M, On 'Change to-day cotton was in better demand, but at irregular prices for spot lots and easier prices for the early future months. Flour was in fair request and firm, Wheat was in demand and lc. better. Corn was quiet and rather easier, THE FOREIGN MARKET. The reduction of the rate of discount of the Bank of England frem 5 to 444 per cent has produced no noteworthy influence uvon the condition heretofore reported—that 18, in so far as the event may affect the American market. The change was doubtless owing to the jact that the demand for gold for Germany appears to be satisfied and that no orders fot the moment are in the market. Our late shipments of gold have likewise given ease to the English bourse, and as a result, the next Bank statement will probably show an increas@ of the specie reserve. English papers, just received, are loud in their complaints that tne revenue returns for the current financial year, exp.ring on the 30th of Jane, show a decrease of nearly £750,000, as compared with the cor- responding period twelve months ago, while the quarter’s expenditure, from April 1 to June 30, was £2,198,772 more than that of the preceding year, and nearly £3,000,000 more than the revenue of the last quarter. Hence the returns are re- garded as decidedly discouraging; and, to use the language of one of the journals, “they must be ac- cepted as conveying a distinct warning to states- Ten, financiers and the country at large.” The increase of BULLION IN THE BANK this week has been about £37,000. The bullion which went into bank to-day on balances was £77,000, The rate for money at the Stock Ex- change on-government securities was 134 per cent below the bank rate. The rate of discount in open market was % a % per cent below the bank sate. Judging from cable despatches the chief excite- ment in American securities in London has been exhibited in Erie, the price having fallen to 45% a 455;. During the day @ bogus despatch was circu- lated on the street quoting the price at 46% a 46%, and gave the stock considerable strength on this side; but the proper quotations are as above stated. Erie was also lower in Amsterdam. Five- twenty bonds of 1865, old, were easter, at 935;, and ten-forty ponds sold at 90%, @ decline of % per cent. In Paris the Bourse closed steady. The in- crease of specie in the Bank of France during the past week was $1,000,000 francs, THE MONEY MARKET. Ease continues to prevailin the money market, the rates on call loans having been from 3 to 4 per cent, with an exhibition of strength towaras the close. The transactions, however, were insufficient to give tone to the prevailing quotations. Various fiduciary institutions, having a plethora of money, are seeking investments, but find great diMeulty in accomplishing their object, for even three or four months, except at extremely low rates of discount. The foreign exchanges were dull and lower. Early inthe day the asking rate for sight exchange was reduced to 110%, on the reduction in the Bank of England rate to 434 per cent, and still later the rate was put down to 110% and sixty days sterling to 109%. Onthe street some bills were offering from second hands, and actual busi- ness was at 109% to 109%, for prime long sterling and 110 1-16 to 110% for sight. THE UNITED STATES TREASURY. It seems almost folly to quote the stereotyped report of the condition of the United States Treas- ury; for the style of bookkeeping, especially in the Gold Department, is so peculiar as to have excited the attention of financiers, led to certain arithmetical conclusions of their own and to grave doubts whether there is more than an humble fraction of the somewhat ambitious amount tnat is ciaimed to exist in Treasury vaults. Still the figures are given for what they are worth, and in the usual oficial style, to wit:—The Treasury bal- ances at the close of business to-day were as fol- lows :— Currency. $8,045,676 Special dep og: carters 8 Of deposi 33,465,000 Com. : + 79,366,978 Inclu + 43,717,300 Guessanding Jeyal tenders 356,000,000 The Assistant Treasurer to-day paid out $230,000 on account of interest, and $3,700 in redemption of five-twenty bonds. The receipts from customs were $503,000; from internal revenue, $264,010. Bids to the amount Of $3,660,000 were made for the $1,500,000 of gold sold to-day by government. The entire sum was purchased by one firm at 116.01 1-10, GOLD 116 A 115%. The above were the highest and lowest rates to- day, the decline of % per cent being probably due to the reduction in the Bank of England rate, the slight falling off in the price of exchange and the remarkable activity of the stock market interest generally concentring there. Judging from the suspicious quiet which just now prevails the outside world need not be surprised to awake some fine morning and dis- cover this department of Wall street in another commotion—not & panic, perhaps, yet a right rp excitement; and it will come from the sudden knowledge that more gold is wanted than can be supplied from any source except that controlied by the shrewd men who, for speculative purposes, have availed themselves of the weakness of the government, bought its golden offerings at the highest price, and still seem determined to absorb the entire outflow of the curious policy of Secretary Richardson. The fact has been stated over and over again that the government does not actually possess the amount of gold dally reported by its authority and sent forth to humbug the financial world. It must have been a gratilying spectacle to the brokers of Wall street to-day to see in almost every office a little knot of gentlemen gathered around the automatic pulse that was each moment telegraphing from heart to finger tips the record of fluctuating values in the Stock Exchange. It ‘was equally indicative of the activity of the mar- ket that the mail and the telegraph hourly brought orders for the transaction of new business, and, asaresult, the creation of stronger and more speculative influences than have prevailed for many weeks, The character of the day was fore- shadowed at the very opening, when WESTERN UNION, beginning work at 89%, jumped rapidly through the iractions of 90 to 914—tvo fast, probably, in the opinion of the operators for pradence, for here it received a check and gradually receded to 89%, between which price and 9034 it continued to fluc- tuate until the afternoon, Meanwhile the other leading stocks had grown strong. Prices showed remarkable firmness. Large sales were made, and when the market closed Western Union had mounted to 9034 a 90%, its highest ana nest prices of the day. The belief seems to have become firmiy estabiisned that the six millions of surplus heretofore aliuded to will cer- tainly be divided among the stockholders at the next semi-annual meeting of the directors. At least confidence was engendered by the faet that such a surplus existed as proof of the successiul operations of the company. The current reports of the street, that Lake Shore and New York Central were to be consolidated by lease, and that 8 per cent dividends would be guaranteed on the stock, and that Commodore Vanderbilt had ex- pressed a determination to maintain at their high- est market value all of the enterprises with which he is identified, likewise exerted their influence on the market, and, whether true or false, enhanced the upward tendenty, Even ERIE, which opened at 59, then receded to 58% aX a %, Fecovered by sympathy with the rest of the market, in the face of statements partly made that 20,000 shares were on their way from England, that three or four millions of indebtedness have to be taken care of quickly, and that suits are pend- ing and are about to be inaugurated to enforce payment. The activity in this stock was more con- siderable than it has been for many weeks, but somehow, even with @ strong market, it tailed to mount high. NORTHWESTERN COMMON attracted a large share o{ attention from the start, and, as was indicated in this column yesterday would be the case, “moved.’’ The old “corner” having disappeared, healthier agencies seem to have quietly put the stock in such a condition as to secure for it, without artificial force or excitement, all the advantages which attach to legitimate speculation. The sales during the day amounted to upwards of 20,000 shares, the price opening at 69% and advancing to 71%, witha firm close at 1%. Contrasts are curious things. Three weeks ago it was dificult to find a man bold enough to buy 100 shares of Northwest. The foregoing figures show what has been done in five hours. It is therefore unsafe to ventare opinions. THE GENERAL MARKET took its tone from the causes already recited. Lake Shore opened at 934, and in the afternoon became & leading feature, going to 944, closing strongly at that price. It is stated that Commodore Vander- bilt and the members of his pi inspection were highly pleased with the dition and~pros- pects of the road. Wabash/maintained the even disproved business men will breathe easier, tor it would console them to know that there was a bona Jide reserve of even thirty millions in the United States Treasury, instead of @ dangling skeleton pasted ali over with the due bilis of a syndicate. The specie shipment to Europe to-day amounted to $1,000,000, of which $800,000 was gold coin and $200,000 sliver bars. ‘The prices of gold to-day were 116 116% 115% ‘Thg fates paid for carrying were 84, 4and 2 per tenor of its way, keeping well up with the current of the market at an average of stronger prices than it has recently ¢@xhibited. These opened at 71% and closed, after good business, ar 71x. It is said that the new relation- ship of this road \with Western freights and travel, resulting fram connection with Can- ada Southern and Lake Shore, are destined to create for it a great future. Flour was in good request and firm, with several scattering sales at a slight improvement, but the market was not generally higher, Wheat was still active for shipment, and prices were higher; purchases to arrive, at full prices gave evidence of continued faith in a frm market through the Summer. Corn was dull and a littie off in price. Oats were firmer. Whiskey, pork and lard were all easier. Groceries were quiet and unchanged, with the exception of sugar, which was in moderate de- mand and firm. Petroleum was neglected, but nominally steady in price.
