10 ‘WASHINGTON. A New Revelation of Crime-in the Capital. DISCOVERY OF A BABY FARM. Friends of General Van Buren at. the White House. {Comments on the Herald’s Polaris Narrative. WASHINGTON, May 21, 1873, The Herald's Special Account of the Polaris Disaster and the Navy Depart- ment. ‘A telegraphic synopsis of the HERALD’s graphic narrative of the escape of Captain Tyson and his party on the ice floe revived here to-day the story of Captain Hall's fate. At the Navy Department prominent naval officers still express the opinion that he was in no way fitted for the command, and on such an expedition dissensions are bound to arise requiring the skill, experience and courage ofan old officer to preserve order. This Captain Hall, they contend, did not possess, The Secretary, however, still discredits the idea that Captain Hall was poisoned. When the party arrives here each will be examined separately, and a full report taken of their state- ments. By this means the Secretary expects togetat the exact condition o1 affairs irom the tame the Polaris parted from the United States Steamship Congress till the drifting away of Cap- ‘tain Tyson on the ice foe. It is reported here that ‘Tyson’s services were not wanted by Buddington ‘when they left New York, and were not considered necessary tor the success of the expedition, That they should have disagreed after Captain Hali’s death is not surprising to the Navy Department. The HERALD’s full account has awakened greater interest than ever in getting ali the facts pertain- ing to the expedition. A New Jersey Deputation at the White House Pleading for Van Buren, A deputation of citizens of New Jersey, consist- ing 0! John Hill, W. R. Vermilye, Daniel D. Smith, Jonn Davidson, J. W. Jones, E. A. Walton, C, N. Jordan and Robert Kennie waited upon the Presi- dent this morning to express their unabated con- idence, and that of their fellow citizens, in the bigh personal honor and integrity of General Van Bureo, United States Commissioner to Vienna. They state that they had a very satisfactory inter- view with the President, who received them with courtesy, and assured them of the desire and in- 4ention of the government to do full justice to General Van Buren when all the facts con- nected with the Commission should be received. Nothing, the committee say, could be mere just ‘and honorable than the sentiments expressed by the President, to see that no injustice was done to any citizen, and that prompt action would be taken ‘Qs S00N as the government was in possession of the mecessary information, pow daily expected from Vienna. The President understood there were no Specific charges on file in the State Department, and that Mr. Fish had called upon him in person te deny the correctness of the report which had recently been published in reference to the State Department having any aMdavit in connection with the story in whieh the name ofa New York restaurant keeper had been mentioned. The com- mittee left for home this evening. The Mexican Claims Commission. Zamacena, the new Mexican Commissioner ap- pointed in place of Guzman, recalled, will arrive here next week bearing the ratified treaty extend- ing the time of the Mexican Claims Commission two years, Ratifications will be promptly ex- changed by Minister Mariscal and Secretary Fish, and business before the Commission promptly re- sumed. During the interim a large amount of un- Minished business in the hands of the secretaries has been disposed of and the records of the Com- mission are completed to date. Belgium’s Minister Plenipotentiary. Mr. Maurice Delfosse, for some time Minister re: ident from Belgium, accompanied by Assistant Sec. retary Davis, called at the Executive Mansion to- Gay and banded to the President the credentials of Mr. Delfosse as Envoy Extraordinary and Minister Plenipotentiary from Belgium to the United States of America, the King of Belgium having recently promoted Mr. Delfosse to that grade. The usua! diplomatic courtesies were observed. Discovery of a Baby Farming Establish- ment—A Negress as a “Ladies’ Doc- tor”—Startling Revelations of Crime. A“‘baby farming establishment” has been dis- covered in this city. Dr. W. D. Stewart, Medical Sanitary Inspector to the Board of Health, recently reported to that Board that while making sanitary ‘mspections in the tenement houses of Hog alley, and while in the shanty of one Lucy Gaskins, colored, he observed that she was nursing, from a bottle, a very delicate white infant, apparently @bout three or four weeks old. He ques- tioned her as to where she obtained the child, how jong she had had possession of it, and her knowledge of its maternity; to which she respended that the child—a female—was brought to her the previous week from the residence of ‘Miss Doctor Jane Wilson, $11 Ninth street, between ‘HH and I streets N. W.; that she has received and nursed, “as long as they lived,” other infants from “Miss Doctor Wilson’s establisnment;" that Dr. Wilson keeps a sort of lying-in hospital for fallen giris who come to her to be confined, out of the way of observation; that Miss Dr. Wilson herself delivers the girls who apply to her, both ‘white and colored; treats them through the sick- hess until all signs have disappeared and disposes Of their offspring for them; that she is “doing a ne business, employs two servants or nurses ail ‘the time; that she has patients (girls), frequently Several ata time, for several weeks in her house, ‘Waiting for their time.” Miss Dr. Wilson has been Going business for more than a year past in her present locality, and Lucy Gaskins has been in her employment ana knows personally of the facts which she reiates as occurring during that period of time, and states that “the business seems to be ancreasing.” Dr, Stewart recommended that the Health Officer order that the little innocent he discovered be taken from this miserable den and laced in an appropriate asylum, and that the Health Officer order such sanitary inspection of ‘the establishment and premises of Miss Dr. Wilson ‘a8 might lead to the disclosure of what kind of Dusiness she is doing. On the receipt of this re- port Dr. Bliss, Health Officer, ordered Dr. Stewart Qo visit the establishment of Miss Dr. Wilson, and macertaim whether she makes 4@ return of Dirthe and deaths, im accordance with law, to Bhe Board of Health. The miserable Novel, almost hid by the filth of the crowded alley, is unfit for human habitation, Yet that is the place, and such that, where Mrs, Dr. Wilson sends these little innocents for appropriate nursing. Yet her high sense of honor and duty to these who have trusted her with their secrets and confidence will not permit her to divulge to the Board of Health the real names of the criminal parents of those worse than orphaned little babes, W. It is the intention of the Board of Health to take such action as the law will admitin the premises in relation to this case, and at the same time place the matter before the Legislative Assembly for such action as, in the judgment and wisdom of that body, the preservation of life and public morals re- quire. Commissioner Meacham Recovering. Commissioner Meacham writes to the Commis- sioner of Indian Affairs from Satem, Oregon, May 6, that he had returned home,. and that since leav- ing the Lava Beds his wounds had been healing rapidly, and he hoped within the next twenty days to be out nearly as good as new. He propeses to visit Washington before the present month closes. Mount Vernon. ‘The Vice Regents of the Mount Vernon Associa- tion have elected Madame Berghmans, of Philadel- phia, Regent in place of Miss Cunningham, who has resigned. The proceeds of the endowment funds are to be held inviolate and the interest alone used to defray the expenses of the Association. The White Star Line and the Ocean Mail Service. In view of the numerous failures of the White Star Line to despatch a steamer on Saturday, the Inman and Bremen lines have made formal appli- cation to the Post OMice Department for the mail now carried by the former on that day. Itis stated that only one failure has so far been caused by the loss of the Atlantic; the others arose from the want of spare boats to take the place of those requiring necessary repairs, and that the line has not at present steamers enough to perform the service. Outstanding leg: THE GOVERNORS’ CONCLAVE, Arvayta, Ga., May 21, 1873, Governor Hendricks, of Indiana, arrived here last night. In the Convention of Governors to-day minority and majority reports of the Committee on Business were received. There was considera- ble discussion on the proper method of building the canal, the minority thinking that it should be a government work and not under the control of private corporations. Governor Hendricks had an enthusiastic reception upon his appearance on the floor of the Convention. The Convention adopted a memerial to Congress urging aid to three great water lines from the West to the Atlantic. Addresses were made by Gov- ernor Woodsen, of Missouri, and Governor Krown, of Tennessee, The Convencion declined to accept the tendered excursion. The Convention has ad- journed sine die, A grand banquet at the Kimball House to-night was attended by the beauty and fashion of Georgia and sister States. MEMPHIS, Tenn., May 21, 1873. A terrible tragedy occurred on the steamer Phil Allen, while lying at Idlewild, fifty miles below here, this morning. A planter named Morgan, who had taken passage on the steamer at Friar’s Point, was shot and instantly killed by John Cannon, who Was somewhat under the influence of liquor. Morgan was an entire stranger to Cannon, The latter previously threatened to shoot one of the clerks of the boat. While walking down the cabin he saw Morgan, and approaching him said, “You're damned fraud.” Morgan, without moving, said, “You're a liar,’ whereupon Cannon put a pistol to his head and fired.
