M. ‘The speech of Mr. Dawes, in the House of Repre- sentatives yesterday, is full of meat and suggestive to all who enjoy strong pabulum, It was largely. made use of to-dayin the stock market as an argument incidentally and inferentially pointing to farther inflation, and did unquestionably for a ‘time give to prices a firmer tone, [t will be re- ™membered that Mr. Dawes suggested three plans whereby the government could extricate itself from the financial predicament and escape bank- Tuptcy—tirst by taxation, second by 4 further loan and third by retrenchment. Mr. Dawes simply, in | @ brave, dispassionate way, arraigned a repub- Ycan Congress for its extravagance, exuibtted the imbecility of its legisiation, and suggested, ‘what has so often been urged iM these and the | editoris! colamns of the HERALD, the only honest methou of relief—to wit, retrenchment, The ‘country has had enough of taxation, and until the forced loan of $40,000,000 of greenbacks and frac- tional currency has been paid back to the people we want no more of this sort of irredeemable “promises to pay.’ In that one word “retrench- ment” is the panacea of onr ills, and no argu- | ment was ever more conclusive than the simple fact cited by the Representative thatin 1870 we ex- Pended $309,000,000 and paid off $100,000,000 of the dept. In 1871 we expended $292,000,000 and paid | of $94,000,000 of the debt, In 1872 we expended $277,000,000 and paid $99,000,000 of the debt. In 1873 the expenditures rose to $290,000,000, and only | {$43,000,000 of the public debt was paid; while for ‘the present year $419,000,000 were appropriated, ‘and we have paid none of the debt. If there be added to the above figures the amount or THE DEBT RETIRED between March, 1869, and July, 1869, we have a grand total of $37,000,000 in gold, less about $38,000,000 of 3 per cent certificates—more than enough to have put the country on a specie pay- img basis and added untold wealth to all of its en- terprises. When men talk about the impossibility of gradually resuming specie payment let them re- all these figures and remember that what the gov- ernment has so recently done in accumulating gold may be done again, even on the present basis of taxation, by reducing public expenditures some- ‘where near the point at which they were prior to the war. The decline of revenue and customs re- eeipts at present felt is the natural sequence of the panic. THE STOCK MARKET to-day gave no token of resiliency, and the Board | was about as dull and uninteresting a place as | could pe found in the neighborhood of Wall street. Business was limited, outside orders have re- ceived a check and the opinions of men with ref erence to present and future were diverse and ate speculation always follows a condition of acuvity among the productive tndustries. If Fi capital is alive and working elsewhere it will | make its way to Wan street. If the country is jul) of enterprise—mills, wheels and machinery are everywhere running, workingmen all employed, | trade in full blast and railroads and sbips treighted | with values resulting from labor, then the | stock market participates in the general success, because its securities then rest on a i profitable foundation, If, on the other hand, there | | | 8 no development of strength, no growth, no earn- | ings by railroads, no full employment of the re- | sources of the country, no sresh wealth being | added to that which already exists, real specula- | tion contracts and becomes subservient to the will | of the few. Even in the midst of stagnation, arti- | ficial activity may be developed by a few capitalists, | | Who with their money may make a market, but in | | such a case it is always temporary, always decep- |, tive and rarely profitable except to those who are | “behind the scenes.” | + THE FLUCTUATIONS in the market to-day were confined within narrow | limits, except in one or two instances. New York | | Central opened at 104% and sold down to 1045. It is generally supposed that the stock was aifected by the discussion of the Pro Rata bill in the Albany | Legislature. C., C., C. and J. was especially strong. | Yesterday it sold at 8234 and to-day at 85%. It is | intimated that the Atlantic and Great Western | Company are trying to control the stock, | Dut there is so much chicanery at work in everything nowadays that it is im- possible to state actual facts, Harlem sold at 130% a 13034; Erie was steady at 48% a 48%. Lake Shore ranged from 82% to 8234 a 824y. Union Pacific varied from 35%g to 35%, closing at 35%. The highest of Wabash was 53%, the lowest 52%, the close 5274. C., C. and I. C. was steady and strong as the leader of the cheap securities, at 32% a 82% a 32% a 32% a 32. The business of the Southern extensions, just completed, is increasing—the having been $405,000. The earnings of the Jackson | and Mississippi! Central lines in 1873 were, net, | $1,543,000, Mesers. Howes & Co., of Wall street, have ini- tlated the business specialty of baying from banks and individuals mutilated currency of every de- scription, from a legal tender to a five cent stamp. | Advices have been recetved here from London by Messrs. Drexel, Morgan & Co., that the sub. Scriptions to the £2,000,000 loan of the Baltimore and Ohio Railroad Company—the books having been opened only two days—are largely in excess of the amount. Oo., Herald of | part accinae) Sa \ ADVANCES IN OOAL, While all classes of the community are striving to relieve the wants of the poor the coal companies: and dealers are piling on the prices, The Delaware and Hudson Canat Company, one of the biggest, | wealthiest and, we may say, the most relentless and soulless corporations in the country, have given notice, by circulars, to retail dealers that hereafter ali coal shipped by them will be weighed as net tons of 2,000 pounds each, instead of, as heretofore, gross tons of 2,240 pounds each, with no allowance for waste. The same circular also notified the dealers of @ slight reduction in price; but, on account of the decrease in weight, the cost to them {s practically advanced twenty-two cents per ton for stove and egg coal and thirty-two cents for chestnut. The coal ring of Pennsylvania have issued their manifesto, in which it is directed tnat coal shall advance during the year 1874 as followa:— Opening price above last year.
