Gentes ‘THR STATE CAPITAL Friends of the Boss ‘ Thief in Council. TWEED, TWEDDLE, The Present Complexion of the Tax Levy. Se A CHECK TO VANDERBILT. The Legislators Will Have to “See William.” Gevernor Hoffman Will Veto the Charter. ALBANY, April 27, 1872. THE NEW YORK TAX LEVY. ‘The New York Tax Levy bill, as amended and «passed by the Assembly last evening, came up in the Senate this afternoon and was read through, ‘the “Greene sections” being stricken out on motion of Mr. Palmer, who explained how they had been ‘emuggied into the bill down stairs. When it was put to a vote it lacked one of a constitutional majority, the vote being 16 to 3, the three negatives ‘being Bowen, Lewis and Artful Dodger Winslow. Mr. Lewis in explaining his vote was not over wise in his remarks, and claimed that as he had been biamed last year for not having @efeated the two percent bill, he thought it best Not to vote for the two and three-quarter per cent ‘bill under consideration, which, to say the least, Was very extraordinary reasoving. Had all the ‘Benators who make such a fuss every day but Sat- urday about “reform” and Tuk “GOOD OF THE PROPLE” ‘been in their seats, where they should have been, ‘the bill would not have met the temporary halt that it did. These absentees without leave were the prayerful Chatfield, Dickenson, Graham, Johnson, Lord, O’Brien and Wagner. Mr. Lord, it should be said, came into the Senate a few minutes after the ‘vote had been taken, and, of course, utterly ob- livious of the fact that the bill had been considered tal. The following Senators, who were at their Fests, sored for the biil:—Adams, Allen,Baker, edict, Cook, Foster, Harrower, Lowery, Mad den, Paimer, Perry, Robertson, TNemann,’ W: mann, D. P. There is no doubt Dat that « secret understanding was come to among the republican Senators some time ago in relation | to this matter, id that the affected surprise on the part of many when the resolution was intro- duced was “ali in my eve and Betty Martin.” Mr. Madden, not comprehending at first that it was @ privileged resolution, objected to it’s consideration on the ground that he was opposed to roving commit- ‘tes, who made a great noise and did no good. The | objection not being in order, or rather not being an | Msurmountable barrier to the consideration of the Tesolution, a lively discussion ensued upon it, in which Messrs. Allen, D. P. Wood, Madden, Paliner | and lord participated. Mr. Wood wanted the reso- ‘Jution framed #0 broad that it would allow the com- mittee to investigate everyting and anything re- Jating to Mr. Tweed’s conduct which might in any ‘way be looked upon as sutlicient vo unit him for | THE COMPANY OF THE OTHER SENATORS. Mr. Madden contended, as did Mr. Benedict, that ‘the only question the committee had to deal with | Bi ‘was this, “Was Mr. Tweed elected by fraud or was he not?” If ho was, then he could not get his ved if he was not, then he could take it without fear o hindrance. hat criminal charges had been made | Madden declared to be no part of ‘the committee's business, If between the present time and the meeting of the Senate next year Mr. Tweed was convicted and acnt to State Prison, then that would simplify matters greatly. Mr. Tweed was elected ‘by a majority of 10,000 votes and if there was not evidence of fraud to show that at least 10,000 fraud- | ‘lent votes were cast and counted for hin he de- ed the Senate to make out at any case agdinst him. | r. Bowen took the same view of the matter. Mr. Alien remarked that if the allegations in the jo yap presented to the commitéee were truth. | fur the evidence would show that fraudulent votes Or 1%auds by false counting exceeding thef10,000 votes “Were indulged in on election day in Mr. Tweed's Gistrict by his backers, Mr. Madden, Bowen and Benedwet said that if tls was 80 then the case was | & plain whe and they had no more to aay.
