Money Abundant and Seek- ing a Market. GOVERNMENTS STRONG. WALL SrRezr, SATURDAY, July 20-0 PM} On "Change to-day cotton was quiet and nominal ‘Wor spot and easier for future, Flour was dull and ‘heavy, wheat was lower and corn barely steady. THE MONEY MARKET. If there were any great use for money the market Avould be extremely active in view of the large mounts offering for temporary investment. Mil- ions went begging to-day, however, with rates at hree and four per cent. Prime sixty day bills are juoted at 109%; and short sight at 110, IMPORTS. PTsHeG) | TSAIROTT Seer FOREIGN MARKET. “The foreign market gave evidence to-day of feakness, inasmuch as consols closed dull and wy, With a decline of % per cent. Private ad- ces are not indicative of such continued ease on London Stock Exchange as has been the sub- Jectof recent comment. Bankers there are said ito view with considerable apprehension the events if September, among which will be the maturity ‘of the bills of exchange given to Germany by ince on London in partial payment of the war demnity. This will probably lead toan additional rain of gold and an advance in the bankrate to ry much higher figures than at present is con- \dentially predicted. The rate of discount in open arket was % per cent below the bank rate. American securities were reported quiet and Bteady. Eries were 47%; new fives, 903; ten- Worties, 91; 1867's, 9334; old 1865’s, 94; Illinois Wentyal, 83a 85, and the new French loan? per ‘sent premium. THE BANK STATEMENT, ‘The bank statement this week shows a slight provement upon itsimmediate predecessor, there ing been again in the excess over the legal serve of $346,325, which, added to the excess last eek, Makes the present amount $14,620,450. In Yoans there was @ decrease of $489,000; in deposits, decreage of $1,088,100; in circulation, a de- Eras of $56,460, and’ in specte, a decrease of 1,024,800. The only increase of the week has been legal tenders, which amounts to $1,084,500. The amount of specie in the State and Natienal ks is $31,249,300. If it be true that gold isa ‘pubstratam of financial strength, then every dollar Bubtracted from this sum is part of a debilitating process that is not compensated for even by a Wworresponding increase in the volume of legal Bendera or a reduction of currency liabilities. The reentage Of reserve to liabilities is now 30.49, the Mational banks having 30.95 and the State 27,32, Whe following is @ comparison of the averages of ‘ghe past two weeks :— ‘The following shows the relation between the ‘otal reserve rl on total Habilities :-— July 26, Differences. le... cst 3800 $31,249,300 Dec, $1,024,300 Beeatiana jers. 48,872,600 49,957,000 Inc. 1,084,500 Tot. reserve $81,146,100 $71,206,300 Dec. $60,200 Wirculation... 27,281,600 27,225,100 Dec. __6,400 eposits. 240,206,400 289,118,300 Dec. 1,088,100 {Tl liab’t's. $267,487,900 $268,343,400 Dec, $1,044,500 Sp. ©. THE STOCK MARKET, Asis usually the case on Saturday enthusiasm gives way to the desire to close up business and leave town, Speculation accordingly becomes in- active and less pronounced, and the market is left to the chances of the hour, Such was the case to- day. The volume of sales was comparatively in- significant, and with the exccption of Harlem the transactions were uninfnential, undemonstrative and probably materially unproductive. The rise in Harlem was four per cent, the price opening at 130, dropping to 129%, then steadily ascending to ) with a close at 1335;. Western Union was steady all day between 913, and 9134, with a lew tramsactions made at %a%. New York Central opened and closed at 1043;, with a change of only about & per cent either way. The new oharter contained one provision and enactment which many men unite in qualifying as sagacious and farseeing. It is that portion which ordains the appointment of three special commis- sioners whose duties are to aet as watch-dogs over the other watch dogs who have charge of the city’s capacious coffers, The section reads thus :— Srorion 106.—The Mayor shall from time to ee ap- polat and remove at pleasure two persons, who, together with the President of tue Department of Taxes and As. sessments, shall be Commissions be their duty once in three mount oan RepraPer, 0 0x to examine all vor Comptroller hea attonttl ceeke gldaet 2 nt ol Sunetivtahsuree tor « e ncial cone ition of unt of its funded and tlo debt, the amount received and auvenion does a the inet preceding report, with a classification of the sources of Fevenue and expenditure, and such other information aa shall deem proper. Several consultations have been held by them among themselves, all of which have been iniormal, of course, as they have and can have no regular organization as @ board, each one being personally responsible at certain intervals of time for an examination of the ac- counts of the Comptroller and Chamberlain. Mr. dohn Wheeler, by courtesy, is president. A re- sorter learned yesterday that the Commissioners jad actually got to work. They are now examin- ing matters in the Comptroiler’s Bureau, whither they repaired on Thursday to notily him of their intention of doing so, Their report will by and by be forthcoming and may, perhaps, contain some very interesting and hitherto undeyeloped facts.
