FINANCIAL: AND OOMMBRCHAL, The Treasury Operations and the Wall Street Markets, RELAXATION IN MONEY AT LAST. The Rate on Call Declines from 11 to 2 Per Cent. A Curions Metamorphosis of “Bulls” into “Bears” and “Bears” into ‘Bulls.” “Things Are Not What They Seem.” SALVANIZING ATLANTIC MAIL. Advance in Gold and Foreign Exchange. ToEspAY, mock Fas) oP M. ‘w} On Change to-day cotton was easier, but offered Yess freely, Flour remained about steady, and wheat and corn, under moderate receipts and com- paratively light offerings, were also steady. THE BXPORTS OF THE WEEK. ‘The aggregate exports of domestic merchandise from the port of New York to foreign ports for the ‘week ending October 8, 1872, were $6,225,767. MONEY 11 TO 2 PER CENT. The money market underwent the relaxation anticipated as a consequence of the government disbursements of money. The rate on callopened at?percent, gold, advanced to 1-32 (equivalent to about 11 per cent) and declined to 2 per cent by ‘the close of banking hours, the quotation at three o'clock being 288 per cent. The Sub-Treasuty has received, so far, $3,500,000 of the $5,000,000 of bonds bought on Monday, the remainder being expected from out-of-town banks and investors who sold through agent: New York. The amount of GOLD TAKEN OUT Ja also just $8,500,000, for nearly $3,000,000 of which N mt wasmade with certificates of deposit on the city national banks officially designated as de- positories of the United States. The market for mercantile paper is as yet inactive; but it ts too early, perhaps, to look for the effects in this direo- tion of the help given the resources of the banks, Prime names are quoted 1 per cent a month dis- count. Foreign exchange was strong and higher, but unsettled, The chances of a further advance in the Bank of England rate of discount, adverted to in yesterday’s HERALD, are strengthened by private advices per cable. The leading drawers put up the rates for sixty-day sterling to 10834 and for sight bills to 110, but the closing business was at 108% and 100%. GOLD STRONG—112% A 113%. ‘The gold market was strong in response to the advance in the rates for’ foreign exchange and pon the rumors of an intended further advance in the Bank of England discount rate on or before Thursday next. Under these influences the price rose from 112% to 11334. In the afternoon it was Yeported that the chances of the administration candidate in Pennsylvania had greatly altered with the progress of the voting up to one o'clock, and as bets began to be offered that ~ HARTRANFT ‘would be defeated to a certainty gold advanced farther point, to 11874, at which it closed amid pretty excited dealings. The anxiety to forecast the result in Pennsylvania was intense all day, and as the friends of Buckalew began to take courage in the afterncon the “administration clique’ be- ame exceeding nervous and betrayed their fears by selling stocks and baying gold, reversing what they had been doing up to this forenoon. The Sub- Treasury paid out $61,000 on account of interest nd $600 on account of redeemed five-twenties. ‘The course of the market is shown in the table:— GOLD shee 112% Iu the gold loan market the rates ranged from per cent for carrying to 1-64 for borrowing. The stock market was strong, with a further rise in Pacific Mail, which advanced to 8134, taking ‘with it the general list to the extent of a % per cent. Curiously enough, the best prices were made before the relaxation in money, the advent of 2 a3 per cent quotation being followed by a tem- Porary reaction in Pacific Mail anda decline in the others of % a % per cent from the highest figures of the day. The dealings in Pacific Mail were on @ very large scale uncer the ausplees of A NEW POOL organized toward the close of last week, and com- prising among its members several of the oper- ators conspicuous in the recent locking up of cur- rency and ‘bear’? attacks on the market, as well as two well-knowa veteran speculators in the stock. For a time it was believed that the new pool had aMliated with the old pool, led by the directory of the company, but toward the close the report was current that the Stockwell party had unloaded upon the others, who were unable to com- prehend why their purchase of over FIFTY THOUSAND SHARES yesterday and to-day had not advanced the price to a higher quotation than 81};. The new pool are seeking to make a “corner’’ in the stock, which ‘was worth as much as 1-16 in this afternoon’s de- liveries—a rate that was also bid for the use of the certificates to-morrow. The pool held the price up to the last and closed the day with a purchase of one lot of over three thousand shares at 813;. Atlantic Mail opened at 20% and advanced to 24%, but fell back to 21%. The movement in this stock was engineered by a small pool, composed of the oficials of the ATLANTIC MATL and Pacific Mail Companies, whose co-operation in a “fixer” of ten thousand shares started a rumor that the two lines were to be consolidated. West- ern Union Telegraph was active and unsettled, rising to 723, relapsing to 71%; and closing at 72%. The regular annaal meeting of the company will be held to-morrow afternoon at the headquarters, corner of Broadway and Liberty street. New Jer- sey Central advanced to 108% on the dissolution og the injunction to prevent the payment of the quar- terly dividend, Meantime the Daniel Drew stocks, WABASH AND ERIE, had been heavy and Northwestern weak and failed to strengthen with the rest of the market except for a brief spell, and then only to a limited extent. Erie has been weak for a few days past in sympathy with the London marke where, outside United States bonds, everything is reported depressed by an apprehension of the advance in the bank rate. Northwestern declined to 705 and Erle to 48, At the close the general market, out- side Pacific Mail, was heavy conversely to the movement in the gold market, the fears of a defeat of the administration candidate in Pennsylvania causing the so-called ‘administration clique’ to | sell stocks against such a mishap to and derange- ment of their theories of the future of the market. Turspay. Oct, 8-6 P. M. There was @ rather freer movement in commercial circles to-day, but there was still apparent a good deal of hesitation and reluctance to making large ventures while the gold premium 1s so fluctuating and while the probability of government Interference with the monetary affairs of the country remains. This system of gdvern- ment interference in the money and stock markets— though possibly of some benefit in certain coutingencies— is nevertheless greatly deprecated by the mercantile public as being unwarrantable on the one hand and inexpedient on the other. People will not believe that the government in {te action 18 wholly unbiased nor that government officials are entirely disinterested in their motives, Hence even those who may be most benefited by it are oftentimes severest in thelr condemnation of any and all interference by the government oMcialrin matiers which do not vertain to governmental matters. } we i | Western white. . | wale, 8% | dso. dee. for inferior to choice new white d ‘The engagements were Liverpool, by stear | 18,000 bushels 1 300 bbls, apples at 4s | and by sail, 15,000 bushels corn at 10)gd._ To London, 1)! | bbls. flour at $s. 6d. The export movement was still somewhat retarded to-day by the extreme scarcity of available freight room and the scarcity of vessels for charter. High rates are still current though there ts scarcely #0 much buoyancy asthere was a week ago, when rates were advanced almost every day. Still American produce is going forward to foreign countries in considerable quantitics, and the business affairs of the city are in an eminently eatisfaetory condition. The movement in dry goods continues fair, though perbaps not so free as it was a week or two ago; but the elections are a satisfactory explanation of this, On *Change there was but a moderate business in flour and grain, but prices were pretty generally sustained. The movement in provisions was retarded and scarcely any- ‘thing wasdone, In groceries business was limited ; still there was considerable firmness manitested throughout the market, more particularly so in coffee and sugar, which were held at full prices. There was less activity in the petroleam market, yet, notwithstanding, holders were firm and generally demanded a further advance, which peeve ee pes little disposition to meet.
