Pa. NEW YORK HERALD, FRIDAY, JANUARY 23, 1874.—TRIPLE SHEET, THE STATE CAPITAL The Comptroller and Corporation Counsel of New York. BILL TO MAKE THE OFFICES ELECTIVE. An Bitort to Keep Green in Offico—The Great jority Opposed to Him, ALBANY, Jan. 22, 1874, Tt would seem as though the Legislature of 1874 ‘was determine: to make the session a short one by mothing more nor less than doing nothing at all. Both houses to-day occupied themselves in con- sidering ai! sorts of motions and bills which the people of New York city especially, and the people of the State at large certainly, have no particular imverest in. However, it may be said that the bil 1 concerning the election of Comptroller and Cor- poration Counsel of the city and county of New York are rather important in view of the present condi- tion of political affairs in the metropolis. The bill was introduced by Mr. Leake, who thinks he is a republican. It isa very simple one. It makes the oMces of Comptroller and Corporation Counsel elective, and provides that the elections in New | York county for county officers shall be held in the ‘pring. Tne election for COMPTROLLER AND CORPORATION COUNSEL, ‘amder the present bill, is to take place on the sec- end Tuesday of next une. This bill took the dem- crates completely by surprise. They bad intended, 26 1am well informed, to hold a caucus as to how | ‘they should vote if a bill legisianng Mr. Green out @f oMce was introduced. The decision was that they would cast a solid vote in favor of any such il. The republicans got wind of this, and Mr. Leake’s vill, which also draws Delafield Smith amo the tangle, is really intended to head off the d@emocrats and independents. Any legislator with @p ounce of common sense can divine the mouve 6f the bill. It is nothing More than a job TO KEEP GREEN IN ome Be ee tor by dragging Smith into the bill en receiv strength that he never could have otherwise ob- tained. Mr. Leake is a new member, and of course ‘wants to make a name for himself, He has pot Deen considered as tmportant an item in the de gation from New York so far as he thinks he ought ‘40 have been {rom tue start, and tis, no doubt, ‘Ras reduced bim to the condition Of ap ordinary @rowier. Did he realiy desire to Make the Com troiier an elective officer he could bave easily made ‘hs desire a Jaw by not dragging into his bill the Corporation Counsel. The latter is a repubili- ean; the Comptroller is a democrat. The pres- ent Legislature being republican, of course Mr. Green would have little chance with it, single banded and supported by democrats, only wo keep his place a8 a County Oificer. But Smith, ‘who is @ repubiican and a first class ‘wirepuuer, peing in the same bil, will be of immense benefit to Green, and will De able, probably, aided, as he ‘will be, by so-called newspaper lobbyists from New York, to smother it m committee, or, at a stretch, cm it On partisan grounds solely. There is, ver, a bill 12 preparation by one of the lead- democratic Senators which in the end will be tuted for this bill, and which makes the = alone an elective officer. bill will doubtiess be substituted for Leake’s, and thus the Comptroiier, if he wants to fight, will be made to @ght on his own merits. The provision a8 to spring ee contained in Mr. Leake’s bill will Ot pass, aa member who has been spoken ‘to op the subject deciares that he will vote against ‘a& There is one thing certain, however, and that ww that GREEN IS DOOMED. navlpoxen 10 all the members of the lower — afd toevery member but one of the Senate, to the position of Green in New York, and of the Sse'membors in the Assembly I found but ten, and am the Senate two only, Who expressed themselves anxious to retain him. Mr. Green, werefore, can- mot be saved. in my opinion, by the bogus reiorm ‘bil of Mr. Leake, which, while ostensibly doing ‘what the peopie in New York want, only looks to a ‘chose corporation job, which no honest man can countenan ro) NEW YORK LEGISLATURE. There is Soubt, and such a Goubt as stands in the way of a great work involving the expenditure of $2,000,000, Mr. LINCOLN thought the safety of the bil woula’ be nteed by & postponement. . C, &.
