To say that crime is rampant in South Carolina ‘would be a mild way of giving expression to the Toul and dark deeds that occur almost daily in the State. Through the medium of a political judici- ary, political black negro juries and political prosecuting attorneys, such crimes ag murder,arson, ‘outrage, and nearly every other criminal offence ‘Known to the calendar have become licensed to be seommitted by the negro with impunity. Hf he should, by any mishap, be convicted and duly sen- enced to be punished according to law by the Wonrts he is certain to be rescued from the gallows ‘or the penitentiary, whichever it may be, by the mever-failing exercise of executive clemency, ‘While the negroes’ torch, their favorite weapon the axe, the razor (another choice weapon), the ‘pullet and the murderous club do bloody work in ‘the rural districts of the State, public plunder, ‘wanton lasciviousness and all the vices which de- | [ cessory, as indicated al on trial. By mai! at this port we have our press files from the Cape of Good Hope, dated at Fort Elizabeth on the 28th of June, ‘The Eastern Province Herald of that day supplies the following interesting news reports :— PARLIAMENTARY LEGISLATION AND DEMOCRATIC AGITATION, y The Cape Parliament bas now been in session seventy-one days, and, of course, no legislation of grade humanity hold high carnival at the capital among their white leaders—a foul blot upon Ameri- | can republicanism and @ disgrace to the civilization | ofthe age. Right here, and net in the fifteenth | amendment, is to be found the ORIGIN OF THE KU KLUX KLAN, The imprisoned members at Albany, who opened their minds so freely to Colonel Whitley recently, with a view to procure pardons, may say what they please, but weil informed people down here say they lie when they pretend they were entrapped or forced into the Klan. Not one of them joined it ( who did wot have some personal animosity against ‘some particular negro, or negroes, to gratify, and the great majority, particularly the most intelligent | -and respectable members of the Klan, went mto it | for the express purpose of pfnishing negro | offenders whose crimes would not be taken cognizance of by the Courts, or ‘ they were would be = acqnitiecd by radical judges and negro juries. 1 have no desire | to defend the Ku Klux or to justify their atrocities, | but experience and impartial investigation into the terrible condition of affairs prevailing here show that there was at least an excuse, if not well- .grounded reasons, for the organization of a society for the protection of the lives and property of the whites. Sometimes, however, justice does overtake the murderer, rare though it be, and to-day it was expected the stern vengeance of the iaw—death by the hangman’s halter—would be meted out to Simon Black, one of three negroes ~who perpetrated, just before Christmas last, what 4s known here in rura] parlance as THE HARMON MURDER. Monroe ‘Harmon, aged about thirty-one er two years, belonged to that seml-degraded and ignor- rant class of people who, in Richland—the adjoin- mg county—are known as “Sand-hillians,” and | here as “Piney-woods people.” He was a type of ‘his class—low, ignorant, but cunning, and his pecu- Nar talents and ampition led him to aspire to the questionable dignity of keeper of a pine-top whis- | key shop, where he dispensed the vilest fulds to white and negro patrons in common, Among his ‘customers, and who were ts ae freaenters of | ais groggery, were three negro boys, namedrespect- | ively Simon Black, Solly Norphet and Jake Johnston, the first aged eighteen years and the other two ranging from sixteen to eighteen. It was close mpon the Christmas holidays of 1871, and these three sable youths found themselves “hard-up” and without the means of having their usual Christ- mas fun, which to them was a calamity not easily | a@pprecisted. In such a lamentable predicament | the question of how to “raise the wind’ presented itself to their imaginations in a more forcible than Neasant aspect. About this time Monroe Harmon, ceoper of the groggery, had been heard to boast of THE MONEY HE HAD, and it seems that {n one of their various financial consultations Simon Black had been heard to de- clare that “be damned if he didn’t have money somehow ;” both of which observations coupled together form an important link In the_his- tory of the Harmon murder. On the night of | the 17th of December it appears thai, at the instigation of Black, the three had de termined upon the murder and robbery of | Harmon. About dusk Simon Black and Norphet | and Johnston were seen near Harmon's groggers. | | How long they remained there is not known. Dusk ‘was succeeded by the darkness of night, and at about half-past eight o'clock Harmon left his grog- gery to go to his home in the country, some two | aiies distant. At the expiration of that time the murderers were again seen conferring toget! and Lew came to the vicinity of Harmon's stc evidently to await the development of the trage they had just committed. The night ha reached the hour of half-past nine o'clock, and soon after this a negro coming into town | discovered the body of a man lying in the road, about one mile from town, but, supposing it to be some drunken person, pasted tt | without any examination. Following came two | negroes, who also discovered the body, and they went in -search of assistance, If any could be ren- | dered the inert mass of humanity iying helplessly in the cold Winter night. They found a woman | who had previously heard the shots and cries, and upon viewing the body she exclaimed, “Its MONROE HARMON, DEAD!" ‘The neighborhood had now become alarmed, and — a party cume from town to see the body ong ‘whom were Solly Norphet and Jake Johnston. Solly Norphet was one | ot this crowd, and on the way — he said in an excited manner that Simon Black was going to Columbia on the train and must not be | dnterfered with, and Norphet also exhibited a pistol | on the way. Black was not seen, however.
