10 “BOUTWELL ON FINANCE. {Ete A esumption of Payments. THE BALANCE OF TRADE The Policy of the Government Probably Indicated. Conditions Necessary For Resumption. - The Inflation of the Currency Recommended, ‘The second o: the series of the “Galaxy Course” ‘of lectures was delivered last evening at the Church of the Disciples, Forty-ffth street and Mad- ison ayenue, The lecturer was Senator George 5. Boutwell, the ex-Secretary of the Treasury, and ‘the subject of the lecture was “Finance and the Panic, and its Remedies.”” ‘The lecture attracted a large and intelligent au- dience, and, unlike the previous Galaxy Course lee- tures, one made up mainly of solid business men, specially interested in the important themes to be- discussed. Passing over the highly artistic prefaratory music on the organ and the ad- mirable introductory speech of ex-Judge Pierre- pont, we come to the appearance of Mr, Boutwell. He began his lecture in a very low and subdued tone of voice, which with many, no doubt, dispelled the first prepossessions in his favor; but, as he ad- vanced in his subject, his voice grew louder and Clearer, till, notwithstanding the natural dryness ‘of a theme so necessarily statistical in its charac- ter, his thoughts blending strangely, figure | tables and similes came forth in a strain of impressive eloguence—the eloquence in- separable from earnest growing warmth | in his subject. The comprehensive scope and clearness of his views, the incisive cogency of his reasonings and the irrepressible plainness of his deductions will be made apparent in the report of the lecture as given below. At frequent inter- ruptions he was loudly applauded, and, though | speaking an hour and a quarter, was listened to till | ‘the close with the most earnest and undivided at- tention, ? The reason was that the bonds were given to bankers at 83 per cent on the dollar and sold at 84, while ours were sold at 100 and nothing less. There was the withdraw: of the cotton crop. The failure of the banks to resume specie payments was caused by accidental causes. But the inability of the country to resume specie payments was due to two causes— the disaster at Chicago and that at Boston—which swept from the earth $300,000,000 of property. Another fact must be taken into consideration. ‘You have Jarge speculations in igen on Wall street, but that speculation is based upon a continual demand of $250,000,000 per week. to resume and maintain cle payments until the balance of trade is very le against us. When we resume specie ayments | hope that we shall resume for our life- e. Within the last two years,we bave mastered two propositions which it was eg during the war we could not maintain, is was that the export trade and the shipping interest could wot be developed aiter the war and under a pro- tective system. But we have seen that both these have been developed. In the matter of Jabor, we have produced a _ revolution. ‘What were considered luxuries in former times we have commanded commonly and we have produced what are the substantial articles Of business at a corresponding cost with other countries. Connected with this subject is the in- crease of shipping in the country. the last year this trade has given some evidence of increase. In the year ending June 30, 1873, the proportion of trade done by Americans is seventy- three per cent, which is a slight increase. The last estimates tend to prove that the freight money on all goods and merchandize brought into this country amd carried out is $100,000,000. For the purpose of protecting commerce it is need- ful ony for us to show the flag of the country. The time is near at hand when America will have the power to enforce justice without recourse to war.
