" FINANCIAL AND COMMERCIAL ! The Hesitation of Congress Operating as a Cheek to Business, — Extreme Dulness in the Wall Street Markets. The Requirements ot the Situation. ABE VALUES, WALL STREPT, } Togspay, Feb, 24—6 P, M. The loca) situation on the street to-day was ‘without special interest, excépt such as may be | supposed to have grown out of the arrest of McKay, the gushing gentleman whe had so much | to say about the late flagrant and impudent | forgery upon the New York Stock Exchange. That this was very litte 18 evidenced Im the tact that even the question ‘of his guilt or mnocence, as & principal or accessory, was scareely canvassed. Wall street accepted his arrest as SOMETHING THE GOVERNING COMMITTEE OUGHT TO ACCOMPLIS! but with scarcely any otuer feeling, and certainly without the expectation that it would produce | any developments. During the day it was cur- reatly reported that at least one member of the Stock kixchange would be arrested as an accom- plice in (aie matter, but the sun set upon Broad street without photographing any such scene, ‘Mme fact is, the average intelligence of the street conceives that McKay’s free and easy revelations are incompatible with guilt, or such guiltas 1s ca- pabie of proof. They pay the criminal the compli- ment of belicving that Le was too smart to inform | on himsell, and this, if McKay be guilty, is pre- cisely what he has done. Outside of IMIS VERY LIMITED SENSATION the markets were wholly without interest. The @uancial problem now before Congress and the possible solution which that body may make of it, with the uncertainty recognized as belonging to CURREN the major Congressional inexpert knowledge of | the subject in its reference to general principles, operates to produce dulness pending determinate action. That Congress is endeavoring, in so far as | its understanding and appreciation goes, to inter- | pret the popular wish on the subject, it is purely oe - 1566... 4 - Missourt sixes sreseeee 9D ware Missvurt sixes, Hannibal and St, Joseph issue. We may not have a Senate and House of Representatives of mtellectual giants, but we have a body that reflects the average intel- ligence, understanding and purpose of the const- tuencies which the different members represent. | It were to attack republican institutions at their very source to assume a contrary proposition as having a true foundation in iact and to say that the people are no longer capable of sel!-govern- ment, but in the future must be governed. An understanding observation at the present ‘time would discount the addition of the $44,000,000 reserve to the permanent circulation of the country as almost certain to eventuate out of the present contusion, ii jor no other reason than that being already out to the extent of over $25,000,000 It could not be readily called in again, and the pres- ent current revenue receipts promise that the mecessities of the government will require a Jurther addition to that increased circulation. [t is shrewdly hinted that much of the present @uiness on the street arises from the disposition ‘on the part of large operators to keep aloof from the market, in order to provoke Congress to legalize the issue of the $44,000,000 as a necessity to the awakening of new industrial enterprise, Wall street being supposed to be the barometer of all business activity. Be this as it may, it would be well for those CAUTIOUS THEORISTS ‘who oppose such legalization to reflect upon the danger which would result from contraction in our present condition of early convalescence after such a prostrating shock as that of the recent sei GOLD RANGED on extreme quotations at from 112% to 113, open- ing at the lowest and closing at the highest Agures of the aay.
