M. ‘There have been few occasions in the history of Wall street when so much chicanery and ingenuity have been employed to effect a condition that would permit cliques to unload stock. We have had reporta from Washington frothy, {ull of jaise- hood and sent to deceive. Certai members of eppear to be so much identified with speculation that they do not hesitate to put in bills and resolations which enable them to turn “an | honest penny” as the result. Under instructions from their employers here, we are permitted from day co day to read concerning them the most ex- traordinary reports. From what we know, these emanations are in the interest of cliques, who are endeavoring to make a market on which to sell Btocka, The natural, unaided tone of the market, however, is not promising. For more than ten days DEPRESSING INFLUENCES have been apparent. Since Thursday, one week ago, there has been no recovery, but, on the con- trary, @ persistent struggle to hold prices anda persistent deoline inthe fight. Figures assert the fact. When pools are forced to give ‘match or- ders; when the whole street discusses what are Supposed to be “secrets;” when the holders of winning cards are picked out and popularly named and talked about in business circles; when the home and country speculator gets away from the “tape” which he has watched for days and says, Giaguatiully, “I’ve had enough of this; when the market generally bears evidence of washing and soap suds, and there 1s fraud in the air, 1 is but Mataral that decline should foliow, and the few people who are manipulating prices should learn lessons at theirown cost. This is what is going on. The bdattle is not tothe strong. Prices are slowly declining—yielding to dead weights. Stocks posseas a certain kind of SPECIFIC GRAVITY, which they intelligently obey, and the process of podedience is being enforced. Analytically consid- pred, the stock market, with one or two excep- fons, closes lower than it opened, and in the main a shade lower than the closing prices of yes- \erday. Responsive to the news ‘rom Washington there was a slight rally towards the ciose, but the general tone was that of a settling down, ranging trom % to X% percent. MONEY to-day has been easy on the basis of 5 per cent for sallloans. In the discount market prices for prime rommercial paper are 6 and 7 percent. Foreign exchange was firmer this afternoon, with actual business at $4 834; a $4.84 for prime bankers’ 60 days sterling and $4 87 a $4 87%; for demand. The no- minal asking rates are $4 843; and $4 88. Com- mercial bills are scarce and sold at $4 81a $4 82.
