The committee appointed to consider the mes- sage of the Mayor as to welcoming Henry M. He wears a mustache and Dundreary whiskers, which He here cited alarge number of statutory author- ities in proof of bis allegations, and commented at length on the mode of legislation which had refer- ence to the question, He made a powerful appeal on behalf of the intrinsic rights belonging to the people throughout the State, after which he re- viewed the decision of Chiet Justice Green in the Delaware Bay Railroad cese, and insisted that the defendants in that case were differently situated to the defendants in this, He urged that there Was no sixth section m any of their charters, as there isin the Stanhope charter, authorizing the transporting of passengers and freight; that there Was no eighth section, authorizing the merging, &¢., as is in the Stanhope charter; that there was @ vast difference in all the particulars in both cases, and that the decision of the Chief Justice was not on Thursday, December 12, 18’ DowNinG.—On Sunday, December 8, ofmembrane croup, FRANK DOWNING, second son of Rev.
