If it were @ matter af- fecting a trade union directly we should have a | lively discussion, bat, the average sentiment of the Street being only directed to effervescent stratum, without reference to its effects, produced, as a natural conclusion, dulness, The circumstance, owever, forces the inquiry, WHAT 18 FREB BANKING? Patrly considered, in its largest sense, it is away ‘beyond the present conception of Congress, and, being ao, it suggests tne importance of getting as much from that crippled conception as 1g possibie ‘in the way of legitimate return, Thus, free bank- dng, pure and simple—and the writer overloads this article, to bring 1t home to Congressional ‘anderstanding—means an unlimited issue of paper ‘money, which people take for what itis worth. If the popular voice, in examining a bill, suggests »that President Barnard, of the Five Points House of Industry, or Mr. Brace, of the Ohiidren’s Ald So- ciety, as endorsers or certificators, are unreliable, {t might provoke distrust and a jarge discount, but the average bill would be take at Its face value and the discount regulated by the chances of redemption, the Five Points House of Industry and the Children’s Aid Society to the contrary notwithstanding. However, the problem of free Danking, imperfectly named, now before Congress, purposes something different from this. Itis not the thing wanted; but it is progress towards it, and the question is whether it 16 not better to take half a loaf than go hungry. There is 4 STRONG PRESSURE bearing upon Congress, which is bound to be heard in favor of free banking upon government bonds as the basis of security for circulation, The plan purposes the use of government bonds as a basis of circulation, and the witidrawal of such bonds ‘when the value of money makes circulation redun- dant. It is really the intro-convertible plan in anew form and thus objectionable. The compromise meas- are which leading financiers advocate now, first as @means ofrelief, and secondly as hastening that amillental period when a greenback dollar will be worth its face in gold, is simply funding. Tho latest operation of this kind did not pay, but if we make an effort in that direction there is confl- dence enough yet in the Treasury Department that the entire six per cent loan can be funded at @ lower rate of interest. It 1s certain that IF CONGRESS WILL AUTHORIZE #o much of free banking as permits unrestricted Circulation upon government bonds, the fives being soon exhausted, the four. and one- balf and four per cents will soon be called for as a basis of banking, ‘This is not free banking, of course, in the sense of the theorists, but it is a question whether it 1s not quite as much in that direction as it would be advisable, in our presen? condition, for us to attempt, We hear a great deal about resumption and the conversion of the outatanding legal tender issue into coin, This would be all very well if we ‘were in @ condition to make that redemption, but dt is just as well that it should be distinctly understood that neither from our agricultural sources, from our commercial profits nor our man- ufacturing balarices are we capable of putting our foreign exchanges on a par with the rest of the world. We are a large creditor nation.
