Until about two o'clock to-day there was every Peason to believe that the worst features of the pending financial crisis had fully developed, and, so far as New York is concerned, nearly exhausted their infuence. The price opened at 112, advanced to 1124, then fell off to 1125, and con. tinued at 11234 a 1124 during the morning. Later the price receded to 111% @ 11134 a 11144, with clos- ing rates at 11246 a 11214,—the advance been due to the-failure above alluded to, ‘The carrying rates Were 4, 3, 21-4,4and5 per cent and flat for bor- rowing. Banks, brokers and merchants were all jumbled miscellancously together in one vast cornucopia of exaggerations, which was emptied greedily into every crowd that would stand long enough to catch the shower. Chicago was heard from. A tremendous run on her banks was going on. Petersburg and Rich- mond had collapsed. The Peunsylvania Central Railroad was “in chancery,” and so the news from various quarters piled up until, if one be- Ueved them, it seemed as if the bottom of the eountry had dropped out, universal liquidation bad commenced and the skeleton of Bankruptcy Was making his grand rounds. An hour later @espatches came irom the West announcing, “There is NO PANIC IN CHICAGO. Banks are promptly meeting thetr demands and a confident feeling exists.’ The tidings from Peters- burg were bad enough, but when it became known that the excitement was chielly local and largely due to the speculations ot another Byndicate in railroad bonds, who had been tripped by the same troubles that have hurt a few here, the misfortune was contem- plated with calmer feelings, Naturally, such an event will create commotion throughout Virginia, may affect several more of the banks of that State, and possibly extend the influence of the crisis, but from present appearances the evil is of a local character, and only remotely traceable to that which exists here. While THR IMPROVED FEBLING of the morning was somewhat modiffed by the later events of the day, we can descry no new elements of the situation that might not have been expected to present themselves among the logical events of this extraordinary crisis, Distrust, alarm, “runs” upon banks, the hoarding of money, the suspension of accom- modatious—all are incidents of pante, and while New York continues to be the finaucial centre of the nation we must expect to see, here and there, the downfall of an institution whose credit at home is dependent upon its strength here. But there is A BRIGHT SIDB TO TIH PICTURR, and it has been already presented and re- presented in these columns, Up to the present hour, wiih one or two exceptions, our banks have stood as firm as rocks. The Loan Committee of the Clearing House have thus far issued to them $8,500,000 of certificates, and, it 1s confidently as- eerted, will enlarge the amount originaliy agreed upon—to wit, $10,000,000—to any reasonable and controllable figure, should the exigency sodemand, They have thus been enabled to extend generons facilities to their customers, and these, apparently, Rave not been abused. The Assistant Treasurer to-day purchased $3,200,000 of bonds, making a total for three days of $9,271,350, which has like- ‘wise gone to swell the volume of credit and green- backs. THE SAVINGS INSTITUTIONS of the city have also suown commendatte strength and prudence in withstanding the “run’’ upon them ofa class of depositors always first to ment- fest alarm, and it is believed possess assets and deposits far in excess of any demands that may be made upon them for thirty days. There was less excitement in business circles to-day than during the past few days, but busi- ness, nevertheless, dragged slowly enough, and there were few evidences of a disposition to cut loose and make new ventures, The chief obstruc- tion to commerce during the progress of the fnan- cial panic has been the diticulty of mak- ing payments; but this waa, in a great meaeure, overcome to-day, and the con- sequence was an improved feeling and a some- what freer movoment of produce, &c, Still, some apprehension existed and was a decided impedi- ment to anything like an active prosecution of commercial matters, The improvement in feeling continued throughout the day, however, and it was evident at the close of business that there was really no cause for any further fears of commercial trouble as a consoquence of the taney etock panic of Wall street, and business never breathed freer there at any timo since Wednesday of last week. Phe markets wero neverthe loss sluggish, and commercial transactions were confined to the few pressing necessities of buyers. At the Produce Exchange the utmost quit obtained in nearly all the markets, but there was not the least manifest inclina- ton t foree sales at any concession.
