WALL StRei TuRspaY, Feb, 10s PM. ‘The bill of Mr. Boutweil introduced in the Senate yesterday, providing that the banks shall no | 4 longer pay or receive interest upon their deposits, fa unquestionably a good thing in its way. It strikes at an evil which has caused much of the inflation and speculation from which the country has suffered from time to time since the adoption of the present banking system. It is doubtful, however, whether such a plan can be adoptea, and’ Tor two reasons :—First, there 1s scarcely a member of Congress who is not in some way, either asa stockholder or a depositor, interested directly or indirectly in the welfare of his local bank. He will naturally be averse to» THE CUTTING DOWN OF PROFITS. Second, the banks themselves on the same ground— to wit, the loss of one of their chief agencies for declaring dividends—wili make a sturdy fight against the proposed innovation; and their power- ful influence is by no means to be despised. They Will very pertinently ask the questions—What is to become of our fifteen or twenty-five per cent Teserve? Of what benefit will it be to us locked in vaults and earning no more than so much waste paper? Why should not money earn in our hands what it earns in the ordinary business exchanges? These and other points will undoubtedly come under view when the bill 1s brought up for discus- sion, Yet in the main the proposition is a correct one, and if adopted will do much in preventing THE WILD SCHEMES Of speculation from which the country has suffered as the result of the practice of paying interest on deposits. If the law should finally pass it is not improbable that it will become a dead letter from the day of its enactment, and for no better reason than that every law prescribing or curtailing privi- leges, changing the course of commerce and inter- fering with the principles and natural laws of trade that have been sanctioned by usage and ex- ‘perience must necessarily be inoperative, If Mr. Boutwell will suspend his do-nothing policy and aidin putting us on a sound financial basis there will be no necessity for further legislation, THE UNITED STATES THMASURY. It is gratifying to opserve to-day that the legal tender circulation was reduced by the sum of $606,072. It would be still more so to know that Congress has limited the authority of the Secre- tary of the Treasury to inflate and contract at will. ‘We never can doa healthy business while values @re disturbed by this unsettled style of bookkeep- ing. Mr. Richardson is understood to be anxious thatin this respect his hands shall be tied. Let Congress apply the fetters at once. The sooner the better. The balances in the United States Treasury at the close of the day were:—Currency, $4,380,880; special deposits of legal tenders for re- demption of certificates of deposit, $48,005,000; coin, $85,140,839, including coin certificates, $44,930,900; outstanding legal tenders, $381, 240,927. ‘The customs receipts to-day were $280,000, The receipts from internal revenue were $214,542. The Assistant Treasurer paid out to-day $106,000 on account of Interest and $119,000 in redemption of Aive-twenty bonds. THE FOREIGN MARKET. Paris despatches quote rentes at 58.6714. At Frankfort, bonds of 1862 are 98%. The following are prices in Amsterdam:—Central Pacific first mortgage bonds, 83; Union Pacific first mortgage bonds, 7344; Union Pacific shares, 304%; St. Paul preferred, 64%; Northwestern preferred, 68%; Erie shares, 42, In London American securities are reported scarce. The rate of discount in open market is reported at 344 per cent, the same as the present bank rate. It is apparent that influences from the Continent are being somewhat reflected on the English Bourse. The following are London quotations:—Consols for money, 92; do, for ac- count, 92% a 92%; flve-twenty bonds of 1865, old, 109; do, do., 1867, 1093 ; ten-forty bonds, 10534; new ves, 103% ; Ewie Railway shares, 443; New York Central shares, 95%. , THE MONEY MARKET. The course of money to-day was as heretofore, the prevailing rates being 4and5 per cent. The quotation for prime mercantile paper 136 and 7 per cent, but the gilt edged passed at 5, and we know of alarge line of May and June paper which | 30 was discounted at 4 by a prominent Wall street | banker. Time loans to brokers for thirty and | gixty days ranged at 5 per cent, and for three and four months at 534 per cent—signs of the continu- ance of low rates. firmer, prime bankers marking their rates up to 484% for sixty day bills, and to 4.88 for sight bills. Actual business was done } per cent lower. Com- mercial bills sold at 4.8135 a 4.8234. GOVERNMENT BONDS ‘were again higher to-day, the investment demand being unabated on the part of both individuals and | corporations. Large lots are not offering, and it 1s with the utmost difficulty that orders by | heavy capitalists can be filled. The demand continued active after the second board. The exports for the corresponding period of last year were $5,357,750, and for 1872 $5,398,173, The totalexports since January 1 this year are $32,673,408, against $28,330,931 last year, and $24,463,590 in 1872, Goup opened at 112%, receded to 112, but afterwartu “ad- wanced to 1124, 9 112%.
