FINANCIAL AND COMMERCIAL A Startling Inference from the Public Debt Statement. The Bonded Debt Increased in Violation of Law. M, The Funding bill of 1870, finally passed July 13 of ‘that year, provided as follows:— SRCTION 1.—Be it enacted, &c., That the Secre- tary ol the Treasury is hereby authorized to issue, ina ee or sums not exceeding in the aggregate 000,000, in coupon or registered bonds ol the inited States, in such form as he may prescribe, and of denominations of $50, or some multiple o! that sum, redeemable in coin of*the presens standard vaiue, at the pleasure of the United Staves, after ten years from date of their issue, and bearing interest payable semi-annually in such coin at the rate o! five per centum per annum; also @ suM or sums not exceeding in the aggregate Bros, 000,000 o1 like bonds, the same in all respects, payable at the pieasure of the United States aiter fiiteen years from date of their tssue and bearing interest at the rate of four and a half per centum per annum; also a sum or sums not ex- ceeding in ageregate $1,000,000,000 of like bonds, the same in all respects, but payable at the pleas- ure of the United States after thirty years jrom the date of their issue, and bearing interest at the rate of iour per centum per annum, all of which said several classes of bonds and interest thereon shall be exempt irom the jayment of all taxes or duties of the United States, as wellas from taxation in any form by or under State, municipal or local authority; and the said bonds shall have set forth nd expressed upon their face the above specitied conditions, and shall, with their coupons, be made payable at the ‘Treasury of the United states. The writer forgeta that the provision of the law quoted above is mandatory, and does not leave the Secretary the cption of issuing tresh bonds in licu of called bonds until the latter are returned. It was at first explained on the street that the differ- ence aud increase arose from the conversion of 4858 fives into the funded loan of 1881, but this is rendered nugatory by the table we publish. It 1s sausfactory to learn that he deems some apology due to the public, us may be seen in the tollowing extract from a letter addressed to this department irom the HERALD Bureau in Wash- ington :— HERALD BURRAU, WASHINGTON, March 2, 1874. The Assistant Treasurer paid out $330,000 on account of interest, and $47,000 in redemption of five-twenty bonds. The total disbursements by the Treasury at this point to date, on account of March interest, are pipe FOREIGN EXCHANGE ‘was heavy and lower this afternoon, closing at 4.83% a 4.833¢ for bankers’ sixty days sterling and 4.86% a 4.87 for demand, MONEY continues easy at 3 and 4 per cent, in fact, were nominal rates. The outstanding legal tenders were unchanged at $382,000,000, Internal revenue receipts, $227,000. The Treasury disbursements for February were $14,700,000, exclusive of the principal of called bonds and interest on the pub- lic debt. Foreign exchange is weak, prime bankers’ sterling being 4.8344 & 4.834% and 4.86% & 4.87. The total exports of produce from this port for the week ending to-day amounted to $3,934,686, mixed values, which is & decrease from last week of $2,523,619. The ex- ports for the corresponding period of last year ‘Were $5,252,908, and for 1872, $5,075,113. The total exports since January 1, this year, are $47,412,340, against $44,299,975 last year and $37,587,344 in 1872.
