Governor Pesquiera had levied a tax of $35,000 cn the nine districts of the State, for the suppres- sion of the insurrection, A Guaymas correspondent of the San Diego Union, under date of the 11th inst., says:—“There has been no fighting yet. Pesquiera, who is on hia Way to the seat of war, has 400 men, and will have 800 on his arrival there. The revolutionists num- ber 400. Pesquiera expects to crush the rebellion with but little bloodshed.” EFFECTS OF THE LATE PANIC. Suspension of Payment at the Largest Iron Works in America. PrrrsBurG, Pa., Oct. 25, 1873, The management of the Cambria Iron Works, at Johnstown, Cambria county, Pa., eighty-five miles east of that city, and the largest works of the kind in America, give notice to their thousands of employés that the company finds it impossibie to make collections for iron sold, or to sell it ior cash, or raise money in any other way to enable them tO meet as usual the monthly cash payments. Therefore they to-day made known to those em- ployés to whom cash balances are now due that they shall be paid as soon as sufiicient money can be obtained. ‘They further state that, in view of the uncertainty of obtaining orders on any satis- factory basis to keep the works running, it is deemed proper to give notice that while the com- pany will guarantee to employés all necessary sup- plies to the extent of their earnings, no regular cash payments need be expected until cash canbe obtained for the products oi the works, Those who are not satisfied to continue to work under this arrangemeut, the company say, can give due notice thereof, when they shall be paid off in full, which will be ag soon as funds can be secured for the purpose, Thg workmen don’t take kindly to this new arrangement, but most of them will submit to it. Stoppage of Newburg Steam Mills. Newsure, N. Y., Oct. 25, 1873. This afternoon work was shut down in the New- burg Steam Mills, @ cotton manufacturing estab- lishment, owned by Garner & Co., of New York, and giving employment to between 400 and 500 hands, ‘The order was telegraphed by the proprietors to the agent to stop work for an indefinite period. ‘The stoppage is due to the money stringency that prevails throughout the country. Itisstated that all the milis owned Be Garner & Co, at Conoes, Wappinger’s Fails, Haverstraw and other places, which have furnished employment to several thousands of persons, are also to be stopped. In Newburg many of the operatives are known to have been “living from hand to mouth,’’ and should the coming winter prove asevere one considerable suffering among this class is feared, Stoppage of Cotton Mills. Albanv City Insurance Company vs. Bal- lentine. Error to the Circuit Court for Michigan.— Tnis was an action on a policy of insurance. Sub- sequently to the delivery of the policy it was re- turned to the agent, who, at the request of the insured, endorsed on the margin, ‘$10,000 fire in- surance permitted,” and signed his name. On the trial it was insisted by the company that the agent ad no authority to make such a contract, and at his action did not bind the principal. ‘The Court ruled that if Lindsay, the agent, knew of the intended $10,000 fire insurance when he received the application and delivered the pol- icy, it must be presumed that the Prananyeon was had With reference to that fact, and that the limita- tion of valuation in the policy must have been in addition to the $10,000. It is here urged that this was erroneous, and that to so hold is for the Court to make a new con- tract for the parties. The Court will not presume that the company consented to insurances to so reat an amount on property worth much less. A Jary’s Struggle and Righteous Ver- dict. The inquisition touching the death of Anastasia Ridgeway was concluded in Weehawken by Coroner Parsiow last evening. The jury returned a verdict that ‘“de- ceased came to her death from bruises inflicted by her husband, Peter Ridgeway, on the Night of October 21, together with subsequent e. sure and neglect.” This righteous verdict showed that the prisoner's iriends were unable to alter the minds of the honest gentlemen on the jury. Ridgeway was committed without bail, THE JACKSON COUNTY (OWA) ROBBERY. Dusvque, Oct. 25, 1873. The robbery of the Jackson county Treasury still continues to create much excitement in that county. At eleven o'ciock last evening @ fire was dis- covered raging in the western half of the Oity Hall building, in the room occupied by the Police Court. From the position in which the flames were first Seen it is suspected they must have been of incen- diary origin, Though the fremen were Promptly on hand with the entire force of the department the fire had gained such head that before it was conquered by the noble exertions of the department tre entire building, which 1s an old one of brick, covered exteriorly with stucco, was thoroughly gutted, Only the walls remained. Most of the contents of the Police Court room were removed, and the prisoners and lodgers in the police station house adjoining the City Hall were all safely rescued and secured elsewhere. Damage to the police station only slight. The loss, in the destruction of the City Hall, is greater than by any previous fire in this city since the burning of Colt’s willow works a year ago. Its amount cannot be accurately estimated nor the amount of insurance ascertained this morning, In the early stage of the fire the excitement was intense, fears being entertained that the firemen Would not be able to prevent the spread of the flames causing a devastating conflagration. NATIONAL BOARD OF TRADE. Resolutions of the Board on the Ques- tion of Transportation—Adjournment Until January. CHICAGO, Ill, Oct. 25, 1873, The National Board of Trade reassembled this morning. The President announced that the Ex- ecutive Council had re-elected Charles Randolph as Secretary and Treasurer and had designated Balti- more as the next piace of meeting. The subject of finance was then taken up. Mr. Nourse, of Bos- ton, made an extended address in favor of the report of the committee, and argued the necessity and ability of the country for the resumption of specie payments on the day fixed. He moved an amendment to the third section, that the Treasury notes cease to be legal tenders, except for dues to the United States, after the date of resumption of specie payments, July 1, 1877. Mr. Dix, of Chicago, read statistics to prove the Heed of the present volume of the currency. Mr. MEISNER, of New York, favored the report of the committee. Mr. TayLon, of Cincinnati, favored the commit- tee’s report, with Mr. Nourse’s amendment, and thought the government should go out of the. banking business. Mr. JOHN A. GaNO moved that, without final ac- tion on the financial and transportation questions, when the Board adjourns it be to meet in Baltimore on the second Tuesday in January next. Adopted. THE AMENDED REPORT OF THE TRANSPORTATION COMMITTER was submitted and propositions were made:— First, that Congress may prevent unjust State restrictions upon inter-State commerce, but that rotection to the People of the States be secured yy legislatures and courts; second, rejoicing over the improvement of the Welland and the St. Law- rence canals by Canada and the New York canals, and favoring the Mississippi River improvement; third, referring the question of a double track rail- way irom East to West, and questions germain, to the Executive Council ior future consideration. Mr. Houton, of Milwaukee, offered a substitute for the first proposition, declaring that States have the right to regulate railways within their borders. Mr. WETHERELL, of Pennsylvania, favored the Congressional regulation of the railways. Mr. ABLE, of St. Louis, opposed tie Congres- sional control of the ratilways, or anything looking to the centralization of the power of the govern- ment, and favored Mr. Hoiden’s amendment. Mr. Burwell, of New Orleans, took the same ground. Messrs, Linzie and Wooley, of Cincinnati; Allen, of Philadelphia, and Crocker, of Boston, favored the amended report. , Mr. Wricat, of Chicago, offered a substi- tute referring the subject o/ transportation to the general government and iegisiatures, to pe-gov- erned by the same general laws governing other industries; that it should not be the policy of the general government to assume the business of the people either in transportation by rail or water, or in the construction of such routes, and recom: mending the legislatures to protect the people eS the wrongs inflicted by common carriers. . Hawley, of Detroit, favored the report, and Mr. Bomberg opposed it. The debate having in- volved to some extent the question of State rights, the report was so amended as to ask Congress to exercise such power as the constitution authorizes for the regulation of inter-State commerce.
