FINANCIAL AND COMMEROIAT., Whe Panio in Pacific Mail and Its Philosophy. Jnevitable Consequences of Protracted Stringency in Money. Pacific Mail a Vicarious Sacrifice to fave the “Bull” Cliques. PLIQUE PLANS FOR THE FUTURE. (A Charge All. Along the Line and Then a Change of Front. ‘SATURDAY’S BANK STATEMENT, . Siaiine ‘aren ne 1343, trad thaseneonadie stringency in the money mar- ‘ket has been the cause during the past week of ‘what may be regarded as an unseasonable tumble Jn the stock market. In other words, the exist- enoe of a condition of things in the money market fore pecuilar to the months of October and Ne- (vember has culminated in a regular Fall DECLINE IN PRICES at the Stock Exchange. Theorists they may be nvho will assign ali the depression and excitement \of the week to the demoralizatien occasioned by jene panic in Pacific Mail; but, had money been easy, the hundreds who were lugging their burden ‘pf that stock would never have had to get from der the lead, and Stockwell and his friends might have yet triumphed over the long series of mis- Soreanes which attended their speculation ever Bince the stock began receding from par. The dis- jcouragement of weakening margins and a harden- Jug money market was too much for THE AVERAGE “BULL” Yn Pacific Mail, and as one after another began te relax his grasp upon his long-held shares, and as \ptill ether stock began to pour in upon the brokers of Mr. Stockwell, in the process of delivery upon “guarantees, the market broke down under the ac- pumulation, and the price fell to 553, or 15 per ‘cent since the previous Monday morning. It is dificult to say, furthermore, how Jong the “bul!s’’ ‘might have maintained the contest against tight Money had not Congress commenced AN INVESTIGATION ‘Into the charges that bribery had been used by the company to secure the legislation last Winter which granted the line an additional annual sub- sidy of half million dollars. This movement had @ further demoralizing effect by inspiring a fear that Congress might feel justified in withdrawing 4pghe subsidy were the charges sustained. The break ~ In Pacific Mail caused an even larger decline in its fellow stock, Panama, which, during the week, went off from 128 to 95, but reacted at the close to (10, Quriously enough the PACIFIO MAIL ‘TUMBLE was followed by easier moncy and, after the first excitement and depression, by a stronger feeling jn the stock market, It appeared to be the vicarious sacrifice offered up on behalf of the wearied and discouraged “bulls” all over the street, The relaxation in moncy towara the close was exemplified in the prevalence of such compar- Atively cheap rates as 1-32 per cent a(ter earlier flealings at as high as 4 as a common thing and % per comt as an occasional DAILY CLIMAX, Jn fact, loans were made on Szturday at as low as 1 per cent, but before three o’clock the same after- goon the rate had recovered to 1-32 and interest. Bo far as the general situation indicates, and quiet rumors intimate, the money cliques, the “bear” cliques and the gold cliques will miake one more desperate demonstration upen the markets before they reverse their positions. In this connection it Is Bald the money clique will make a terrific “gqueeze” within the next few days, and that at the same time the “bears” will imp" upon the Atock market. THE GOLD CLIQUE commenced the feint on Saturday, when they drove the quotation up to 11534, than which, with sight sterling 109 a 1094, there is no more inflated anotation in Wall street. Stress is laid upon the turrent enormous imports, but the clique seem eblivious of the stream of exports. Up to last ‘week the imports at New York, since January 1, ere about $64,000,000, and the exports therefrom ‘$39,000,000. Now, New York imports about two- thirds of all the imports of the country, but experts less than two-fifths of all tke exports of the country, and the discrepancy is growing (wider and wider every year. Could we get at all the statistics of all the ports weshould find that since the 1stof January, ersince the gold ciique have undertaken to run up she market, the exports of the United States have actually exceeded the imports. According to the figures and ratios already mentioned, the exports have been about $97,500,000, and the imports '$96,000,000,, So much for the argument of the gold clique based upon the heavy imports at the port of New York. As for the money clique, they are likely to be deprived of any further help os the part of the Treasury, as the debt statement shows that the greenbacks are now down to the level of Aast Summer—viz., $356,000,000. THE GAIN IN SPECIE has been the result of the prepayment by the gov- ernment of the March interest om the ten-fortics. ‘The decrease in greenbacks is explicable by the “locking-up” operations of the speculative oombi- nations, The statement compares with its pre- decessor of last week as follows: — sees 205,898,700 1,100 Legal tenders.... 41,461,200 000 —The changes being in detail as follows:— Decrease in loans... $6,525,200 Increase in specie. 823, 600 Increase in circulation. 28,200 Decrease in deposits. 8,832,600 Decrease in legal tenders...... + 187,200 AN ANALYSIS of the above figures shows that the banks now hold within $322,350 of the required amount of reserve, against a deficiency last week of $1,859,850—being a@gaintor the week of $1,537,500, This result is seen more in detail in the following comparison showing the relation between the total reserve and the total pra kar ligieg and last:— rch 1. _ Changes. ~ Specie..... enous 900 sisi, 500 Inc. $1,323,600 Legal tenders, 41,461,200 40,724,000 Dec. 737,200 Tot, reserve $56,508,100 $57,094,500 Inc. $586,400 Circulation. 27,! 573,100 ‘27,601,800 Inc. 28,200 Deposits. . 205,898,700 202, 706,100 Dec. 3,832,600 Total hilttes.. * 9239, 471,800 $229,667,400 Dec. $8,804,400 25 percent.. 68,367,950 57,416, 860 Deiiciency in legalr’srve 1,859,850 322,350 Inc, 1,537,500 STOCKS ON SATURDAY. Sarunpay, March 1—6 P. M. Trade has been empha‘ically dull in nearly all its departments during the past week, and the gene- ral tendency of prices has been toward a lower basis, though few actual radical changes have taken piace. The export movement in breadstufts remains at a stand. Though prices have settled considerably during the week they are still too high to admit of shipments with and leave any margin. The dificulty in obtaining freight room is almost as great as it has been during the past several weeks, but with light Offer- ings rates are scarcely so high, Business has been very light, both on and off Change, and in the leading articles of export scarcely anything has been done, prices at the clese of the week being almost wholly nominal. At the Cotton Exchange business has been ex- tremely light, and the market for spot cotton closed little better than nominal. At the Produce Exchange flour and wheat have beem dull and nominal ali through the week, and closed without improvement, Cern has been dull and heavy, and prices have settled somewhat, closing very quiet at the prices quoted below. Provisiens have been comparatively firm, and pork has been pusked up apeg almost every day, tho market leaving otf firm, Groceries save been quiet throughout most of the past week, and closed to-day (Saturday) more or less nominal. Petroleum remained dull, with easier prices current, Spirits of turpentine closed nominally firmer, while rosin was quiet, but steady, Whiskey was in moderately fair demand, but at easier prices. Corree.—No sales were reported to-day from first hands, but the jobbing trade was moderately fair and full former prices were current.
