‘The Rate Advanced to 6 Per .Cent. JFOREIGN EXCHANGE OULL AND LOWER, Rumors Concerning the Cause—The Price Verging Towards the ~ GOLD FIRM. ‘The Estimated Short Interest-~-The Syndicate Said To Be $10,000,000 Short, THE TREASURY DEFICIT AGAIN. The Germans Abroad Desire to Enow the Truth About It. A TIVELY DAY IN PACIFIC MATL. WALL STREET, } TuRsDAY, Augus: 19—6 P. M. THE FOREIGN MARKET, ‘The amount of bullion which went into the Bank of Engiand on balances to-day was £83,000. The ‘money rate in open market remains unchanged. ‘The market in consols and American securities “was @ trifle easier, but witnout a record of much sactive business to-day, Eries weakened to 46% a 47, Five-twenty bonds of 1887 sold at 95 a 95%, G0. Of 1865 at 94% a 95, ten-lorties at 90 a 9044 and Milinois Central Raitway shares at 84a 86. Consols or money are quoted at 925; at 9211-16; for ac- scount, 92%. In Frankfort bonds of 1862 were afiemer at 975;. Rentes at Paris were steady at 57.67. THE MONEY MARKET. , If the symptoms oi street transactions are to be wegarded, moneyis gradually hardening in sym- Jpathy with the pending financial condition, and vthe anticipated contingencies of the Fall months. ‘The early transactions were nearly all on a basis of -@ @ 4% per cent, but before the close ef the market “ids were made at 6 per cent, without offerings in wesponse. It is unwise to assume that this rate ‘will become permanent s0 early in the season, but «the evidence of the past twoor three days is in favor of very firm rates, unless there is an influx -fadditional capital. Prime discounts are quoted ot 6 and 8 per cent. The exports of produce for the week ending to- . @ay amounted to $5,258,190, mixed values, which is . @ decrease irom last week of $18,624. The exports Yor the corresponding period of last year were $3,006,951, and, for 1871, $4,729,437. The total ex- )porte since January 1, this year, are $178,527,124, mgainst $142,491,440 last year and $14,975,018 in ms71. FOREIGN EXCHANGE ‘was not merely dull and weak, but there wasa glut Of bills in the market, which induced much in- juiry as to the cause. The leading bankers re- duced their rates to 108% for 60 days sterling and 408% for sight. Actual business, however, was done on the basis of 107% a@ 108 for long and 108% for sight bills. One of the reasons assigned for this reduction was that considerable grain and petro- teoum are now going forward; but the most import- gut rumor—and we publish it only as a rumor, so be taken for what it is worth— was that Mr. Thomas Scott had succeeded 4n effecting a loan abroad on account of the Texas Pacific Ratlway, amounting to some twenty mil- Mons of dollars. Ii the price of exchange should be much further reduced it will reach the specie (importing point, in which event, or rather in an- ticipation of it, we may confidently look for an ad- ‘vance in the rate of discount of the Bank of Eng- land and corresponding disturbing influences on ‘this side of the Atlantic, GOLD STRONG AND STEADY AT 1155 A 11524. , The experience: at the Gold Board was a repeti- tion of that of yesterday, the price being kept strong under the efforts of the shorts to cover con- ,¢racts made under 115 and by purchases made for importers, who are unwilling to encounter the risks of the future. The market opened at 1153 and advanced to 115%, but the chief vibrations of | tae day were between 1163, and 115%. The char- abter of the fluctuations may be noted in the {ol. towing tabic ‘The carrying rates jor gold were 2, 2, 3, 2, 3, 4 ‘and 3percent. The day’s business at the Gold Ex- change Bank was as follows :— i Gold clearances. ), 488,000 Gold balances... 1,474,529 Currency balances. 1,727,963 It is stated that the amount of short interest in gold now existing in ana out of the circle of specu- Ration, is from forty wo filty million of dollars, and Gbat the Syndicate itself is short about ten millions of dollars and dependent on government assistance to help the company through @heir strait. The Jatter view of the situation would seem to be sustained by a Bpecial despatch irom Washington to-day, ‘which says :—‘The report is reasserted to-day that Bhere isa deficiency of $10,000,000 of cash in the {reasury, the denial of Treasury officials to the contrary notwithstanding. When the report was | rst circulated Secretary Richardson, in reply to | @ question with regard to the deficiency, said that . “time will show whether there is or not.’ It is be- Mleved here that this $10,000,000 is in the possession -Of the Syndicate, and as they are not required to make return untiit December there wil! be a de- ciency until that time. Meanwhile they have tie | mse of the money. This deficiency does not, there- | More, seem only ‘apparent’ on account of the com- plicated system of bookkeeping in the Treasury, ‘which was the excuse given by the Treasury ofi- ‘tials, but itis real and will remain so until the | Syndicate makes return.” In connection with this important information, it may be remarked that despatches have been re- ‘cently received from Germany making inquiry as ‘to the truth of the statements concerning the de- @ciency in the Treasury, and setting forth that, fanless the doubt is officially and satisiactorily re- moved, the influence upon American securities -abroad will be baneful. Secretary Richardson has ‘ut one course to pursue, and that is, to publish sall the facts to the world—if his aystem of book- -Reoping will permit hun to doso. Guid loans are quoted at 3-16 @ Xx for use for thirty days, % a % Wor nixty days, 1 @ 1% for three months to the balance of the year and % & 1) per cent for six months, THE UNITED STATES TREASURY. \ The balances in the Treasury in Washington at tthe close of business to-day were :— ‘Carrency......... i agg’ 98 008 Special deposit redemption of Sarttbense or deposit. 35,495,000 | ++ 84,582,875 Outstanding legal tenders. ‘aberooo'oo0 ‘The receipts irom internal revenue were $155,147. ‘The receipts from customs amounted to $430,000, , Phe Awsivtant Treasurer paid out to-day $38,000 OD, Accouais of interest, and $4,900 in redemption -Of five-tweaty bonds. The stock market to-day, while moderately active in some of its details, showed the result of the strong bear influence with which it had to contend since*the opening of the week. Pacific Mail was the exceptional feature, and around it seemed to concentrate mnch of the speculation of the day. On the one hand those who are “long”? of the stock at any price exhibit confidence in the ultimate ability of the directors, when the present quarrel shall have passed away, to give it permanent value. On the other hand the large array of “shorts” are equally assured that no amount of diplomatic skill can prevent eventual disastrous results to the interests of the company. Good re- turns have been made by one of the steamers and THIS FACT IS PRESSED HOME as evidence of -what ali may do when the new line of ships is completed. As an offset to this healthy sign, it is urged that the steamers have not been paid for, and cannot be paid for unless bonds are issued and the finances of the company are placed upon @ basis entirely different from the present one. What the bonds relerred to, authorized as they have been, may bring in the market is yet to be seen. Doubtless their issue will be the key-note of another phase of this curious speculation. Meanwhile much feeling has been engendered be- tween the two factions now operating in the stock, and there 1s a small war between the white roses and the red, which is probably making More or less of money ior both. The stock may go up or go down at any moment at the will of the controlling magnates, and the outsider, if unpleas- antly caught in either scale after the information that has been published, can blame no one but himself. The meeting of PANAMA DIRECTORS announced for to-day, at which it was expectea that the counter petitions for and against a loan to the Pacific Mail Company would be presented, did not transact any business owing to the ab- sence ofaquorum. This possibility was foreshad- | i owed in yesterday’s HERaLp. It is by no means certain that should a quorum assemble hereafter consent will be given to any further weakening of the sinking fund of the Panama Company. THE COURSE OF SPECULATION in Pacific Mail to-day is best shown by its figures, waich announced 40}, as the opening price, witha quick advance to 40% a 40% ; a decline to 409; a 4014, a rally to 40% a 41, and a steady upward movement *: thereafter to 415;, after which the decline began i, and extended tg a the soa sale, Erigreceaed Wes rn Union sold at 03, @ 903, 8 905, a 9044, improved to 90% a 90%, was firm for awhile at this standard, but gtadually yielded to the general depressing influences, and closed at 89% a 89%. New York Central was steady Most of the day at 104% a 104% @ 10444, but finally weakened to 1043; a 104%. From | the foregoing quotations it will be seen that while the market tended upwards during the middle of the day it later felt the severe pressure of the hardening of money to 6 per cent, and yielded to the fear that something more than merely tem- porary influences were at work.
