The London market grew firmer this afternoon subsequent tothe interchange of tickets for to- morrow’s fortnightly settlement, and consols ad- vanced 4% @ 3-16 percent. United States bonds were steady, particularly for the new fives, which improved 4 per cent. Eric shares were excep- tionally heavy. The new Frencli loan was quoted @t 6% per cent premium. Kentes in Paris were dower at 56, MONEY STRINGENT. The course of the money market to-day was Shaped to a great exteut by the demoralization arising out o! the panic at the Stock Exchange and the calling and shifting of loans incident to the great fallin prices. The early rates ranged trom }y to 3 per cent—the latter extreme being paid fre- quently in the precess of “turning” stecks—the excitement and agitation attending the transac- tions being prophetic of the trouble which visited the Stock Exchange later in the day, With tne Precipitation of the stock panic and the announce- ment of so heavy a failure as that of Messrs. Barton & Alien each man was atraid to trust his oldest aeighbor, and the SCURRY FOR MONEY took so demented a character that the rate on call advanced to % per cent as a recognized figure, While as high as 1 per cent was reported to ha been paid in a few instances for the use of money | over night. The usual practice oj closing bank ac- counts at three o'clock was honored more in the | breach than in the observance, the demand for money continuing neariy an hour later, and with | great mitigation of terms to borrowers, some loans being made at as low as plain] per cent about half-past three, although 1-16 was bid in the final dealings near four o'clock. In fact, the relaxation in these late transactions was taken tu be the first symptoms of THE GENERAL RELAXATION in money which may be exp enormous shrinkage m values ai the Stock Exchange, particularily if the bankruptcies are limited to the parties whose misiortune culminated to-day and confidence among lende restored. The upshot of the money stringency may be involved in the havoc of this afternoon among the stock operators, tundreds of whom will have no need of borrowing any further at the jately going extravagant rates or, in tact, any rates, until they have scray and are prepared to tempt fortune again. IN STOCKS. The long conflict between the holders of stocks and the owners of money culminated to-day in what, for want of an intermediate term, ts styled a “panic,” although the occassion is hardly deserv- ing of the intense nomenclature of such a word, The serious results of the aiternoon, and particu- larly the stoppage of so well Known and reputa- ble a house as that of Barton & Allen, were little ap- prehended in the early hours of the forenoon, al- though the subsequent recurrence of the exces- slve stringency in money elicited fresh fears for the effect upon stocks. Meantime, however, the sharp decline of Tuesday night had brought in a good many buyers, as well as enabled the covering of numerous speculative sales, 50 that at the start the market was strong and prices for an hour or so were gradually advancing, But the 0éte noire of tight money loomed up in ter- rifying proportions again, aud stocks reacted, de- clining slowly at first and then with a faster gait and eventually falling headlong 4 a1 per cent at each sale as soon as the suspension of Barton & Allen was announced from the rostrum of the Board in the usual littie note of “regret,” &c. We give the results of the “break” or ‘panic’ in the table below, while a special report in an adjoining column furnishes details of an interview with the suspended firm and a description of the general scene and excitement. Animporcant meeting of the directors of the C. C. and I, C, Ratroad was heid this afternoon to consider the interests of the corporation. GEORGE WiSstibsIMBR, New York, April 7, 1873, JOUN HAMM, ane THE USURY LAWS. ae ects To THE Epiton or THe HERALD:— Considering that the city of New York is the finan- cial centre of this country, and that consequently the effeets of financial operations conducted within its limits are felt throughout its entire length and breadth, and to @ greater or less extent in Europe as well, is it not surprising that the representa- tives of the State of New York refuse to repeal a nominal law, which, if removed trom the statute books, would at once let loose from savings institu- tions and other sources, millions of doliars now earning a very low rate of interest, and thus have the undoubted effect after a time of preventing, in all probability, the rate of fnterest for use of moucy, even in the most active periods, from reaching a lugher figure than twelve per cent per anugum, ‘The question of the repeal of the usury law of the State of New York has become a national one, aifecting the material interest of every resident of the United states. The responsibility of the repre- sentatives of the people of this State are-very great, controlling as they do the vital interests of the whole country, because of its great financial centre being within the limits of the State con- trolled by their legislative powers. Should they retuse to remove the leading cause of financial em- barrassment and distress new prevailiig through- out the United States, then Congressional measures tor its prevention should be enacted next Winter. The fiftieth anniversary of the New York Asylum for Lying-in Women was held yesterday, at noon, at the institution, 8 Marion str A large au- dience of triends and patrons gathered on the | occasion, Dr. Burchard presided and opened the proceedings with # brief address, in which he alluded to the beneficent work accomblished by the faithful employés. Dr. Ward read the annual repert, by which it was shown that there had been during the past fifty years 16,819 cases of lying-in, ‘Tuere had been treated during the past year {7 cases in the institution and 147 cases at the homes of the putients. During the car 1873 there had been but one death None — but espectable women who — could present certificates of marriage were admitted to the privileges of the istitution, Its aim Was to | offer un asylum to those Women tunable to obtaim kutisfactory treatinent durmyg lavor elsewhere. Many useful lives had been saved and many weary pillows soothed and hundreds of pitable sufferers relieved by the institution. ‘The report detailed the benefits, whica if characterized us hamaue ia the highest degre Mrs, Hope's invaluabie ser- vices us matron had secured to the patients a kine and judicious treatment, The financial atairs of the asyium had been ably managed by the Treas urer. The donation of $3,000 by the Commissioners of Public Charities Was gratelully acknowledged, ited to Mrs, T. A. Emunet, Mrs. J. Rovsevelt, Mis. ©. K. Garrison and Mrs. Charles A.
