Flour wasin good demand and higher for some grades, Wheat and corn were active and de- idedly dearer, closing firm at the improvement, FOREIGN AFFAIRS. London advices by mail give the reasons why so ‘much ease has prevailed in that market. Com- spared with the corresponding period last year, the surplus in almost every department shows the past three months to have been atime of steady in- crease, and the proverbial elasticity of the revenue has again strikingly displayed itself. The increase in the customs is about £840,000; in excise, £70,000; in stamps, £370,000; in general taxes (despite the reductions effected by tne last budget), £18,000; in the Post Office, £100,000; in telegraphs, £35,000. The returns from income tax have de- creased, and there is also a diminution in the profits of the crown lands and.in the item of mis- cellaneous income. ‘These jast three branches, in, deed, cause the total quarter’s income to fall be. ‘Jow ‘the income of the corresponding quarter of jast year—at least, if we may depend upon the re- turns issued by the Treasury, in which, however, there is a certain arithmetical inaccuracy. But this fact would not imvahdate the conclusion which we are disposed to draw from an examination of the component sums.in the account—namely, that there is reason to be satisfied with the pres- ent financial and commercial position of the country. In the daily market there is no important change to record. Consols and United States securities were steady, with money somewhat active. Erie was alone demonstrative, closing at 463¢ yesterday and rang- ing upwards to 484; to-day, but with a weakening at the last to 47%. It is said that the entire report of the board of directors was cabied. The principal feature—indeed, the chief excite- ment of the day—exhibited itself when the money rate, alter an opening at 5 and 6 per cent, jumped to 7 per cent, currency, and then to7 per cent, gold, on call, With stock as collateral security. The large holders of stocks were consequently, to & very considerable extent, borrowers of sterling, which is now about the importing rate—a sugges- tive Jact in connection with the future movements Df the Bank of England, since it may be reasonably expected that, in order to check an outflow of gold 4o this country, 1t will advance its rate of discount. Later in the day the demana for loans Sbated, and bhe rate was reduced to 4 and & per cent. ‘The speculation was due to some abnormal influences, but these were strongly aided by still prevailing reperts concerning the forgeries of legal tenders an@ the disturbance likely to resuit from the cancellation efthe issue of the $500 bills.. The chifinges were slight and the deal- ings comparatively small. Sales to arrive were reported at steadily advancing prices, Oats were also in demand and higher. Whiskey was unsettied, lower and nomi- nal. Grain freights were easier.
