8 ‘THE EAST RIVER BRIDGE Theo Rink Reform Committee Overhauling the Accounts—Interesting Statistics—Brooklyn Has No Voice in the Management— The Work to Cost $15,000,000. A sub-committee of the Rink Reform Association have been workiog very imdustriously for some time past in overhauling the accounts of the East River briage Company, 1 order to discover if there was not a little leak somewhere in which the titizens of Brooklyn might be suterested, THEY FIND, they say, that the New York Bridge Company is a private corporation, organized under a special act, and ts neither a commission nor a department of the city government, and, therefore, the Committee of Fifty has nothing to.ao with the investigation of ite affairs further than the luterests of the city are ‘volved as the principal stocknoiders. BROOKLYN'S INTEREST. By a resolution of the Common Council of Brook- lyn, which took effect January 6, 1869 (the Mayor’ retaining it ten days, neither approving nor disap- Proving), Brooklyn was authorized to take $3,000,000 1 the stock, provided the remaining $2,000,000 should be subscribed for and ten per cent thereol paid in cash, and provided the charter be so amended “inat the interest of the city be repre- sented in the Board of Directors by, the three Com- missioners of the Sinking Fund.” But the city could not ve fully “representea”’ unless its officials composed three-fifths of the entire board. BROOKLYN HAS NO CONTROLLING VOICE IN THE MANAGEMENT OF THB COMPANY, though owning six-tenths of the stock, while pri- vate parties owning but one-tenth of the stock send Hfteen members to the poard, whicn can never con- tain more than twenty-one members. ‘This Is a gross outrage perpetrated upon Brovuklyn, as well as upon New York, by the Tweeds, Sweenys and Con- Roliys on both sides of the river, and immediate jJegisiation is needed wo give the stockholders a ‘Voice in the Management of the company in pro- Portion to the stock beid by each; and especially 1s ‘Suis due to Brovkiyn, as she wiil have to carry on the Work alter the $5,000,000 are spent, Uf anything 4s to be Gone therearter. secause, Forst—It 18 very doubtiul whether New York will subscribe for aay more stock. if tne two cities were consolidated it might aiter te case. Brookiya comes vw New York—New York never goes wo Brooklyn. Second—Because private Individuals will also be backward im subscribing. Some of the present n> dividual stockholders have expressed to your 8ub- committee a desire to dispose of thelr stock and re- ture trom tne company. THE PROSPECY 18 NOT ENCOURAGING to private speculators. Placing the cost of the bridge at $15,000,000 (which 1s a moverate estimate, as your sub-commitiee ure advised) over forty thou- Sand persons will have to cross and recross daily, Paying five cents each way to warrant a dividend of ten per cent; leaving it to the otiuer Patronage to meet the expenses of the bridge, Slationary engines, Wear and tear ot cars, Machinery, &c. Not quite Ofty thousand peopie cross and recross daily the five ierrles be: Jonging to the Union Ferry Compauy, some paying one cent and some paying two cents, according to the hours of crossing. A very small proportivh of this 50,000 will find 1t convenient ‘Vo cross the bridge uuless tus law 1s changed so as 40 allow tne Brooklyn cars to pass over to tie New York side, aud then it would become a very serious guestion whether any considerable number would sross in this Way if the through iare was len cents. Yet the bridge would be # great beuellt to Brooklyn; ‘and if Brovkiyn must build 16 let it be so understood, and let the law be amendcd—at least in the particu- tar above relerred to. CAPITAL STOCK. Brooklyn holds $3,000,000 anu the city of New York $1,500,000, Te remainmg $500,000 seems Lo have been apportioned according to some rule of Javor between cluzens of New York and Brooklyn, 1b Wie proportion of two-thirds to Brookiyn and one- third to New York (the same relative proportions held by the two cittes), as foliows:—Willlam M, Tweed, Peter B. Sweeny, Hugh Smitu and Richard B, Connolly, all uf New York, took 420 shares apiece, Were these the only friends Brooklya had m New York? ‘Ihe remaining two-thirds ts held by citizens of Brooklyn, as follows:—Kingsley & Keeney, 930 shares; James 8, ‘I. U1 the amount paid on private subscriptions $2,000 is due from NEW YORK HERALD, WEDNESDAY, APRIL 10, 1872.—TRIPLE SHEET. . ‘voloes, the platform were Rev. Henry Ward Beeeher, Rev. Dr. Ormiston, Rev. Mr, Mathews, Rev. Leonard Bacon, Rev. Dr. Storre, Rev. Dr. Bud- ington, of Brooklyn, and other clergymen. The ceremonies were of a very interosting apd im- peeciten character throughout, and the only thing hat mihtated against their success were unshapety and ponderous pillars that support the gallenes and cut of both sight’ and sound, so that hundreds were unavle either to see or hear the Key, Mr. Beecher, who delivered the installation address. ‘The ceremonies commenced with a prayer by Rev, Mr. Mathews. Tiis was followed by a hymn, when @ iervent prayer was offered by Rev. Dr. Ormiston. Mr. Beecher then made ap address of over an hour’s duration, in which he reviewed the early muinistra- tons of the apostles, and graphically deseribed the duties ana responsibilities of the Chmsuian minister to be to preaca the gospel in its primitive simplicity and truth, A modern minister, by following the apostolic example, he said, would not stumble. A true Christian ministration will assert, as the very groundwork upon which it proceeds, the Godlike nature of wan. The true preaching of the gospel wilt tend to develop man on every side. It ts the business of religion io Wake up everything In man, but it you single outany one thing in the ministry it should be love. God is aGod of love. He docs not smile for one and frown for another. You must butid man as God mave him. God has laid tne foundation of man’s hie and has made Lim susceptible of good influences and impuises. And we do not want a church full of eunuchs, but men with thunder in them, who will build up upoa the foundation God has tald. ‘The Gospel properiy preached ought to make men lift up tuetr heads and cease to sit at the grave of despondency, Mr. Beecher was followed by Rev. Mr. Bacon, who de- livered the installation prayer. Then came an im- pressive charge to the pastor by Kev. H, M. Storrs, a charge Lo the poche by Rev. Mr. Bacon, and the right land of fellowship was administered by Kev. Dr. Win, J. Buddington. The proceedings were closed by a hymn and the doxology. HOMICIDE IN WILLIAMSSURG. Another Member of the North Side Gang Killed—Venaly Barroom Affray—A Young Rowdy Fatally Clubbed. At about twelve o’clock yesterday Thomas Gilroy, ayouth seventeen years of age, died at the resi- dence of his parents, No, 196 North Sixtn street, Williamsburg, from tne effects of a wound received at the hands of George Simms, the proprietor of a grocery and liguor store at the corner of North Seventh and Fifth streets, The facts incident to the fatal occurrence go 10 show that Simms acted in self-defence, and are as follows:—On Monday night, between eleven and twelve o'clock, some ten or twelve members of the notorious “North Sixth sirect gang,” among whom was Thomas Gilroy, visited Mr. Simms’ store and indulged 1n several rounds of drinks, 1or which they refused to pay. Not satisfied with this outrageous proceeding, the rowdles acted in the most disor- derly manner and threatened to inflict personal vio- lence on Mr. Simms and Herman Heickman, his clerk, for offering any opposition to their “burning” propensivies, On Mr, Simms refusing to give them any more drinks they left the store and hela a con- sultation on the sidewalk. In accordance with their usual practices, they determined to revenge their insulted feelings by wrecking the establish. ment. Deadly missties, in the form of heavy paving stones, were accordingly hurie) through the win- dows, and supposing that this hostile movement would exeroise suMcient terror on the proprietor, the rowdies again entered te store and renewed their demands. Some of them seized a Kk if sherry wine and@ ran off with it, and the others renewed their threatening —languny and gesiures, = Meanwhile Mr, Simms hi armed iiumselt with a rude heavy club and ordered them to quit ms place. The young rumMans ex- hibited no inclination of doiny 50, but, on the con- trary, made @ combined atiack on him. One of them struck him a violent blow on the back with heavy poker. Mr, Simms then brandished his clul and ‘proceeded to drive them 1 the store. In doing so he felled Guroy to the floor, imflicting a terribie wound on his skuil, which rendered him unconscious, and from the effects of whick ue died, as already stated. The wounded youth was carriea by nis compantons to his” residence, and aitended by Drs. Dugan, Sweeny and Van Braken, but all efforts to save his lite were unavaiing, and he never uttered a word affer receiving the fatal blow. Simms was arrested soon alter the occurrence by Oficer Phalan and taken to the Fourth street station. He admitted having struck Gliroy, and handed the club, stained with blood, with which the plow had been inflicted, to the officer, at tne same time affirming that he had acted solely in self-deience. Heickman, nis as- sistant in the store, Was subsequenty arrested by Oficer Langan, Both were arraigned befor? Justice Voorhies yesterday morning an! locked up to await ‘the result of the Inyvesi, which will be held by Coroner Whitehill this © ey . ‘The police have wken charge of Sin % which bears mute evidence of the late rowily ot whicn it was the scene.
