More Activity in Railroad, State and Other Securities. WALL STREET, } Wepnespay, Oct. 1—6 P. M. The dulness of the Stock Exchange to-day was almost painful in its intensity. The dealings were confined to a few, and it was evident that, outside of these few, there was little inclination among brokers to experiment with the situation. With- out entirely laying bare the skeleton, it is well enough to suggest that the Governing Committce will act pruaently in extending the period of sus- pension of the twenty-fifth rule ior a little while longer—that is, provided the desire still exists to gave the credit of several firms. Such a course Will also tend to keep prices down, and the longer they remain quiescent in the present feverish con- dition of the country the better will it be for the community, Everything is working normally and well, We are recovering slow!y from the effects of the fright, but it requires just as mueh caution in treating THE CONVALESCENCE ag was needed in the disease. Keep down infla- tion; stay prices where they can be measured by intrinsic value; give the market steadiness; let the public see that there 18 an opportunity to profit by low figures; instil confidence; delay every ex- citing contingency as long as possible; procrasti- nate settlements until the tone of the street and the country is firmer; in short, make the Stock Exchange the exemplar of financial conservatism, and the healthiul influence will be felt far and near, Just now there are too many people anxious to “bull” the market; whereas, left to itself, the market would take and keep a position eminently in accordance with existing facts, and preserve a naturalness that would invite confidence. As has been said above, there is nothing in the immediate situation that suggests alarm, but an injudicious slip may precipitate the worst of evils, THE VICTORY so far has been won by “masterly inactivity,” and it ought not to be jeopardized by any rash yield- ing to the behests of impatient speculators, Wall street can afford to wait while the rest of the country is in peril, We grant that there are one or two Shylocks on Broad street—there is no meaner or more appropriate noun-descriptive that can be applied to them—a species of men who wouid steal nuts from a blind cripple and throw him the shells, to whom much of the unsettled mind of the stock brokers may be ascribed; put com- Dination will destroy the power of even such men for evil and teach that in a great trial like the present those who attempt to exact “the pound of flesh’? wiil win for themselves only contempt and an obituary notice that will be a stench in the nostrils of their fellows, Individual greed is never more conspicuously outlined than when in con- trast with the manhood, the patriotism and the unselfishness of an entire community. THE MARKET was devoid of extraordinary interest, although alternately strong and weak. The principal specu- jation was in Lake Shore, Western Union, New York Central, Rock Island and Union Pacific, with a fair distribution of business along the line. The quotations in detail are given beiow, but it may be here noted that Western Union (ell off from 66% to 6634, rose to 6734, receded to 6334, rallied to 66, and closed at 63. Much of the business continues to be done for cash, and there is an eVident desire to invest at present figures. NATIONAL BANKS. The question has been discussed in various cir- cles Whether the stockholders of a national bank are individually liable for an assessment on their shares in cage the assets of a broken bank are not suficient to pay its depositors. State bank stock- hoiders are not thus assessable for the safety of depositors, but it may be a source of relief to many who are in doubt concerning the other class to quote toat provision of the National Bank law in regard to individual habiiity, which reads as fol- lows:— The shareholders of any association formed under the provisions Of this act shall be held in- dividually responsibie, equally and ratably, and not one for another, jor a contracts, debts and en- pects of such associations to the extent of he amount of their siock, at the par value thereof, in addition to the amount investedin sach shares. It is said that Comptroller Knox has expressed no opinion as regards the question whether the banks have a legal right to issue certified checks in place of paying out currency, the question not having been brought to his attention. He has, however, ap- proved of the action of the New York banks 1 or- ganizing a Clearing House, on the supposition that it was intended to facilitate a settlement between the banks, and not to apply to individual deposi- tors, so far, at least, as to prevent them from drawing currency from the banks, EXPORTS. The total exports of produce from this port for the week ending yesterday amounted to $6,494,941 mixed values, which is a decrease from last week of $6,377. The exports for the corresponding period of last year were $4,860,213, and for 1871, $6,232,676. The total exports since January 1 this year are $215,168,228, against $166,646,895 last year and $172, 689,653 in 1871, THE FOREIGN MARKET, London advices report consoils and American securities quiet and firm at about the following prices :—Consols for money, 92% a 9234; consols for account, 9254; 1865'S, old, 94% a 95; 1867's, 9544 @ 95%; ten-forties, 90% a 91; new fives, 91% & 91%; Erie, 43%. The new French loan is quoted ata premiom of 747% percent. The bullion with- drawn trom the Bank of England to-day amounted to £149,000, At Paris rentes were active during the day and towards the close became buoyant and advanced to 56f. 45c. American securities at Am- sterdam and Frankfort were steady. A despatch after the close of businessin London announces that the £149,000 withdrawn from the Bank of Eng- land to-day is to be shipped to Canada, THE MONEY MARKET. Money to-day has been handled more freely, and at lower rates towards the close of business. At the beginning loans were made at 3 @ % per cent, but finally the rate declined to7 per cent. Green- backs were sold at a premium of 2 and 3 per cent for certified checks, the purchases being made tor the South and West. A perceptibiy better feeling prevails in the market incident to the receipt of encouraging news from Chicago ‘and other cities, and the apparent unlocking everywhere of hoards, Foreign exchange was firm and in good demand. Prime sterling was quoted at 107% for sixty days ana 109 for short sight. Next to prime, sixty-day bills were selling at 1073¢ a 10734; commercial bills about 10634 a 10724. GOVERNMENT BONDS were active, and closed firm. The issues of 1865, 1867 and 1868 all advanced irom 3 tol per cent. SOUTHERN SECURITIES. ‘This market showed somewhat more of activity, old Tennessees advancing from 73 to 74, but de- clining to 72, Missouri sixes sold at 86. Virginia consols declined irom 44}, to 43};. There was a very decided improvement in eom- mercial circles to-day, and the mercantile pulse, ay shown throughout commercial marts, beat more regularly than at any previous time these two or three weeks past. Business was more animated and more untrammeiled; a decided improvement in foreign exchange enabling shippers to move their produce with greater tacility, and on an altogether more satisfactory vasis. An immense amount of wheat was tendered on Octo- ber contracts, and in the majority of cases it was accepted, arrangements having been previously made to effect {ts speedy trans- portation across the ocean. In some cases arrange- ments could not be made, and a settlement was effected on terms satisfactory alike to buyer and seller. On ‘Change business was not active, but there was a decided improvement in feeling and considerable increase in the volume of business, Flour was quiet, but firm, and lines could not be purchased on as satisfactory terms to the t was firmer and in better in- quiry, though the market was not active, owing mainly to the fact that the exporters had all they could do to attend to the delivertes on their October contracts, Corn was dull and the turn easier. Oats were indemand and higher. Whiskey was active and dearer. Pork was nominal. Lard was steady.
