Mr. Beebe had the bill referred to the Committee on Internal Affairs, but Mr. Husted had it afterwards reterred to the Committee on Ways and Means, on the ground that it was a sort: of “appropriation” of the State. It is said that the reason why this house is allowed to remain at such a ridiculously small rental as $6,000 ‘is, that a few of the members of the Legislature and State officers every year get weir rooms, if not.absolutely free of cost, at least at a great reduction from the regular rates. I know not what amount of faith can be placed in stories that are current to this effect, but 1 give them simply: for what they are worth. The bill having been offe! affter the 15th inst., cannot be consi unless by uuanimous consent, before all bills introduced before the 15th inst, have been acted upon. So it is pretty certain it will nov have the ghost of a shew. ARREST OF PROFESSIONAL CRIMINALS, The Judiciary Committee of the Assembly this evening reported favorably on Mr. Charles G. Cor- nell’s bill in relation to professional thieve: pick- pockets, burgiara, &c. It is an excellent bill. It provides that any *‘professional”’ can be hauled up on the afidavit of any reputable citizen and cared for in the Penitentiary alter proof of his criminal bad character is given. Any ‘‘professional” ound at steamboat landings, hotels or railroad depots, can under the bill also ‘be gobbled up at sight and put out of harm’s way. The Society of Practical Engineers met last might at the rooms of the Geographical Society in Cooper Institute. Mr. James C. Bayles read an interesting paper upon “The Mechanical Adaptation of Steam to the Movement of Canal Tonnage.” The subject had been extensively, though sometimes not very intelligently, discussed by the daily press, he said. Propellers were run on the canal some time ago. Side-wheel steamers ought to be run on the canal, if they could carry freight emough to make it pay. ‘The largest class of investors had failed because no boat, had carried freight enough. Boats car- rying freight could not be built economi- cally, and could not be made to pay. Two hun- ared tons represented the boats’ maximum burden. The engines represented a considerable jour tons per trip n was epoly ¢ boat was freater now than it had been twelve years ago. They must seek some new and mere economical method of applying steam to canals, Trere were 7,000 cood boats in canal ser- weil we and by the loss of fort | vice. This tonnage eould net be superseded by steam power. Train traction was not enly possivle but economical Some method of traction must be adopted by which loaded boats could be moved in traing ata speed of no less than three miles an hour, and with enough boats to a train to make the: system economical as Compared with the system of moving single boats by horses. This weuld require no expense for alterations of any kind—nothing, in fact, but that the boats should be attached te the object which furnianhed the traction power, and be made as cheaply, if not more cheaply, than if they were drawn by horses. It had been sug- gested that this traction power could be econo- mically furnished by ateam carriages running op the tewpath, but be thought that the towpath was seldom jn condition 10 afford a good roadway for engines of iis pattern. He thought the best by metnod of supplying steam would be means of tugs péeesessing sufficient en- gine power to do the Work required of them, and utilizing that power by ome method of paddje construction, What wag needed fer the catial Was @ system that sheuld get eut of the pad- dles, Whatever their shape or arrangement, all the power ef the engige.
