THE MONEY MARKET General Improvement in Stocks. ‘Ihe Summer Speculation Proba- bly Begun. A HEALTHY BANK STATEMENT. WALL STREET, Sunpay, June 15, 1873. ‘Tho prominent feature of the past week—that in ‘which avery large portion of the business com- munity are interested—was the sudden weakening ‘dn gold recorded yesterday. ‘True, the decline was Mot great, yet it was all-suflicient to lend encour- agement to the beliei that the leading operators in making up their pool counted too strongly on con- ‘tingencies, and at last have discovered the mistake. The downward movement, doubtless, did obey natu- ral causes, and was clearly responsive to the favor- able reports from abroad and the equally favorable Condition of our home markets. Nevertheless, it is atill an open question whether within the next four months we shall not witness a tightening of screws as the result of this momentary locking up of gold, and 4 material advance in its price. The clique have not reckoned without their host, and the operations of the Secretary of the Treasury, bold, shrewd and gilt-edged as they seem, may yet demonstrate that the true key to the situ- ation is in the pocket of Wall street. Men who are brave cnough to buy gold at a time like this, with a view to speculate upon either a natural or abnor- mal rise, are not likely to be frightened by the Bank of England, the buoyancy of securities abroad, or any other circumstances resulting from accidental and temporary combinations in finance. They have played for a stake of no mean proportions, and it does not seem probable that they will yield the game without @ struggle, Gold may continue to decline for several days, but in the end the result ‘will bear out what has been reiterated in these col- umns, to wit: that when the conspirators here are weady for their coup d'état, the paltry sum in the United States Treasury will not amount to a flea- bite in preventing the complete success of. the pending scheme, The DULN&SS IN TRADE AND SPECULATION that prevails 1s a subject of frequent comment. It 4s felt not alone in Wall street, but throughout the entire community. Our importations, especially of ary goods, have been anything but remunerative to the importers, and large amounts of goods either remain in bonded warehouses, have been sold at ruinous prices, or reshipped to foreign markets. This is said to be especially true of silks, velveteens and millinery goods. Any check, how- ever, to the spirit of restless extravagance that has existed in America for the last ten years is for the best; for the moment that our people begin to realize the importance of economy at home and in the personnel, and to follow the noble example of the people of France, who are probably stronger to-day than they were before the late war, at that moment shall we be on the verge of the resumption of specie payments and of a career ef prosperity such as this country has never known, THE BANK STATEMENT. "me bank statement is unusually favorable, inas- much as it shows a gain during the week of $1,155,823 upon the large surplus of $10,815,355 re- ported last week as over and above the legal re- serve of 25 percent. It will be seen that the item of specie has not been lessened, and it is more than probable that the deposit of gold as collateral se- curity has been again embraced in the weekly ex- Ahibit for the purpose of presenting the latter in its Most attractive proportions. The total liabilities are $245,573,800. The legal reserve would amount to $61,393,450, the excess over which is $11,971,150. The statement, with its predecessor of the pre- geding week, is given below :— June 7. Weis gratuying to observe the large amount of these securities that is every week purchased on foreign account. In England, Scotland and Ger- many the market for United States bonds has been ‘widening ever since the close of the war, and to- day there is not @ more favorable investment known. The demand is largely in excess of the gupply, and the prices have steadily ad- vanced, because their value, as for rate of interest, will be undeminished whatever betide. THE FOREIGN MARKET. “The decline in the rate of discount of the Bank of England from 7 to 6 per cent had its natural effect in every department of the street. A stiffen- ing of sinews in London is too full of significance to go unheeded tn New York, and hence, closely ‘united as the two cities are by the sub-oceanic ca- bles, the vibrations are at once instant and sympa- thetic. Nevertheless, the notion is a false one that | the Bank of England is either the barometer or the lever of the exchanges of the world. We respond to its indications more as a matter of habit than of necessity; but if we understood its internal arrangements thoroughly we should provably give no more heed to the “magnificent toy” than we wonld to the ordinary and legitimate operations of any other market in Christendom. One of our contemporaries, the Bulletin, put the point strongly and well when it said that the Bank of England, in its display of eccentricity, as illustrated by the recent frequent changes of discount, was ‘a financial humbug." “What,” continues the writer, “after all, 1s the factnal money power of the bemk? The average means which it has available for discount is about £25,000,000, while that of the other London banks combined 1s £160,000,000. Is it supposable, then, that one institution, with less than one-seventh of the total loanable resources of London, can control the whole money market? If the bank advances {ts rate above the general market level, when it has only one pound to lend where six pounds are offering from other quarters, it is clear that jt must thereby ose business and be quickly driven back to about the market fate, by the force of competition. In instances where it forestalls a natural npward tendency in tho rate of interest calculated to carry up the gen- eral market. the other banka will follow it: hnt eee Not as the resultof its action, but of general causes. The misfortune, however, 18 that, ordinarily, the rate is advanced, not out of regard to arising tendency in the general market, bat for a special purpose connected with the bank’s supply of bul- lion; and the outside market not responding, the advance usually fails of its purpose, and simply causes @ good deal of needless derangement, This anxiety on the part of the bank to protect its bul- Non, mR a ake reales an At, {negectual, With the bank man! the theory is that tue centering of the world’s exchanges at London constitutes a peculiar liability to irregularities in that market, which it is their special business to qualify and con- trol. This view is so singularly onesided that we can only account for its being entertained from the fact that bankers are always excessively sensi- tive to their supposed dangers. This central pecu- liarity of the London market really affords the Strongest guarantee of steadiness; for it hardly ever happens that the exchanges of all countries are working in she same direction; and, out of the working of all—an irregularity in one direction being set off by a counter irregularity from some other quarter—there comes a certain equilibrium which must be reflected at London as the head and centre, Which is the more rational policy—to rely confidently on this natural equilibrium or to ner- vously watch the various details of the complex movement from which it results, and attempt to produce through manipulation an artificial equi- Ubrium ? Tue policy of quack interference inter- rupts the even current of the exchanges, and causes irritation and feverishness where otherwise there would be @ cool and heaithy condition of things."” THE MONEY MARKRT during the week has been noteworthy chiefly on ac- count of the supply ofloanable funds and lower rates of interest. The demand, uowever, has been moderate, Rates oncall loans have ranged from three to five per cent, and prime business paper has passed at six and eight per cent. Capitalists have sought investment in this security at the going rates whenever it was offered. Astringent money market in the Fall does not seem to be an- ticipated, THE STOCK MARKET was more active during the latter portion of the week than it has been for several days and at- tended by a decided advance. It is useless to de- scribe the situation as “a turning point,” because certain influences have fortuitously combined to produce the reaction that has been noticed, but it does seem apparent that we have entered the drst stage of Summer speculation, and that with the return of the railway magnates there will be wit- nessed still livelier times than heretofore. SaTurpayY, June 14—6 P. M. The trade movement was irregular during the past week, nearly all the articles of merchandise being either dulland nominal or lower. The dry goods market was characterized by uninterrupted dulness throughout the entire week, and prices, though showing few radical changes, were fluctu- ating and uncertain, Hardwaré was likewise dull, and, though trade in certain articles picked up a trifle, there was no general improvement. Nearly all other leading com- modities were dull and irregular, with & downward tendency. The export movement in breadstuffs has been held in check by the scarcity and consequent high rates of freight and tonnage, and this, combined wita the radical decline in the gold premium, and comparatively free receipts, has served to force @ material concession on the part of the holders, prices being lower at the close of the week than for a long time previously. There has been a moderate export movement in wheat, at the decline, however, despite the discouraging influesne of unfavorable private advices per cable. On Saturday flour was dull, heavy and nearly nominal, Wheat was in fair demand at lower prices, particulars of which may be found below. Corn has remvined comparatively steady, and the market ‘or good quality closed steady. Oats have ruled dull, and with fuil receipts prices declined. Whis- key wasauiet, Provisions were dull all the week, and at the close were nearly nominal, Lard was dull apd prices declined, but at the close the market was steady.
