet we have had nothing that couid fairly represent what we have heretoiore known as the spring trade. Business has moved haltingly in every department, and dealings, instead of being stimulated by profit, have been regarded as ex- ceptionaily good where they have suiticed to pay current expenses, ‘This must react with serious results sooner or later i! the remedy be not ap- plied so promptly as to carry us at once intoa Sharp, active revival of trade in all directions. Trade in this country is too intimately connected with its capital not to seriously impair the latter | it any derangement ot wad Dave not, as older colintries have, & great surplus “of unemployed capital upon which to dfaw for the sustenance of our flagging industries in periods of great dalness or monetary disturbance. . s . | Un LIKE LABOR, AMERICAN CAPITAL MUST SEEK EM- | Auner =k PLOYMENT to maintain itself, and 1s, therefore, never idle ex- | cept under conditions like those which we have seen from time to time affect labor; the action of abnormal in@duences trterrupting the harmonious working of the natural laws of supply and demand or arbitrary interference with the exchanges. At the present time it is the latter circumstance which has Irightened capital out of the regular channels of employment, because such employment was ren- dered uncertain and incapable of intelligent fore- cast by the power which one man assumed to exer- cise, of varying the standard of value in his alter, onunues long. And | Congress, seemingly utterly misunderstandsng THE GRAVITY OF THE SUBJECT, indulges in a display of rhetoric upon matters that will afford to wait a full discussion, ti but this re- lief were at once given to the country. As a consequence of the Congressional inaction the markets to-day were dull, and throughout all the departments trade languished. Wall street re- fected this condition readily in the feeling above expressed of increasing uneasiness a3 to What the future consequences of this fatal delay may be. It is now costing the coantry millions of doliars daily in the entorced stagnation of all enterprise looking to a monetary return, Action of some kind is what is needed, and every day !t is post- | poued increases the peril menacing our commer- cial greatness.
