Some of those restless souls who haunt the environs of the Stock Exchange on business days, in the firm belief tnat they are doing something for a living, surveyed the building early in the day as if to satisfy them- selves that it remained intact in the shadow of a holiday, but left soon in the confidence that it would again furnish the opportunity for the de- velopment of their favorite industry on a future Occasion. There is AN APPROPRIATENESS IN THIS COMPLIMENT to the memory o/ Washington on the part of such an important business interest as is represented on Wall street which might be fruitful of thought to Congress at the present time if it would but apply the test. It recalls how large was the mental stature of the men of Washington’s day who sat in the councils of the nation, and how dwarfed they have since become. Compare Alexander Hamilton with the Treasury secretaries of to-day and one can at once Measure the difference. Of course the labor im- posed upon the two men in their relative positions ts largely dissimilar, but ig not the impress upon the financial thought of the country equally Marked in its dissimilarity? There is encourage. ment, however, in the apparent purpose of Con- gress at the present time to do the best it can ‘under existing circumstances. #GE BATTLE THUS FAR BETWEEN THE INFLATIONISTS AND CONTRACTIONISTS has leaned to the side of the former, with such government, however, on the part of the latter as has already very largely reduced the chances of danger in such policy. General Butler says, in his opinion, a bill simi- jar to that reported by him last Congress will be agreed on by the committee, ip the absence of any market of course ‘this assurance was without infuence. A similar indifference in present effects met the announce- | ment from London that a special despatch to the Times, from Calcutta, says 280,000 persons are dis- tressed from want of food in the districts of ‘Tirhoot and Boglipoor, Presidency of Bengal. The same despatch says it 18 estimated that but for the aid furnished by the government 500,000 persons would perish. The financial vaiue of this desperate condition of things in India is of @ nature to affect both our grain and cotton markets, and is likely to have an important bearing upon our foreign ex- changes months hence. It realizes to us at the present time, perhaps, a larger appreciation of the value of that Christian chartty which just now is ‘making stich a grand exbibition of the fellow feel- ing which is the corner stone of civilization. There seems to be no promise of unravelling for some time to come the web of legal entanglement surrounding the case of Curl Vogt. Alter the failure of the long prosecuted attempt to extra- dite nim to Belgium, to be tried there on the | charge of murdering, on October 1, 1871, Chevalier de Bianco, the Belgian nobleman, at the latter's villa, in the suburbs of Brussels, @ suit was instituted in this city to recover some of the securities alleged to have been stolea by him at the time of the murder, and with which he ts charged with having fled to this country. This suit was brought by Stephani Du Val de Baueliea to recover 100 shares of the “Société Anonyme de Hauts Fourneaux et Lami- noirs,” of the value of 65,000 franca, As he was about to be released from prison an order of arrest was served upon him in this suit, and he was sent to Ludlow street Jail, where he has been conflaed ever since. A few days ago a motion was made in Supreme Court, Chambers, before Judge Lawrence, to va- cate the order of arrest against Vogt, and upon this it was thought to accomplish his release from ona oars Judge Lawrence, after hearing a lengthy ment on Both sides, took the papers submitted to im for examination. He gave yesterday his decision, refusing to vacate the order of arrest, and giving his reasons therefor tn the following brief opinion :—“The allegations tn the affidavits on which the order of arrest was obtained must, for the purposes of this motion, be taken to be true (Cea vs, Luniey, 28 Hen, 397; Union Bank vs. Watt, 9 Abbott, 108). Assuming these allega- tions to be true, the order of arrest was properly granted. Ialso think that the notice of motion served by Mr. Francis C. Brown, as attorney tor the defendant, most be deemed to be equivalent to aD entry of appearance (Kelsey vs, Covert, 15 How., 92; Dant vs. Armes, 19 How., 429). The mo- tion to diacharge the order of arrest is therefore denied, with $10 costs.” TOMBS POLICE COURT. Whe Penalty of Keeping Bad Company. Before Judge Bixby. On the 14th of February Loughlin Rodgers, of No. 350 West Forty-sixth street, met a man named James Johnson in a saloon up town, and walked with him several blocks aiter leaving the place. It fg alleged that Johnson on the way put his hand in Rodgers’ pocket and took therefrom a pocket- book ipape han Johnson escaped, but was found on Sunday last by Bodgers and placed in the hands of Ofiicer’ Carlin, of the Fifth precimct. He was braun it before Judge Bixby yesterday al- ternoon and held in $1,000 bail to answer, Constructive Larceny. John T. Jackson is a messenger for the firm of Kountae Brothers, No. 12 Wall street, He was sent on the 14th of February to the United States ‘Treasury with a bag containing @ number of bars of gold. Watson happened to let the bag fail on the way to the Treasury, and dropped one of the bars throu pe escr formed in the bag. The bar was vaiued at $407 66. [t was found in Wall street, between William and Nassau, by a pedier named Thomas Fitzgerald, who sold tt four hours after- He was arrested yesterday by Officer Dakin, of the First precinct.
