OUR FOREIGN RELATIONS. Peace at Any Price and Gen- eral Torpidity—Nothing Doing to Fur- ther American Laterests, and Nethin, To Be Attempted in Order to Retrench or Save the Treasury. WASHINGTON, March 10, 1874, Our foreign relations have settled down into a condition of universal peace and torpidity never known be/ore in the history of tne government. The departure of Mr. Caleb Cushing for Spain, as a diplomatic enterprise, excited no remark, because it 1s, at this late hour, considered as signifying nothing, Whatever might have been its import at an earlier and more appropriate season. It 1s re- ported that his instructions may be compressed into two words, “masterly inactivity ;” for beyona such incidental cases as may arise for some time to come, affecting the rights of our citizens in the island of Cuba or of our flag on the high seas, he is instructed to rest upon his oars. He will reaf- firm the sympathy of the United Staves for the republic in Spain, and the wishes of our govern- ment for its success. He will congratulate Pres- Ident Serrano upon the amicable settlement of the Virgintus imbroglio, and express the hope of Pres- ident Grant that no event may occur to disturb the existing peaceful relations and good under- standing between the countries. But he will e@ttempt nothing in the way of a convention to establish upon a better footing than that which we now hold our commercial interchanges with Cuba, and nothing in behalf of the abolition of slavery in the island, and for the sufficient reason that the government which exists to-day at be displaced to-morrow. It is jurther said that if within a year there shall be no security in the tenure of office of the Spanish government Mr. Cashing will abandon his great object of @ com- prehensive treaty and return home, i A GUARANTEE OF PEACE. Meantime his presence as our Minister at Madrid {sso generally regarded as a guarantee of peace between the two countries that no apprehensions and no hopes are entertained o1 any interierence on the part of oar government in Cuban affairs or of any declaration in behal! of the insurgents, even though they gain possession of the whole island and establish their headquarters in Havana. Never at Washington was the prospect of any action in belialf of Cuban independence, or of bellegerent rights to the insnrgens, or for emancl- spe so hopeless as now. Even the leaders of he colored citizens appear to have abandoned in despair their efforts to secure the active interposi- tion of Congress or the administration in the cause ofeither Cuban mdependence or emancipation. CENTRAL AMERICA TRANSPORTATION SCHEMES. ‘The same fatality bas fallen upon all other enter- ses, designs or expectations looking to the ex- mnsion of our authority or the enlargement of our interests in our relations with other countries. There was last summer a scheme afloat for the an- nexation of the northern tier of the States of Mex- Ico irom sea to sea;.but if any of the parties con- cerned in this scheme are in Washington they have learned the virtue of silence and the wisdom of awaiting amore convenient season for broaching the question. And so with regard to certain International railway _ project between the United States and Mexico; and so in reference to the various interoceanic nas foun. can be done here for any of them now, for the Treasury 15 at dead low water, and they must await the return of the flood tide. All that can be expected from this Congress at pres- ent touching these interoceamic canals is some small appropriations for the Coa vary or the surveys how under way, and for nothing further. ADVANTAGEOUS COMMERCIAL RECIPROCATION CHECKED, in, the time is ripe for a commercial treaty ‘with each of the Spanish American republics and the Ewpire of Brazil, hae & $100,000,000 in money within afew years may be addea to our trade with these nations; but the preluminary ex- penses necessary to open the way Ior this inviting sommercial reciprocation cannot be spared at this sessign, when the cheese parings, candle ends, soap fat and waste paper of the executive depart- meuts are all carefully saved by Congress to meet the interest on the national debt, including the bonds held by the national banks. ST. DOMINGO AGAIN. And it is rumored here that ex-President Baez, of Dominica, expects to return betore the end of the year with the sinews of war which will enabie him to recover his government, and that then we hall hear something more of the St. Domingo @nnexation scheme; but now two millions tor the whole isiand, including Hayti, would be two mill- fons more than Congress could raise even by doubling the tax on lucifer matches. THE ARMY, NAVY AND DIPLOMATIC CORPS BE- TRENCHED. The simple truth is that but for the fear of damaging our public credit and depreciating our Sieg bonds abroad by the experiment, one- jalf or more of our ioreign missions, Spain among them, would be abolished in the diplomatic appropriations of this session, such the fit of retrenchment which has seized upon the two houses. As itis, our foreign affairs for the ensuing fiscal year will be left to take their chances upon shortened supplies to regular or ir- fegular missions, consulates and roving dipioma- lists. The aaministration and Congress are re- solved that. to save the Treasury we must have peace, universal peace, and that having deter- mined upon peace our foreign relations must and will take care of themselves lor a year or so. Ac- cordingly the Secretary of State has retired from active business, and a8 in an assured continuance of peace we shall want neither costly ships ol war nor standing armies, these two strong arms of the public safety are to be cut down to the small re- quirements o! the millennium. projected from Tenuantepec to Darien. 14 CUBAN MATTERS IN THE CITY. The Friends of Free Cuba in Good Spirits—Cespedes Possibiy Stili Alive Proximate Arrival of General Rafael Quesada—What Is the Agency Doing? The Cuban exiles, who mostly congregate about Exchange place, express their satisfaction at the actual condition of affairs in their fatherland. They think that the crisis, for which all have been So long and earnestly watching, cannot now be far off. One of the best proofs of this is thought to exist in the unprecedentedly rapid rise in the price of gold, re. cently telegraphed from Havana. A wealthy Cuban merchant stated yesterday to a representa- tive of the HERALD that the last advices from the Island chow quotations in gola to have reached 188 premium, as compared to Spanish bank notes, and that no one cuuld be found to accept a thirty Gays’ billon London at any reasonable figure be- yond this enormous rate. The Cubans believe that with finances in this deplorable state it will be 1m- perce ior the Spaniards to send any considera- é number Oo! troops to the front. It 1s well known that the volunteers, notwithstanding their loud-mouthed patriotism, will not move into campaign unless they are well paid. And, say the friends of Cuba, suppos- ing the Spaniards send 10,000 men to the tiela, it will cost not less than $100 a man, or altogether $1,000,000 in gold, in addition to the regular es- timated war expenses of $4,500,000 per month which the revolution of Yara has cost the govern- ment for years back. But this additional expense in putting any considerable number of reiniorce- ments in campaign would be but an item in the cost necessary to keep them there, And if the contempiated new levies did reach the tront they would haraly be sufficient to repair the very heavy losses suilered by the Spanish army during the past twelve moncbs. In the meantime the in- surgents are everywhere growing bolder, and, if possible, more confident of success. The Cubans here claim that their compatriots have passed into the Vuelto Abajo: thatis, the western department of the island, or that portion of it that lies between Sagua la Grande and Colon. In proof of this they cite the fact that the com- manding general of the Cinco Villas district re- cently held a long conference with Captain General Joveliar about the critical aspect that affairs are assuming in his territory. It is reported that the negroes, aided by small bands of patriots who have at diferent times succeeded in crossing the trocha of Baga, are out in jorce. These insurgent bands are burning . plantations, destroyin rop- erty and spreading dismay in all irec- tions among the Spaniards. Perhaps this new aggressive movement may account for the Sudaen rise in gold just reported from Havana. Some of the friends and relatives of Carlos Manuel de Cespédes, while generally accepting as true the news oi the ex-President’s death, still think it not impossible that he may yet be in the land of the living. They argue that it is not likely for Cespedes to be the only one of his party to tall | into the enemy’s hands, The men who accom- panied him were tried followers and proved patriots, and {tt is mot likely they would allow of their beloved _leader’s be ing captured without an obstinate resistance. ‘They Would not abandon him so easily, But if Cespedes were really captured or killed, the Spaniards would have made much more of a noise about it than has been done. They would have placed his body on exhibition for identification, as was done with Agramonte; the Spanish press would have resounded with ail particulars about his death and capture, and, above all, every endeavor would have been put forth to take him alive. For these and a variety of other reasons the friends of Cespedes still entertain a glimmer of hope that the grand, central figure of the revolution, around whom all its glories cluster, may yet be alive.
