The following special despatch to the Hunarp has been received from our corre- spondent in the capital of Great Britain: — Lonpon, May 31, 1872. On Thursday the negotiation between tho ‘United States and Great Britain on tho subject of the Alabama claims settlement was ended ‘and all efforts to secure an agreement of the governments on tho supplementary article to the Treaty of Washington definitively relin- ‘quished. THE DIPLOMACY RENEWED. To-day (Friday) the negotiation has been re- ‘opened on the part of the British government, which gives color to the supposition that tho Queen's Ministry has reconsidered its deter- ‘mination not to accept the American Senate's Amendment to the supplementary article. + POINTS OF THE PRESENT DIFFICULTY. ‘The points of the present difficulty are the absence from the article of any words which can be held as defining indirect claims, and that the failure to declare what class of claims are designed by the term indirect is thought likely to lead to the introduction under the thead of direct of claims which England may deem inadmissible. THE QUESTION IN PARLIAMENT. Earl Granville and Mr. Gladstone Silent on the Subject of the Negotiations— ‘Cabinct Promise of a Day of Explana- tion of the American Amendments to The Suppicmental Article. Lonpon, May 81, 1872. In the House of Lords to-night the Earl of Derby urged the government to produce the text of the supplemental article to the Treaty of Washington, with the Senate's amendments. The House needed a thorough understanding of the present position of the negotiations, Earl Granville replied that the American Congress ‘would adjourn on Monday; the negotiations had not yet been brought to a close; hence it would be impossible for the government to comply with the demands of the noble lord, Earl Grey wished to know whether the govern- ment would proceed with the arbitration if the in- direct claims should not be withdrawn. The country, he said, regarded the situation with great alarm, Earl Granville declined to answer this question. He indignantly denied that the government had in- volved the country in trouble. Lord Cairns said the government was straining a principle in refusing to submit the documents. The Marquis of Salisbury begged to be informed what instructions had been given to the British rep- resentatives before the Geneva Board as to their action in case the American government should not withdraw the Indirect claims. Earl Granville again declined to answer. Lord Westbury advised the government to make @ complete declaration. Earl Granville replied that the government were frequently favored with Lord Westbury's advice, ‘and suggested the impropriety of repeating ques- tions when warning had twice been given that answers were at present impossible. He advised that invectives be reserved for an occasion when the government could defend themsclves, when they could clear themselves from insinuations with- out foundation thrown upon them. In the House of Commons, in reply to Mr. Disraeli’s inquiries for information, Mr. Gladstone promised to give him satisfactory answers when the American Congress had adjourned. British Press Opinion of the Bearing of the International Diplomacy. Lonpon, May 31, 1872. ‘The tendon Times to-day asserts that there never ‘haa been any genuine agreement between England and America touching the indirect claims, It can- not help thinking that if the official telegrams on the subject had been communicated directly to the Foreign Ministers of either government, instead of being filtered through a medium, the chasm which separated them would have been recognized long go. With the correspondence before us, concludes the London Times, we must consider the failure of arbitration inevitable. We may thank the Amert- can Senate for this. Had it accepted the supple- mental article without amendment our position Would have been awkward. THE QUESTION IN WASHINGTON. No Despatches from London—Extra Ministerial Opinion. Wasmincton, May 31—P. M. No official despatches had been received up to noon to-day from London. As the proposed new article to the Treaty of Washington, though changed in phraseology by the Senate, preserves its original intent, gentiemen in high positions, being unable to otherwise account for England's | reluctance to accept it, express the opinion that her conduct is marked by insincerity, and that she has reverted to the position she occupied on the 26th of April, when General Schenck informed Secretagy Fish that it was probable that the gov- ernment would take such a course as would put an end to arbitration at Geneva and to the treaty, All hope of an arrangement is not, however, abandoned, Some of the earliest friends of the treaty now express Indifference with regard to its fate, considering that concessions have been made by the United States to the fullest extent. BESIGNATION OF THE CHIEF COMMAND IN THE FIELD. Marshal Serrano has resigned as General- issimo of the troops operating against the Carlists in the Basque Provinces, and Lieu- tenant General Echague has been appointed his successor. Popular Canvass of the Ministerial Prob- abilities. Maprip, May 31—P, M. The excitement which was occasioned by Marshal Serrano’s lenient treatment of the Carlists and the announcement that his course was sustained by the government has meas rably subsided, and a bitter feeling prevails in the -Jortes, It is now stated tiiat Serrano will assume the duties of President of the Council, which it was un- derstood he would dy when Atmirat Topete tempo- rarily accepted the position upon the formation of the Ministry. It is also probable that the resolution of censure of Marshal Serrano, which was introduced in the Cortes by Sefior Zorilia, on the part of the opposi- tion, will be withdrawn, The Carlist Refugees in France. Paris, May 31, 1872, Many of the Carllst officers and soldiers who tled into France have gone to Bourges. Alava, Cabe- cilla and other chiefs of bands have gone to Bayonne. This band goes to America to take part in the International Peace Jubilee to be held at Boston. FATAL EXPLOSION, A powder magazine exploded at Oswestry, in Shropshire, to-day. The race for the Oaks Stakes came off on the Epsom Downs Course to-day. GRAND SCENE ON THE GROUNDS. The event was made the occasion of a tre- mendous attendance of people, in point of numbers, and the Ladies’ Day turf celebration ‘was observed in the presence of a brilliant and most aristocratic assemblage. Tho ladies wero magnificently dressed, the equipages in splen- did turnout trim, and the beauty and wealth of England so well and universally represented that the scone was’ more uniformly grand and harmoniously complete than that which was witnessed during the struggle for the Derby. Among the spectators was His Royal High- ness the Duke of Edinburg. LOUISE VICTORIA AND LOYALTY. The appearance of Mr: W. S: Cartwright’s dark chestnut filly Louise Vietoria was the cause of a universally pleasing’ excitement, on account of the name of tho animal. It od- tained a prominent place on: the betting books and was a general favorite, particularly after the circulation of a report which alleged that Count de Lagrange’s French filly’ Reino had bocome invalided, to some extent, by sudden illness. Baron Rothschild's filly Chance was backed sae: THE RACE. The race was for the Oaks Stakes of 50 sovs. each, half forfeit, for fillies then three years old; 8st. 10 lbs. each; about a mile anda half; the owner of the second filly to receive 300 sovs. and the third 150 sovs. out of the stakes ; 170 subscribers. AT THE POST AND OFF. Seventeen mares were brought to the post and started in splendid style. They kept well together for half a mile, when there was a sudden break in the heap, and the French filly Reine went out to the front nd took the lead, Louise Victoria following closely and Chance well up. There was a great struggle when they were going over the last quarter of a mile. Chance was left behind, Guadaloupe, an outsider, taking his place. Here the pace became exceedingly rapid and tho contest severe, but almost in a second of time Reine rushed in first, Louise Victoria half a length and Guadaloupe a length anda half behind. The rest were nowhere. SUMMARY. The following is an exact report of the ter- mination of the race:— Count F. de Lagrange’s b. f.
