M. } There is no thought in Connection with the finan- clat comdision of the: country that ought to be so quickly crystailized and held up to constant view a8 this:—That upon the “people” of: America de- pends the successful somtion of the grave financial problems now disturbing the public mind. Con- gress may enact and hatch out plans of relief and reform until doomsday; chamners of commerce and individual theorists, wise merchants and ex- perienced political economists may devise and sug- geat Measures Without cud; but until the masses— especially those of the middle and upper elasses— rein in their extrivagance and adopt new formulas for the exhibition of their tastes—until, in brief, ‘they rise superior to the stupid convenvionalities ‘Which seem to make it necessary that each one shall dress and live and luxuriate in *a style grander than that of his neighbor, we shall not @peedtly return to SPECIE PAYMENTS, or witness a currency stable, uniform, eMcient and commanding the confidence of the world. America ‘has @ population of 40,000,000. We are a nation of producers, and our market embraces more than 300,000,000 people. In certain respects we are like ‘@ firm who control a vast and unassailable mo- ‘mopoly. It brings us money from Europe, mill- ions of it every year. Fool-like we send it bac faster than it is received. We buy foreign gim- cracks, articles of vertu, dry goods, laces and tons upon tons of stuff, the bulk of which owes Its chief ‘value tn the eyes of womaniolk to a foreign stamp. It is this species of extravagance which enhances ‘the importance and value of our imports, adds to the annual bill against the nation and practically prevents us from entering on a career that, not- withstanding our national debt, would quickly give us financial pre-eminence throughout the world, The subject 1s full of thought, underlaid with general principles and worthy of general dis- cussion, and if the people and the newspapers ‘would take it in hand patriotism and self-interest ‘would raily their forces for a determined warlare ‘tn lavor of economy and domestic goods. THE STOCK MARKET P to-day was irregular, opening with much promise ‘for higher prices, but gradually yielding uatil more or less of decline was experienced in the entire line of shares. The chief business was done in Union Pacific, Pacific Mall, C. C. and IL. C., St. Paul, ‘Wabash, Northwest, Ohio and Mississippi, Western Union, Lake Shore and New York Central. Erie was strongly sympathetic with the London market, and declined about 2 per cent. Much of the condition of the market is due to the expectation that Congress, sooner or later, will yield to the demand for larger issues of currency than even the $44,000,000 that has been held as reserve. Con- tingencies caused by the panic, as well as by com- plications with Spain, necessitating unforeseen out- Jays and a larger use of the {und than was antici- pated even by PRESIDENT GRANT or Secretary Richardson during their visit to New York, just anterior to the panic, have reduced this tund, and Secretary Robeson, of the navy, has Deen compelled to ask for even additional appro- priation: ut it does not necessarily follow that Congress will therefore abandon itself to the general principle of inflation. The South and West may demand it; but there is sometuing in the tone of the Senate, as reported to-day, which indicates conservatism, coincidence wich the will of the ad- mintatration, and a determination not to submit to the demands of the present at the expense of the future. The country is just now at the turning point of its fortunes. The situation is like that of A GREAT SNOW BANK. We may build a fire beneath it and make a tor- rent that will rage full of disaster; or, we may let the sun obey the laws of nature, and, in gradually dissolving the cause of danger, at- tain the object which the country has at heart. For the moment inflation is taking place. Speculation follows in its wake, and demonstrates what we may expect if the policy ex- tends much beyond the use of the reserve. But there is reason to believe that the good sense of the thoughtful men of Congress will intervene to prevent a renewal of the evils from which we are slowly recovering, and secure tor the people a sys- tem of currency for which they wili be eminently grateful when the passion of the hour shail have passed away. The total exports since January 1, this year, are 282,949,109, against $225,500,047 last year, and $27,866,581 in 1871.
