Flour was dull, Wheat was firm and corn dull and lower, THE FOREIGN MARKET, Our English neighbors appear to have caught advices to-day reporting the market as dull and drooping. Consols for money were quoted at 92%—a decline of +s per cent from yesterday—and consols for account at 92% Five-twenty bounds of 1865 (old) were quoted at 92%, do. of 1867 at 92%, ten-lorty bonds at 89, new fives at 89% and Erie at 60%—being a recession of trom 3 to { per cent on the majority of the securities mentioned. In Paris the new French loan declined to 56 francs ex dividend, In Amsterdam Union Pacific Railway shares were 23% 23%; Northwestern preferred 71%, and St Paul preferred 605; The new French loan is now at ® premium of 57 a6 per cent—also a decline. THE MONEY MARKET, Money shows no falling otf iu the liberal supply o@ering for call loans at 3and4 percent. The usual skirmish began with the price at 115% trom which it was borne down to 33, when it re- covered 3; per centand seid at 116%—the highest gure of the day. Subsequently it again weak- ened, and fuctuated between 115% @ 11533, closing at 1155. The several prices will be seen from the following table : The rates paid for ‘carrying were 2, 1, per cent and flat for borrowing. The transactions of the Gold Exchange Bank were as follows:— Gold balances . + $2,811,852 Currency balance: + 3,336,596 Gross clearance: ~ $1,881,000 THE UNITED STATES TREASURY. ‘The Treasury balances at the close of business in Washington to-day were :— Currency Con. The principal feature of the day was again Western Union, which opened at 85%, its highest price of the day, receded to 8514, but subsequently recovered, Pacific Mail sold at 39% a 3934, with a couple of small lots at 40 a 4034, Erie opened and Closed at 64, falling off only 4 per cent during the day. Lake Shore sold at 925; a 92% a 92%, Ohio and Mississippi at 3834 a 3814 a 383, C. The present capital stock of the Delaware, Lacka- wanna and Western being $20,000,000, and that of the Lackawanna and Bloomsburg Railroad (for which certificates of the former will be exchanged) being $3,500,000, the aggregate stands at $23,500,000. The earnings of the Bloomsburg branch for three years are reported by the President to have been over 12 per cent per annum. ‘Lhe statement published to-day in some of the morning journals that President Stamford and Vice President Hopkins, of the Central Pacific Rail- Toad, were about to sell their interest and retire from the management of the same is erroneous. The report doubtless originated in certain pending negotiations between the above-named gentlemen and several large California capitalists with a view not to the withdrawal of any one, but, on the con- trary, to secure the enlarged influence of other Prominent men tn behalf of the road. The rumor was revived to-day that Secretary Richardson will retire from the Treasury on or about the first of July, in order to accept a resi- dent partnership at Paris in a French-American banking house. Gossip went so Jar as to declare that the articles of copartnership had been signed. TUESDAY, June 17-6 P. M. Business was still slow in almost every depart- ment of trade, and the markets were in some in- stances depressed by the recession of the goid pre- Mmium. The most noteworthy feature at the Pro- duce Exchange was the increased movement in wheat ‘or export—particularly in lots to grrive next month. Prices for lots on the spot were higher, put forward deliveries were placed to @ considerable extent at prices previously current, Corn was dull, and nearly all the receipts being out of condition, sellers were compelled to accept of lower prices or not sell, At the concession. moderate business was done for export, Oats were steadier. Pork was decidedly better, but business was moderate, Lard was easier, Freights were strong. Groceries were neglected, but without noticeable change in value, Cotton was only in moderate request, but firmer, both for spot and futures, Petroleum was neglected and the market easy. Naval stores were mod- erately dealt in and firm, East India goods were quiet. Wool was very quiet, owing in part to the slight supply of domestic fleece ; prices steady. To THE EDITOR OF THE HERALD:— Several articles have appeared im the HERALD lately charging the Commissioners of Emigration with an attempt or intention to interfere with rignts of Catholics to use their church on Ws Island. There has been eithér a gross misappre- hension or misrepreséntation of the facts. The simple state of the case is this:—The old Commis- signers, about a year ago, at an expense.of over thirty thousand dollars, erected a building on Ward's Island with the common funds of the Com mission, and, when it was finished, dedicated it to the exclusive use of the Roman’ Catholics, and it was ig consecrated as a Roman Cath- olte church, according to the ceremonies of that faith, The question was then raised in the Board whether they had the right under the law to Gj sucn a disposition of the funds of the Gomimiation and I, as counsel o. the Board, advised that they had no legal rigat to erect achurch building for the ex- clasive use of any sect. Under such circumstan what can the Commissioners do? They are swoi to administer the duties of their office according tolaw. They ure advised that it is unlawful to permit the exclusive use of any building in their control to any sect.
