8 FINANCIAL AND COMMERCIAL, STOCKS ON STILTS Strengt4 of the Market ‘and Whence It Comes. Tho HINTS, FOR THE UNINITIATED. "The;Aetion of the Banks To-Day--- Discussion Postponed. eee GOLD WAITING ON WAR. Moticy Steady at 7 Per Cent---Government and Railroad Bonds Firm. WALL STREET, } TuRSDAY, Nov, 25—6 P. M. ‘The new Wall street bubble continues to expand and be prismatic with promtses. The merchant, manufacturer and mechanic may confess them- selves in the dust—one class selling goods below eost and the other begging bread for a day’s sup- port—but what matters that when watered stock is gathering in its victims? Why not join the hue | and cry and say that the market to-day was bright and hopeful because of its very contrast to the outside sitnation? The banks gained greenbacks, though we have not yet sefn their influence on trade or the redemption of their loan certificates. The Clearing House Association deferred its action ontt! a more convenient season. The Messrs, Grinnell & Co., although reported as being prepared mit toa postponement by a Court, and so ibe auc- woneers put RUMOR UPON RUMOR for sale, and knocked stocks down to the highest bidder. There are a class of men on Wali street whose stock in trade consists chiefly of falsehood, which play their brief part, are worn threadbare $n an hour and are forgotten. But there are poor agupes who believe them, and, indulging in the brass and gilt of tne mock auction, go home at night as completely plucked as if they bad been on @ midnight tour of New York. Frankly, the effort made to advance the price of certain stocks Quring the past week isa part of a desperate game. Probably less than halfa dozen persons are engaged in it, and the moment they take their teeth out the market will sag and droop. If the people were paying their debts; ifthe productive power of the country had not in ameasure ceased; if the carrying business had not been checked and Taijjroads been forced to the wall; if there was a reasonable prospect for HONORABLE DIVIDENDS ‘on watered stocks—honest earnings, not borrow- ings; if the consumer was not everywhere econo. mizing; if factories were not loaded with stocks; iM merchants were not marketing goods at less than cost; if banks were not straining themselves im extending accommodations; if, in sbort, there ‘were not hundreds of thousands of checks, drafts, certificates of deposit and bills of exchange going through all the channels of trade from one section te the other, and representing thousands of mil- tions of doilars—if it were not for these strictly commercial jacts there might be a reason for the present strength of the Wall street market. But who can deny that it is at this moment temporary, artificial, ill-based and deceptive? These thoughts may not be popu- lar among the speculators of the neighborhood and Sheir following; but they nevertheless represent the experience and judgment of the great masses for whom these lines are written. We desire to wee no honest, permanent investor lose his meney in a market which bears all the external evidences of being “‘washed.” The process of recuperation bas undoubtedly commenced. Confidence is slowly asserting itsel’, and we are on the ascending scale: but no man can safely trust to the fluctuating vicissitudes of Wall street for his facts or find therein a keynote that will keep the same tone for 34 hours, THE MONEY MARKET. Money was in good demand at7 per ctnt al- but it is stated that the brokers of the clique now engaged in advancing stocks have more difficulty than others in negotiating their loans, The asso- ciated banks now hold $34,885,000 legal tenders, which isan increase of $615,000 since yesterday. | D. At the meeting of the bank presidents to-day the committee of nine were discharged from the fur- ter consideration of the matter now before them, which is to be referred to a new committee of seven, to be hereafter appointed by the President of the Board. Foreign exchange was strong and higher, the Lasaitr bankers having advanced their rates to 1073; for sixty days’ sterling and 108% for fight. Actual bnsiness was at 107% @ 107% for jong sterling and 108%; a 108%; for sight. Commer- Cial bills Were in demand at 106 a 106%. GOVERNMENT BONDS. THE GOLD MARKET remains steady, with operators, however, anxiously awaiting to take advantage of any fact that bears favorably for war. A contest with Spain naturally means an advance In the price of gold, and there are not a few whe are already taking the chances of the action of Congress and basing their judg- Ment on the same. The carrying rates ranged trom 364 to 7 per cent. The price opened at 109%, but strengthened as the day wore on to 10934, obe- dient to the various rumors of the street, chief among which, at alate hour, was one that Gen- tral Sheridan had been ordered to report immedi- ately at Washington. The inquiry into the cause of death of the victims. of the Harlem boiler explosion was renewed yes- terday before Coroner Kessler. The information, elicited yesterday was comparatively unimportant, and only developed the fact that police supervision. of boilers was very inadequate. ‘The first witness was Mr. Buckhout, Superintens dent of the Fourth avenue tmprovement for the railroad companies. He testified that the work is given to Messrs Duion Clyde, con- tractors, and that the railroad company do not recognize any sub-contractors, ‘here is @ clause in the contract by which the railroad company is free irom the responsi- bilities occasioned by the loss of life or limb oc- curring in the carrying out of this contract. His supervision extended to seeing that the principal contractors protenly periormed the work for which they were paid Captain Yule, of the Sanitary squad, submitted a copy of the law in relation to the inspection of boilers, also blank forms issued in reference thereto by the department, He stated that it wae ho part of its duty to see if boilers were tested or not. It was the duty of owners to taste the department of their possession of a boiler. If the police found that a boiler was working without being tested they could seize it. He nad no doubt that alarge number of unlicensed engineers were In charge of boilers in the city. AFTER RECESS, Mr. David Hand, of the firm of Henderson & Hand said that he resided at No. 230 Kast 109th street, and was @ contractor; he had hired the boiler some time ago trom Mr. Bbaimaore; had used it 40 days, and had found it, as far as le knew, a very good boiler. ir. Jacob M. Long, of No. 317 East 118th street, President of the Harlem Gas Company, said he was- an eye witness of the explosion; he testified to talking to several workmen employed by him, near the boiler, and, on turning away irom them for a few minutes, the expiosion took place, and two of the men were instantly killed; he said that be just before nad noticed that the boiler was being lifted with crowbars, and that it was in a very dangerous position; he thought that it was a very improper mode of moving it. Charles H. Rhenish, of 128th street, one of the Sanitary Squad detalled for duty in the Fire Mar- shal’s office, testified to seeing the boller on sev- eral occasions in charge of the bay, Daggett; he saw it thus in charge on the morning 0! the ex- plosion; he intended to report the case at Police Headquarters, but it slipped his memory. After the examination of another witness the inquest was adjourned to twelve o'clock to-day, when the expert testimony will be taken and the inquiry closed.
