ann PRESIDENT GRANT AND PARTY. @eneral Butler’s Great Victory in Mas- sachusetta—The Governorship of the Bay State and the Presidency in 1876—The New Hampshire Elec- tion—Repablicans Hopeful, Democrats Doubtfuil—I'he Louisiana Scandal. WasuINGTON, March 6, 1874, ‘The old democratic party of General Jackson, according to Calhoun, was “held together by tle cohesive power of the public plunder.” The republican party under General Grant ap- pears to bave fallen into the same low condition. The party in the stanch “Old Bay State’ has been as terribly shaken by the disposi- ton of the office of Collector of the Port of Boston As were the democracy of the Empire State by General Pierce's appointment of a Uollector for the Port of New York. As Pierce, in his disposi- tion of the spolls of the New York Custom House, broke up the party into two hostile factions, “hard- shells” and “softshells,” throughout the State, soit 1@ now predicted that General Grant, iu his present Collector for Boston, will split the republican party of Massachusetts, or demoralize it and dis- Organize it throughout the United States. Passing through a lobby of the House of Repre- Bentatives, we came upon two men who were dia- cussing party politics. One inquired, “How do you think New tiampshire is going?” “Weil, Yeally, 1 can’t say,” repiied the other; “haveu't given it a thought, and uobody here seems to care 4 Btraw ubout it, one way or the other.” And this is true. The Washington papers have not a word to say on the subject. A republican deieat would doubtiess be charged to the appointment of Simmons as Coilec- tor of Boston. THE PRESIDENTS POLICY WITH LOUISIANA. We understand that the President is very ear- hest in the expression of is opinions on the subject, but that having turned over the question to Con: greas, he desires to avoid even the appearance of any interserence with either of the two Houses in its deliberations and action upon the subject. It is Said that, to members calling upon him for advice in the matter, he has no advice tu give, Having 10 the outset adopted the Kellogg govern- ment, in the absence of any action oi congress, and having maintained that government whea leit to his own discretion by Congress, the President cannot turn upon himsell; but we are iutormed that be nevertheless still desires tue imtervention or Congress in the definite settlement of this Louisiana scandal by a new election, Senator Ourpenter is probably well advised upon this matter, and hence lis otherwise extraordinary geal in behalf ol a new election.
